Diploma

Diploma Admission during the year in 77 & 78th Batch

The Diploma (T & D) Program continued to show steady progress through the year. The registrations of 499 Students were

enrolled in two batches, July 2017 and January 2018. Increased number of students took the semester examination in

June and December which was successfully held at 26 Centres in India with the active help and cooperation of ISTD

Chapters. This is against admission of 494 students during 2016-17.

During the year, 250 batches were assessed comprising of 6391 persons and generated an income of Rs 1,89,11,129/-

which include an amount of Rs 1,36,82,167/- towards outstanding dues from the old portal which was released from

Kolkata and the net surplus for the year from MES has been Rs 93,98,378/-.

Training Programs conducted – 2017-18

Following 5 Training programs were conducted during the last nancial year generating a surplus of approx. Rs 3,47,756/-.

Annual HR Conference of Programic Asia , Mumbai – ISTD as Knowledge Partner

The Indian Society for Training & Development (ISTD) in association with Programic Asia as a Knowledge Partner

participated in their annual HR Conference titled "Emerging HR: Building Organizations of the Future" at Ramada Powai

Hotel and Convention Centre on 11th Dec & 12th Dec, 2017.

The opening Keynote Speaker was Mr. Chris Roebuck, HR Mentor, Leader and Advisor with Dr. R Karthikeyan, National

President as one of the speakers at the Conference.

The Summit hosted 150+ senior HR professionals and provided an opportunity for participants to hear from game

changers in HR, the innovators rewriting the playbooks on leadership, change management, stakeholder engagement,

and more.

National Convention at Chennai

Introduction: NATCON 2018 was held on 8th& 9th June 2018, at Hotel Hilton, Chennai. Around 350 participants with 75

NC members of ISTD, attended the convention which was hosted by Chennai Chapter. Mr. S. Shyam Sundar, Convention

Chairman and other team members of Chennai Chapter accomplished this by awless planning & execution combined

with good hospitality.

Theme: The Convention theme was “Corporate Innovation stories of Inspiration for sustainability and growth”. Mr

T V Subba Rao, Mentor ISTD Chennai Chapter, in his welcome address extended a warm welcome to Dr. Vinayshil

Gautam, Past National President & Keynote Speaker and Dr. Ranjan Kumar Mohapatra, Director (HR), Indian Oil & Chief

guest of the Inaugural session, Past National Presidents of ISTD and other speakers in the Convention, NC members &

Chapter Chairpersons across the country and all the delegates.

Northern Regional Conference of ISTD held by Dehradun Chapter at Dehradun on 8th and 9th December, 2017 on the

theme “Business Excellence for Sustaining High Performance” at KDMIP Auditorium, ONGC Ltd, Kaulagarh, Dehradun.

Foundation Day Celebration at National Headquarter, April 10, 2018

The 48th Foundation day & “Trainers Day” of ISTD National Headquarter was celebrated on a highly topical topic “Future

of Training” on April 10, 2018 and a 'Special Evening Talk' was delivered by Shri D K Bakshi, CEO, Global Talent company

Limited, Thailand and Shri Subhash Jagota, Managing Director, Jabro Advertising & Marketing Pvt. Ltd, New Delhi. Happy

to put on record that Foundation day was celebrated at Chapter level also.

Diploma Convocation 2018

The Annual Convocation Ceremony for the award of the Diploma was held on 14th June, 2018 at Scope Complex, New

Delhi. Mr Pranab Mukherjee, former President of India was Chief Guest. A total of 268 students were conferred Diploma in

Training & Development during the Convocation.

47th IFTDO World Conference & Exhibition at Dubai

47th IFTDO World Conference was held at Dubai, from March 20-22, 2018- Dubai on the theme “The Future is Today.

Creating HAPPINESS at work place' under the Patronage of H.H Sheikh Hamdan Bin Mohammad Bin Rashid Al

Maktoum, Dubai Police Academy, United Arab Emirates, at Westin Hotel Dubai, Al Habtoor City, Dubai. ISTD was

represented at the Annual Conference of IFTDO by National President , Dr. R Karthikeyan and Director.

48th IFTDO World Conference & Exhibition

The 48th IFTDO world conference will be hosted by ORIGIN EUROPE with theme " Human Resource Development in the

digital Transformation Era-Empowering Future Leaders" and is a scheduled to be held at Sarajevo ( Bosnia and

Herzegovina) on June 24-26, 2019

49th IFTDO World Conference & Exhibition in India

It is a matter of great pleasure that the 49th IFTDO World Conference & Exhibition will be organized by Indian Society

for Training and Development at Mumbai, on the Theme: 'Technology enabled Training: Trends, Challenges and

Opportunities' in 2020. ISTD has already signed the Contract with IFTDO as per the Conference Criteria and

Procedures, dates and venue are being nalized.

President-Elect for IFTDO: Dr R Karthikeyan, National President; ISTD has been elected for the position of President-

Elect of IFTDO by Indian Society for Training & Development, the host of the IFTDO 2020 Conference. He will hold this

position till the conclusion of the next IFTDO World Conference in Malaysia in August 2019 after which he will take over as

the President of IFTDO.

The ATD International Conference and Exhibition:

The ATD International Conference and Exhibition took place from the 6th - 9th May, 2018 at 111 W Harbor Dr, San Diego,

CA 92101, United States, is ATD 75th anniversary year. It was a very special event with the Former President of USA

Barack Obama providing one of the three key notes.

ISTD was represented at the ATD International Conference and Exhibition by National President Dr R Karthikeyan as

approved in 110th NC meeting held on 19th November, 2017 at Kochi. NC approved the expenditure incurred by NP to

attend this Program.

ONLINE SOFTWARE LAUNCHED FOR DIPLOMA PROGRAM

Software for Diploma Program for on-line admission, course material and enrolment in the Diploma examination was

launched during the year.

· Payment gateway for making payment by Members, Diploma students and participants of Training Programs has

been introduced.

Regional Offices

It was decided to construct three Regional Ofces of ISTD at Eastern, Southern and Western Region. A budget of Rs 4.00

crores was allocated for each Regional Ofce at Kolkata & Chennai to be purchased during the year. Accordingly, a land

measuring 5380 sq.ft in Chennai has been purchased at the cost of Rs 2,84,00,571/- (Rs two crore eighty four lakh ve

hundred and seventy one only) for the Regional Ofce at Chennai and the same was registered on 31st May, 2018 at

Chennai. A Skill Trg Centre will be constructed on this site during the current year besides space for Regional Ofce.

Property search for Regional Ofce at Kolkata is on and will be purchased shortly.

Chapter Office

· Bhopal Chapter also has got opportunity to apply 1-acre land for training activities from M P Govt. at a value of

Rs.50 lakhs. This proposal was approved by the Building Committee and NC in principle. National President

advised all the Chapters to search if any Govt land is available at their States for consideration of making

Chapter Ofce in future.

· Action taken on the recommendations of Ethics & Governance Committee:

After approving the recommendations of the E&G Committee, the EOGM unanimously approved the proposal

for termination of Mr S C Bahuguna and Dr M S Rau from the membership of the Society in terms of Clause No

8(iii) of the MOA and R&R of the Society and resolved accordingly. The EOGM also resolved that as per Clause

No 8(v) of the MOA and R&R, Mr S C Bahuguna and Dr M S Rau shall automatically cease to be a member of

the Delhi and Hyderabad Chapter of ISTD respectively. Their membership have been terminated and the

concerned Chapters also informed accordingly.

NATIONAL COUNCIL MEETINGS

During the year 2017-18, 4 National Council Meetings were held as per details given below:

109 (1st) on 30th June, 2017, Hyderabad 111 (3rd) on 25th February, 2018 at Bhopal

110 (2nd) on 19th November, 2017, Kochi 112 (4th) on 30th June, 2018, Navi Mumbai

approved in 110th NC meeting held on 19th November, 2017 at Kochi. NC approved the expenditure incurred by NP to

attend this Program.

ONLINE SOFTWARE LAUNCHED FOR DIPLOMA PROGRAM

Software for Diploma Program for on-line admission, course material and enrolment in the Diploma examination was

launched during the year.

· Payment gateway for making payment by Members, Diploma students and participants of Training Programs has

been introduced.

Regional Offices

It was decided to construct three Regional Ofces of ISTD at Eastern, Southern and Western Region. A budget of Rs 4.00

crores was allocated for each Regional Ofce at Kolkata & Chennai to be purchased during the year. Accordingly, a land

measuring 5380 sq.ft in Chennai has been purchased at the cost of Rs 2,84,00,571/- (Rs two crore eighty four lakh ve

hundred and seventy one only) for the Regional Ofce at Chennai and the same was registered on 31st May, 2018 at

Chennai. A Skill Trg Centre will be constructed on this site during the current year besides space for Regional Ofce.

Property search for Regional Ofce at Kolkata is on and will be purchased shortly.

Chapter Office

· Bhopal Chapter also has got opportunity to apply 1-acre land for training activities from M P Govt. at a value of

Rs.50 lakhs. This proposal was approved by the Building Committee and NC in principle. National President

advised all the Chapters to search if any Govt land is available at their States for consideration of making

Chapter Ofce in future.

· Action taken on the recommendations of Ethics & Governance Committee:

After approving the recommendations of the E&G Committee, the EOGM unanimously approved the proposal

for termination of Mr S C Bahuguna and Dr M S Rau from the membership of the Society in terms of Clause No

8(iii) of the MOA and R&R of the Society and resolved accordingly. The EOGM also resolved that as per Clause

No 8(v) of the MOA and R&R, Mr S C Bahuguna and Dr M S Rau shall automatically cease to be a member of

the Delhi and Hyderabad Chapter of ISTD respectively. Their membership have been terminated and the

concerned Chapters also informed accordingly.

NATIONAL COUNCIL MEETINGS

During the year 2017-18, 4 National Council Meetings were held as per details given below:

109 (1st) on 30th June, 2017, Hyderabad 111 (3rd) on 25th February, 2018 at Bhopal

110 (2nd) on 19th November, 2017, Kochi 112 (4th) on 30th June, 2018, Navi Mumbai

Various discussions and decisions taken under NC meetings during the year shall form part of the AGM and for paucity of

space, they are not reproduced.

HIGHLIGHTS OF THE ACTIVITIES FOR THE YEAR 2017-18

· 2nd meeting of Chapter Chairpersons workshop was organized on 29th October, 2017 at NHQ, New Delhi on

matters related to GST/PAN issues of the Chapters, in which 14 Chairpersons attended.

· To–and-fro rail fare was granted to all the Chairpersons to attend the workshop and the entire boarding / lodging

and transport was arranged by the NHQ.

· A felicitation ceremony was organized on 30th June, 2017 at Hyderabad at the time of 47th AGM meeting to

honor Prof B R Virmani as 'President Emeritus'. National President and Dr K R Gangadharan presented a

certicate & memento to Prof B R Virmani. Mr Sushant Divakar, Chairman, Hyderabad Chapter also presented

a memento to Prof B R Virmani.

· Fact Finding Committee was constituted by National Ofce to probe the election process of Delhi Chapter for

FY 2017-18.

· As per ndings of the Fact-Finding Committee report, an adhoc Managing Committee consisting of the

following members was constituted to look after the affairs of Delhi Chapter and conduct fresh election of the

Chapter FY 2017-18 till the AGM is completed for FY 2016-17 as per clause no 7 (x) of MOA and R&R of the

Society:

1. Sri J S Kaushal – Director (Personnel), Central Warehousing Corporation -- Chairman

2. Sri S B Mitra - Executive Director (Law and HR) , Gail India ltd - Member

3. Sri Ram Narain - Former DDG, Dept of Telecom, GOI - Member

4. Sri Ashoka Bhat, Management Consultant – Member

· Delhi and Pune Chapter Elections were conducted by National Headquarters as both the Chapters could not

conduct the election process on their own.

· Show-cause notices have been issued to Mr S C Bahuguna, Delhi Chapter and Dr M S Rau, Hyderabad

Chapter for the nancial irregularities made by them by violating the rules of the Society after giving them

opportunity to explain the charges leveled against them as per Clause 8 (iii) of MOA and R&R of the Society and

a resolution was approved. Both of them did not make any reply. Accordingly, decisions were taken as

approved by NC. Many of the records/important documents including personal les of Dr M S Rau and Mr S C

Bahuguna and minutes of meetings /correspondence relating to the past are missing from NHQ. Though,

several mails were sent to Mr S C Bahuguna, he had not responded.

· First oor of National Ofce has been vacated and all the staff sitting there has been brought to the ground oor

to make space available for training of Skill Development and other training activities in the rst oor.

· First oor of National Ofce also converted into two class-rooms each having a oor area of approx. 375 Sq ft. in

which 20 students can be accommodated in each room along with one lab room having a oor area approx. 500

sq ft.

· Entire GST work will be handled at National Ofce for which state-wise GST application was made from

National Ofce. For this purpose, all the Chapter chairpersons/Hon. Treasurers will send their bank statement

for the last 3 months for verication of address of the chapter for ling of GST Registration of the States.

Subsequently, GST returns will also be led by National Ofce every month.

· In Chapter elections for the term 2018-20 out of 26 Chapters, who went for the elections except one, all others

were unanimous elections without any ballot paper.

· During the year, travel reimbursement to all N C members attending N C meetings were made for the rst time

which was never allowed in the past. The MOA and R&R of the Society has also been amended to take care of

the travel reimbursement. Accordingly, reimbursement is being made to N C Members for attending NC

meetings and Chairpersons & members of Committees as approved by N C.

· Approximately 150-160 members have been logged our website and became members of ISTD. Payment

gateway has been started from 1st March, 2018. Now, members can register through website and payment can

be made through payment gateway.

Opening of New Chapters:

Three new Chapters were opened at Mangalore-Udupi (Karnataka), Noida (UP) and Anand (Gujarat) during the

year. 25 members belonging to Delhi Chapter gave consent for their transfer to Noida chapter. Transfer of

membership was done by NHQ accordingly.

Closure of Chapters:

As per MOA and R&R clause 8 (iv-a) of the Society and in view of the failure of Chapter to maintain 25 members in

good standing in the membership roll of the Chapter, continuous default to hold elections, submission of audited

accounts, the following three Chapters have been closed and the membership of their members have been

transferred to other nearby Chapters:

· Pondicherry

· Tirupati

· Neyveli

Any chapter which has been active and regularly submitting election results and audited accounts regularly every

year till FY 2016-17 having membership between 25 to 49 will be given time for meeting requirement of membership

threshold level of 50.

The status of 14 chapters i.e. Allahabad, Meerut, Berhampur, Guwahati, Aurangabad, Goa, Islampur, Nagpur,

Mysuru, Anand, Managlore, Chandigarh, Nasik and Jabalpur in which the membership strength are between 25 to

50 are also discussed in view of the constitutional amendment to bring minimum membership to 50.

A letter was also received from the Chairman of Hinganghat Chapter (membership strength 57) with a request to

close down the Chapter as there is no chance of revival of the chapter and attach their members to Nagpur Chapter. It

was decided to request the Chairman of Hinganghat Chapter to get a resolution for closure passed in chapter AGM

and send it to NHQ for closure of the Chapter and further action.

It was decided that election for the tenure 2018-20 are being held for all Chapters having membership over 25,

subject to condition that the Chapter making the shortfall of members to minimum 50 within specied time period

from April 2018 onwards provided the Annual Audited Accounts for FY 2016-17 have been completed by the Chapter

and send to NHQ before the notication of the Chapter election for FY 2018-20. However, there will be no election of

N C members for the Chapter.

Chittorgarh Chapter conducted their election and submitted their audited accounts in the year 2017-18. However, its

membership as of now is only 14. A notice has been issued to the Chapter Chairman of Chittorgarh having 14

members in its roll that why the Chapter may not be considered for closure as per MOA and R&R clause 8 (iv-a) of the
