Report on the Outputs of the 2-nd Meeting19 June, 2012, Bonn, Germany

Purpose of the Dialogue Platform

• Side-event of the annual INCONTACT conferences;

• Involvement of the experts in the field of S&T cooperation between the region and EU;

• Particular emphasis on the global challenges relevant to the region;

• Recommendations to the European Commission on how to enhance bi-regional S&T cooperation.

Questions for discussion• What should be the priority thematic focus areas

of cooperation?• What are the instruments to support SEA-EU STI

cooperation?• What are the most important capacity-building

objectives to achieved?• What are the opportunities and challenges,

provided by brain circulation?• Is there scope of energy between development

cooperation and research cooperation programmes?

The priority thematic focus areas of cooperation

• Health:– Infectious diseases (NID, new and re-emerging

diseases);• Sustainable Agriculture:– Biotechnologies;– Food;– Fisheries;

• ICT;• Nanotechnologies;

Instruments to support SEA-EU STI cooperation

• Consistency among EU-funded research programs; • Synergy between different research initiatives at the

regional level financed from different sources;• Joint funding schemes;• Raising effectiveness through establishing long-term

cooperation programs (up to 10 years):– Joint laboratories;– Joint research.

• Development of the national research infrastructure.• Impact assessment of the research projects, funded by the

EU:– Potential benefits of the economy and society.

Capacity building

• Difficulties with practical integration into FP7;• Need for more expertise to launch the project;• Recommendations:

– more programs, focused on the institutional development;– overcoming difficulties associated with approach to some

FP programmes;– Broadening the scope of cooperation while dealing with

regional/global challenges;– Difficulties with focus on different issues, which are needed

to be addressed;– Synergy between different INCO NETs.

Research Mobility

• Bilateral mechanisms to support research mobility:– Joint post-docs programs;

• SEA countries have limited access to Marie Currie FP7;• Some of the SEA countries do not have S&T

cooperation agreement;• Recommendations:– Mechanisms for research mobility, which work in both

directions;– Long-term research exchange programmes;– Joint research infrastructure, trainings and programmes at

the regional level.

Development cooperation and research cooperation programmes

• Coupling Development and research cooperation programmes;

• Policy coherence in research, development cooperation and technical development programmes;

• Research on global challenges related to the region to solve development problems;

Further cooperation within Horizon 2020

• Building mutual understanding on how to address common global challenges;

• Increase effectiveness of the STI political dialogue between the regions;

• Policy coherence in the field of education, capacity building and development cooperation projects.
