LPC’s Virtual Public Hearings and Meetings
• LPC has been holding virtual public hearings and meetings on Zoom.
• These are also being live-streaming on our YouTube channel.

• Through YouTube live-stream anyone can watch the entire hearing.
• LPC has been using the Zoom “meeting” format but is currently trying the
“webinar” format to determine if there are operational and ease-of-use
advantages. The webinar will be used for the May 19th public hearing.

What is Zoom?
• Zoom is a teleconferencing application.
• Applicants and members of the public can participate using either the Zoom
app on their smartphone or computer, or by telephone using a dial-in number.
• Video tutorials for the Zoom app are available online at zoom.com
• The instructions for delivering testimony in a Zoom meeting or webinar is
different.

• On the day of the hearing, go to

• Zoom login/call-in information and
directions for testifying will be posted
during the presentations and on the
YouTube feed.

Observing and Participating in Hearings
• Hearing items will be presented as they have in the past, one at a time.
• If you want only to observe the meeting, please watch on the LPC’s
YouTube channel.
• If you want to testify, you should join the Zoom webinar at the suggested
“Be Here by” time indicated on the Hearing Agenda. This is usually about
an hour before the anticipated time the application will be presented. Be
sure to turn off YouTube if you are watching.

Observing and Participating in Hearings. Part 2
• When you join the webinar you will be able to see and hear the proceedings.
• After the presentation the Chair will ask whether anyone wants to testify on
the item. If you want to testify use the “Raise Hand” feature in Zoom.
• The Chair and staff will be able to see who has raised their hands and will call
those people to testify.
• Members of the public who signed up through to speak will be called on first.
• You will have 3 minutes to give your testimony.

Raising One’s Hand
• Use the “Raise Hand” icon on the bottom of the screen
to indicate you want to testify.
• If you are participating only by phone, you can raise
your hand by hitting *9 and *6 to unmute.
• The Chair and staff are able to see who has raised their
hand and will call on them.
• When you hear your name, or the name of device you
are using, you must unmute yourself before you speak.

Signing up to provide live testimony
• A Microsoft Forms sheet will be shared on our
website. People may sign up to speak up until
5pm the Monday before the hearing.
• If you wish to speak on multiple items, you must
fill out multiple sheets.
• You should leave the webinar after giving your
testimony. Please rejoin later if you want to
testify on another matter.

What about written testimony?
• Written testimony can be submitted through testimony@lpc.nyc.gov,
or through the comment portal on our website.
• We will accept written testimony until 5pm the Friday before the
hearing.
