HOW OPEN GOVERNMENT DATA PRINCIPLES WILL INFLUENCE THE FUTURE OF INSPIRE?

OPEN GOVERMENT is a synonym for various public policy visions and concepts geared towards increasing transparency, par-ticipation and cooperation.

Open government is the governing doctrine which holds that citizens have the right to access documents and proceedings of the government and allow for effective public oversight. In its broadest construction, it op-poses reason of state and other considera-tions, which have tended to legitimize extensive state secrecy.

Open data is the idea that certain data should be freely available to everyone for use and dissemination as they wish, without restrictions imposed by copyrights, patents or other me-chanisms of control.  The goals of the open data movement are similar to those of other "Open" movements such as  open source, open hardware,  open content, and  open access

In 2009, the Obama Administration released three memoranda related to transparency in government: one focused on administration of the Freedom of Information Act (FOIA), focu-sed on transparency and open government, and finally an Open Government Directive (OGD). Data.gov web page is a gateway for government agencies in publishing their data to society. Nowadays 83 government agencies and 291 publishers deliver data to the portal.

Open Data topic is under research worldwide (US, Canada, UK, Germany, Austria, France, Denmark, Switzerland, Germany Austria) to exploit its potential. Also EU made important steps to get closer to open data idea by introducing INSPIRE and Public Sector Information (PSI) di-rectives

Switzerland (economic benefit measures):Dr. A. Burgi-Schmelz in his „Study on the economic impact of open government data” by to-gether data provider revenue loss, (new) tax revenue, efficiency gains and switching costs, which gave CHF 2.9 mln to 20.3 mln over three years for Swiss federal administration

OGP was launched in 2011 to provide an international platform for domestic reformers committed to make their governments more open, accountable and responsive to citizens

INSPIRE DIRECTIVEINSPIRE Directive is very relevant to Open Data initiative (ODI), as much of the public informa-tion being made available is spatial data.

INSPIRE base of Data Specification deliver base information for decision makers with comple-te Pan European picture • Based on INSPIRE principles, data is collected at one primary levelThe most timely INSPIRE data is needed for spatial analyses • INSPIRE portal should be acces-sible 7/24/365 • According to INSPIRE interoperability, all services are machine processableINSPIRE data should be to wide public delivered with non-discrimination • Base on geospatial standards, INSPIRE data is available in non-proprietory formats • Data presented in INSPIRE portal should not be subject to any copyright, patent, trademark or trade secret regulation

INSPIRE should be a part of ODI. Governmental bodies deliver spatial data to the public free of charge (in most cases) by the geoportals.
