History of FCC Inmate Phone Regulations

AT&T sets the standards

The Martha Wright Petition

FCC Commissioner Mignon Clyburn

February 1, 2014 – Implemented first ruling that interstate inmate phone rates could not exceed $.21 per minute on debit calls and $.25 per minute on collect calls.

October 22, 2014 – Released Second Notice of Proposed Rulemaking giving notice they plan on preempting local rates, reduce ancillary funding fees and, possibly, even eliminating commission payments to jails and prisons.

As of today, there have been over 1500 comments filed in this proceeding….almost a 1000 from Sheriffs, Prisons, Inmate Phone Providers and state associations pleading for continued commissions.
