CLIENT BRIEF
The client Maharashtra Border Check Post Network Limited
(MBCPNL) was awarded the concession by the Government of
Maharashtra to construct, operate and maintain all its 22 border
check posts on the state and national highways. The client is
promoted by a consortium led by Sadbhav Engineering
Limited. The group is engaged in the business of development
of infrastructure facilities such as canals, irrigations, roads,
bridge etc.
The Government of Maharashtra also appointed Maharashtra
State Road Development Corporation Ltd (MSRDC) as the
project execution agency to oversee this project.

CLIENT REQUIREMENTS
More than 63 lakh goods and passenger carriers
cross the state of Maharashtra annually. Following
the guidelines of Ministry of Transport in Highways, to
ensure smooth flow of traffic on all the roads with
minimum blockage, the state government wanted to
equip the BCPs with modern basic amenities on
Build, Operate and Transfer model. The project
entailed thorough monitoring of all vehicles,
navigating visitors smoothly and efficiently, reducing
clearance time for commercial vehicles and assisting
the Sales Tax and Excise Department in collecting
revenue at BCPs.
The client, Maharashtra Border Check Post Network
Limited, was hired for this project. To fulfill this vision
of the state government, the client needed an IT
partner who would provide turnkey IT solutions in
design, supply, installation, automation, integration
and subsequent maintenance of the IT infrastructure
at the BCPs for the next 10 years.
SOLUTIONS OFFERED
The client shortlisted HCL Infotech to fulfill this
technology vision. After a careful study of the state
government's requirements, HCL offered the
following portfolio of solutions-
Ÿ Creation of Border Check Post (BCP)
application - This included
o Design, development, testing & implementation
of application software
o Data structure, database design and interface
gateway design
o Web-based waybill application for traders,
transporters, and citizens for information and
waybill data submission
o Integration of application with electronic/non-
electronic devices like Radio Frequency
Detectors (RFID) readers, Automatic Vehicle
Classification Counting (AVCC), Lane
Controller, Electronic Weigh Bridge, printers,
cameras, public address system, barcode
printer, boom barrier, License Plate Reader,
token display system, etc
o Data interface for transferring vehicular data to
the relevant departments
The BCP application that was created had
functionalities like vehicle registration, RFID
issuance, departmental data verification, temporary
permit issuance, transit pass issuance, asset
management, warehouse management, parking
management, helpdesk etc.
Ÿ Supply, installation and commissioning of
infrastructure at BCPs and datacenter This
included -
o IT Hardware - desktops, server, storage, backup
devices, pr inters, scanners, computer
peripherals, UPS, access control devices and
handheld devices
o Enterprise management and other utility
software for video monitoring and backup
management
o Segregation of traffic on the basis of weight, and
weigh bridges on each lane for an accurate
weight check
o Dedicated lane with x-ray scanners for
containerized good
o Office productivity suite on select desktops
o Security solutions to protect the applications
and data integrity
o Anti-virus solutions
Ÿ Datacenter Infrastructure setup This included
arge display panel for video viewing, air
conditioners, UPS, access control system, fire
management system, and network operation
management section
Ÿ Installation of Radio Frequency Detectors
(RFIDs) - This was done to capture vehicle
information. The data generated by RFIDs, Video
Cameras, Weight ids was made available to the
Department of Transport, Sales Tax and Excise for
their usage. The same data was simultaneously
made available online at the central controlling
facility located in Mumbai through VSAT link

sharing, scanning, version control of various
departmental document
Integration of application with electronic/non-electronic devices like Radio Frequency Detectors
(RFID) readers, Automatic Vehicle Classification Counting (AVCC), Lane Controller, Electronic
Weigh Bridge, printers, cameras, public address system, barcode printer, boom barrier, etc.
BUSINESS BENEFITS
This project is a milestone in modernizing
transportation in India. The key highlights of the
project are -
Ÿ Increased annual revenue collection by Rs 10,000
crores
Ÿ Faster and extremely convenient vehicle
clearance time at the check posts (average
vehicle clearance time reduced to less than 75
seconds) due to increased number of lanes, RFID
tag usage to capture vehicle information, and
electronic processing of documents. Going further,
the same RFID tags can be used for automated toll
payment at any toll booth in India
Ÿ All the 22 check posts to be connected through
MPLS/VSAT link to the central control room in the
MSRDC Bandra complex. Presently, three BCPs
have been connected through MPLS/VSAT link
Ÿ This project has helped the Department of
Transport prevent hawala transactions by
confirming the physical transit of goods
Ÿ Improved efficiency of the Department of
Transport, Department of Excise, and Department
of Sales Tax
o MIS and report generation and alarm system,
smoke and water leak detection system and so
on
o 24x7 manpower to handle High Performance
Computing and Data Center setup
Ÿ All three government departments -
Department of Transport, Department of
Excise, and Department of Sales Tax-work
independently - The implementing processes of
all three departments in a single BCP application
with simplified user interface was the major
challenge of the project, as the information
pertaining to each department's processes was
gathered independently and collated in the BCP
application. To overcome this challenge, a
centralised database containing vehicle's data
was designed, which was shared and made
accessible to all the three departments for various
BCP activities
Ÿ Reducing vehicles clearance time to less than
75 seconds - To overcome this challenge, BCP
booths were designed in such a way that the
clearance process could be completed in one
stop-and-go. For this, the offences and standard
parameters as per the Motor Vehicle Act were
predefined for the system to automatically detect
the offences and issue the flags accordingly. This
process has remarkably reduced the duration of
the vehicle stationed in the lane
Ÿ Hassle-free filing of way-bill by the
transporters, traders, and dealers - To ensure
ease of filing of way-bill, the BCP application
developed by HCL Infosystems also included
provision for online way-bill application submission
Ÿ Ensuring issuance of RFID tags to all
commercial vehicles and capturing vehicle
information like registration, make/model,
insurance, and ownership - More than 50 RFID
issuance centres at numerous locations in
Maharashtra, where the commercial vehicle traffic
flow is high, have been provided by the
government to HCL for issuing RFID tags. The
RFID issuance application is designed to store the
captured data in offline and online databases, for
making the issuance process faster and
independent of connectivity
Major challenges faced while implementing the
Project and how they were overcome
Ÿ End-to-end use of technology with minimal
human interference at the BCPs - HCL used
many world-class technology driven equipment
like RFIDs, LPR, AVCC, automated barrier, and
electronic weigh scales, and integrated them with
BCP application to capture vehicle data. The
application also ensured that without human
intervention, the vehicle owners receive receipts
for all transactions / payments made by them at the
BCP. This made the process more transparent and
citizen-centric
