FEMA Benefit-Cost Analysis (BCA)

• Required for most HMGP projects

• The Benefit Cost Ratio (BCR) is the end

result of a BCA and is derived from the

project total net benefits divided by the total

project cost:

= Future Benefits (Damages avoided) a

Project cost

• A project is cost effective when the BCR ≥

1.0

General RequirementsTechnically Feasible

Feasibility and effectiveness

documentation

• Engineering design accepted if

certified by Professional Engineer

(PE) as meeting appropriate code

and/or standards

Otherwise, demonstrate:

• Applicable code or standard

• Level of protection

• Vulnerability assessment for

retrofits

• Any remaining risk and proposed

schematic drawings/designs

General RequirementsPlanning Compliance

• State and local governments

must have hazard mitigation

plans that identify hazard risk

and describe how to reduce

vulnerabilities.

• All funded projects must be

consistent with the State and

local mitigation plans.

• Hazard mitigation in the

community should be prioritized.
