HANDS Report on Chitral Floods -2015

Background Situation:
Chitral is located on the northern part of Khyber Pakhtunkhwa, Pakistan. It is the largest Districts in KPK on the basis of territory and covers 14,850
square kilometer. It shares a border with Gilgit-Baltistan to the east, with Kunar, Badakshan and Nuristan provinces of Afghanistan on the north and
west, and with Swat and Dir to the south. A narrow strip of Waakhan Corridor separates Chitral from Tajikistan in the north. Chitral is counted
amongst the highest regions of the world, sweeping from 1,094 meters at Arandu to 7,726 meters at Tirichmir, and packing over 40 peaks more than
6,100 meters in height.
Administratively Chitral is divided into Two Sub Divisions i) Chitral and ii) Mastuj having Seven Tehsils and twenty-four union councils. The district has
a population of about 414,000. The general population is mainly of the Kho people, who speak the Khowar, which is also spoken in parts of Yasin,
Gilgit, Dir and Swat. Chitral is also home to the Kalash tribe, who live in Bamburait and two other remote valleys located in the southwest of Chitral
town.
On the night falling between 15th and 16th July, and again on 19th , 24th and 28th July 2015, different parts of District Chitral were hit by Glacial Lake
Outburst Floods (GLOF) which carried massive torrents and flash floods washing away villages, access roads, bridges, drinking water supply systems,
micro hydel power channels, public/private property and agricultural crops.
In Chitral, 36 people have so far been reported as dead in various incidents. The exact number of injuries cannot be ascertained due to inaccessibility to
different affected areas. The rain spell is on and the district is expected to receive more rains in the days to come.
A. HANDS Consultative Meetings:
HANDS team conducted many meetings with other NGOs and Government authorities and departments. The purpose of these meetings was to
gather the information about the flood affected areas and the population, priority needs of the survivors and to share the HANDS plan for the relief
activities. The meetings were conducted with Mr. Muhammad AminullHaq- Deputy Commissionaire Chitral, SardarAyoub- Program Manager Aga Khan
Rural Support Program- AKRSP, Mr Amir Muhammad Khan- Regional Program Manager Focus, MrAfzal- General Manager- NCHD.
Field visit at flood affected areas of Union Council Charun (Reshan) was conducted for the purpose of meeting with affected communities and elected
representatives of area.
B. Key findings
Coordination Mechanism;
• Initially coordination mechanism of NGOs was established led by the FOCUS Humanitarian Pakistan during the month of July
• The network of Local Support organizations and CBOs available under the umbrella of (CCDN) Chitral Community Development
Network in the area
Relief efforts;
• FalahInsaniyat foundation(FIF- a religious organization) has distributed Iron Sheets for shelter construction to communities
• Most of the NGOs shown their Commitments but only few were involve in the food and tent distribution
• Government / Pakistan Army called a coordination meeting of NGOs to discuss regarding the finalization of package amount for
shelter construction but it is still in the process , still yet government could not disburse the committed (500,000) rupees by the Prime
Minister of Pakistan to the victims of the flood
• According to the community of Village due to upcoming cold weather only few of the families have started construction of shelters on
Self-help bases

Irrigation Channels;
• In the last fifteen days out of 75 irrigation channels that benefit 13,101 households in this area, only seven have had temporary
restoration. Headworks of 67 have suffered damages while 25 have suffered damages to the middle portion because of rising flood
waters.
Drinking Water Schemes;
• In the Drinking Water sector 38 schemes supply 7,759 households. Only 10 of these are Govt build while the remaining are either
community based or built through projects by NGOs and government and maintained by the communities. All 38 have suffered severe
damages and pipes ranging from 200 ft to 1200 feet have been washed away; the intake tanks of 16 are also damaged.
Access/ Communications;
• Broze Bridge was totally damaged, it connects Chitral with the rest of the country
• Kelash Valley was cut off the accessibility but according to the latest news today it is accessible
• About 100 meter of Booni-Chitral road was washed away at Kuragh
• 2000' portion Main Roadwashed away at different locations. This is being used as alternate road between Chitral & Peshawar
• 800' portion of the main Link+Chitral-Peshawar west roadhas been washed away completely, that also serves as an alternate road
between Chitral and Peshawar
• 28 bridges have been destroyed, the bulk of these connected villages while some of them linked villages to the market. This is in just
four Union Councils around Chitral
C. Recommendations by the field mission:
Soaring humanitarian needs – including food, drinking water, and shelter – remain cause for concern, especially as rapidly deteriorating weather
conditions are likely to become an added logistical challenge to the provision of humanitarian assistance
In the light of discussions with community and local CBOs representatives,it is strongly recommended that there is need to change the package
of roofing kit as per local area requirements. Considering the weather conditions of area and local practices the package of CGI sheets is
acceptable to local population. Beneficiaries can utilize CGI sheets for temporary shelter purpose and same material could be utilized for
shelter construction.
Rapid recovery interventions are also needed in the area. For shelter construction community can utilize locally available materials i.e Stone,
Mud and Wood. Skilled and unskilled labour is available in affected areas
A scale-up of operations is required to ensure immediate and principled assistance reaches people in desperate need within the next six weeks,
in advance of the monsoon season. Shelter remains the most critical need in the affected areas
D. Challenges
Access to some remote villages remains a key challenge. Road access is limited and some remote villages can only be accessed by helicopter.
Main roads are open in most of the union councils. However, landslides have challenged transportation of relief items to some areas. Airlifts are
required to access and deliver aid to rural areas. Many affected villages are still without road access at all
Quality of locally available materials is also a concern and procurement time will need to be factored in
There are different needs of different populations and at different geographical locations. Thereby in relief phase the integrated approach is not
feasible
