HCEP insulating material
The OVR insulating material is Hydrophobic Cycloaliphatic
Epoxy (HCEP). HCEP is the next generation of Cycloali-
phatic Epoxy (CEP).
Hydrophobic means resistant to water. This capability is
advantageous because it prevents water from developing
completely wetted, resistively conductive surfaces on out-
door insulation. As a result, leakage currents are reduced,
which increases reliability by minimizing the risk of insulation
flashover. Furthermore, reducing discharge activity trans-
lates into decreased insulator erosion and increased insula-
tor life expectancy.

Contamination performance
Determined by creepage/leakage distance available on a
recloser bushing (pole), contamination performance is a
very important factor when considering the environment the
recloser will be operating in. ABB uses the HCEP insula-
tion to not only offer a product that far exceeds the creep
required by ANSI standards, but also to produce results that
go beyond IEC Level IV requirements for environments with
very heavy pollution.

Additionally, there is the advanced 61850 loop control scheme
for fault detection, isolation and restoration (peer-to-peer).
With the quick response from GOOSE messaging, the reclosers
can communicate with each other and determine where the
fault is, preventing any excess reclosing.

RER620 overview
The RER620, part of the Relion® family of ABB controls, is a
dedicated IED perfectly aligned for the protection, control, mea-
surement and supervision of utility substations and industrial
power systems including radial, looped and meshed distribution
networks with or without distributed power generation. The
RER620 IED is characterized by its compactness and withdraw-
able unit design.
Engineered from the ground up, the RER620 has been designed
to unleash the full potential of the IEC 61850 standard for com-
munication and interoperability. The RER620 provides main
protection for overhead lines and cable feeders in distribution
networks.

ABB’s innovative design for the RER620 includes a standard
drawout case, allowing for quick access to relay cards for easy
field maintenance. Also included is an automatic function that
shorts CT connections to the relay when removed from the
case, making maintenance safer for the user.

Web HMI
The web HMI enables the user to access the RER620 via a web
browser. This method of connecting to the RER620 requires
no additional software and can connect locally by connecting
a computer to the RER620 via the front communication port or
remotely over LAN/WAN. With a menu tree structure almost
identical to the one on the local HMI, the user does not need to
spend time relearning where every setting is located. With this
useful tool, the user has a quick means for programming most
of the recloser settings.

Protection functions
The RER620 IED offers the most extensive and adaptive set of
protective functions in the industry.
High Impedance (HIZ) fault detection
High impedance faults have small current magnitudes that are
difficult to detect by standard protection. While small fault cur-
rents do not pose danger to power equipment, a high imped-
ance fault poses a deadly threat to humans and animals.
How has ABB addressed HIZ?

Embedded In-rush energy detection
In situations where distributed generation is first connected to
a main network, there is a large current pull from transformers,
which will cause a relay to trip the recloser on the line. The
traditional solution is to use communication to inform the relay
of the situation and prevent the trip. With the RER620, there is
no need for communication because of the embedded In-rush
energy detection.

Recloser simulator assembly
Test relay schemes or verify your protection settings with an
ABB Recloser Simulator Card without having the high voltage
unit connected to it. This is ideal for protection engineers to
verify the relay performance at their convenience.
− Easy, cost effective method for testing relay schemes and
the operational health of an RER620, without operating the
recloser
− Simulate fault conditions – inject secondary currents up to 1
A (to simulate primary currents up to 600 A)
− Software can collect oscillographic records of fault simula-
tions
− Comes with wiring harness and power adapter for RER620
− Compatible with PCM600 software
Flexitest switch
− Perform secondary current and voltage injection directly into
the RER620 (ABB FT-1 option allows easy access for testing
using secondary current injection and voltage with virtually
any type of test equipment)
− Use the FT-1 to test the health of the recloser PTs and CTs
− No need to disconnect the 24 pin cable or phoenix plugs
− Use the FT-1 to test the GridShield (actuator coils), contacts
and programmable I/O
Transfer switch
Quickly transfer control power between the load and source
sides of a GridShield recloser. Potential transformers (PTs) must
be connected on both the load and source sides of a GridShield
recloser.

OVR animal guards provide easy-to-install protection that re-
duces on animal related interruptions.
Bushing terminal accessories
All OVRs come standard with a 1 inch (25.4 mm) diameter stud
