VISIONOFTHEPROGRAMInourfast-movingage,natureandsocietyarechangingevermorerapidly.Afasterthaneverpopulationgrowthandtheprogressiveimprovementanddevelopmentoftechnologiesarechangingourplanettoanunprecedentedextent.Thegreatestchallengesofourtimeresultfromgrowingcomplexity,interconnectednessandlinkagesacrosstheglobethatexceedtraditionaldisciplinaryboundaries.Thescientificknowledge,too,hasgrownapace.Ithasbecomemorediverseandmultifaceted.Thisappliesespeciallytotheocean–thelargestenvironmentalresourceonEarth.Overrecentdecades,wehaverecognizedthatchemical,biologicalandphysicalprocessesinthemarineenvironmentinfluenceandfeedbackoneachother.Theseprocessescannotbeviewedinisolation,requiringamoreintegratedapproachtoourinterpretationofscientificdataandtothedevelopmentofeffectivesolutions.Forexample,thelossofcoralreefs(theCaribbeanreefshavelost80+%andthetropicalPacific50%oftheircorals),cascadesontolossesoffishandmarinebiodiversityingeneral.Thisthreatensfoodsecurityforonebillionpeople,coastalstormprotectionandstructures,andthediscoveryofuntoldbioactivechemicalswithpotentialaspharmaceuticals.Sealevelrisereduceswetlandecosystemservicesofstormbufferingfishnurseries,andenvironmentalfiltering,whilethreateningcoastalcitiesoverwidespreadareasoftheU.S.Acrossthecountry,nearly5millionpeoplelivein2.6millionhomesatlessthan4feetabovehightide,whichisalevellowerthanthecenturyfloodlineformostofthoselocations.
Asynergisticapproachatthefrontiersofscienceandengineeringwilladvancescientificknowledgeandproblemsolvingintransdisciplinaryareassuchasthoserelevanttooceansystems.GeorgiaTech(GT)isoneofaveryfewinstitutionswiththeengineeringandscientificprowessandinterdisciplinaryculturetoeffectivelyaddressthesecriticalchallengesofsustainabilitythatthreatenallofus.
TheinterdisciplinaryPhDPrograminOceanScience&Engineering(OSE)integrates,coordinatesandexpandson-goingeffortsinoceanscience&engineeringatGTacrosstheSchoolsofEarth&AtmosphericSciences(EAS),CivilandEnvironmentalEngineering(CEE),andBiologicalSciences(BIOL).

Studentswilllearnhowtoidentifycutting-edgequestionsintheoceansciencesandtechnologies,andwilldevelopbroadlyrelevantquantitative,computationalandlaboratoryskill-setstoaddressproblemsrangingfromoceanenergy,ocean&climatechange,oceanpredictionsystems,coastaloceanhazards,oceanobservingtechnology,marineecosystemdynamics&services,marinechemicalecology,globalandregionaloceanbiogeochemistry.Studentswilladvancetheknowledgebaseinoceanscienceandengineeringandwillpublishresearchsatisfyingtherequirements,inpart,ofaDoctorateinOSE.
ThePhDinOSEisdesignedtobecompletedover4.5–6years(fall,springandsummer),withanexpecteddurationof5years,withatotalof32-credithoursrequiredforeachstudent.Theprogramwillnotgrantundergraduateormasterdegrees.Theprogramincludesthe2SchoolswithintheCollegeofSciences:BiologicalSciences(BIOL)andEarthandAtmosphericSciences(EAS),and1SchoolwithintheCollegeofEngineering(CivilandEnvironmentalEngineering(CEE).FacultyfromtheseschoolsprovidedistinctandcomplementaryexpertiseleveragedbytheOSEPhD,bothintermsofcourseworkandresearchspecialization.AdditionalprogramfacultyincludemembersofCoSandCoE.Interdisciplinarycooperationandinputisensuredbythediversityoffacultyintheprogram.Keytothiscooperationistheestablishmentofafoundingprogramgraduatecommitteecomprisedof6facultymembers,representingthe3SchoolswithinCoSandCoE.TheprogramisdesignedtoprovidemuchflexibilityinordertoallowstudentstotailortheprogramtotheirindividualcareerobjectivesundertheResearchThemesofOSE(e.g.OceanSustainability,OceanTechnology,Ocean&Climate,MarineLivingResources,CoastalOceanSystems).Studentswillselect4corecoursesintheareaoftheirchosenResearchThemeinwhichthefoundationsofoceanscienceandengineeringarepresented,studied,andappliedinthecontextofoceanrelevantdomains.Thosecourseswillcoveratleastthreecoretopics,asdefinedlater.Additionalelectiveswillprovidethenecessarycombinationofbreadthanddepthtoensurethatstudentshavethenecessaryskillsetstoproposeandaccomplishtheirthesisresearch.Thecoretopicsmustincludetwotopicsoutsideofthehomeschoolofthestudent(oneineachoftheotherSchools),hencethestudent,withinputfromtheiradvisorycommittee,willneedtochoosethemcarefullytotailoraprogramofstudymatchedtohis/herinterests,skillsandgoals.Electiveswillincludecourseswithinandoutsidethehomeschoolandshallbedefinedbythestudentwiththeapprovalofthestudent’sdissertationadvisor,thehomeunitcoordinatorandthechairoftheOSEGraduate

StudiesCommittee(GSC)toguaranteebreathofknowledgeandtoreflecttheinterdisciplinarynatureoftheprogram.EachstudentwillputtogetheranEssentialKnowledgeList(EKL)thatwillarticulatethecoretopicsandminimumcourserequirementsfortheOSEPhDdegree.Additionally,studentswillselectthreecoursesfortheirdoctoralminoroutsidetheirResearchThemebutpotentially–atthestudent’choice–withintheOSEofferings.Note:ifthesisadvisoralsoactsashomegraduatecommitteechair,theEKLwillhavetobeapprovedalsobyoneoftheprogramdirectors.
HOMEUNITSANDHOMEUNITREQUIREMENTS
StudentsintheOSEProgramareassignedtoahomeunit.Ahomeunitisanacademicunit(Department,Division,orSchool)atGeorgiaTechthathasagreedtoformallyparticipateintheOSEprogram.Eachhomeunithasahomeunitcoordinator,whoisanOSEfacultymemberinthatunit.Thestudentandthehomeunitmustmutuallyagreetothehomeunitaffiliation.AninitialhomeunitisdeterminedduringeithertheadmissionsprocessorintheprocessoftransferringtotheOSEprogramfromanotheracademicprogramatGeorgiaTech.Onceadmitted,studentsmaychangetoanewhomeunitifthatunitagrees.Eachacademicunitdeterminestherulesforallocationofspaceandfinancialassistance(e.g.,teachingandresearchassistantships)forstudentsinthatunit.ThePh.D.dissertationadvisormusthaveanappointmentinthehomeunit,inadditiontobeingafacultymemberoftheOSEprogram.Studentsareencouragedtoexploreresearchopportunitieswithfacultyinotherunitsbeyondtheirhomeunit.Ifafacultymemberinanotherhomeunitbecomesthedissertationadvisor,thestudentwouldnormallychangehis/herhomeunitaccordingly.Regardlessofthehomeunit,thestudentmustfulfillthedegreerequirementsspecifiedinthisdocumenttocompletetheOSEprogramdegree.SchoolofEarthandAtmosphericSciences(EAS)Noadditionaldegreerequirementsarespecified.SchoolofCivilandEnvironmentalEngineering(CEE)Noadditionaldegreerequirementsarespecified.SchoolofBiologicalSciences(BIOL)Noadditionaldegreerequirementsarespecified.

ADMISSIONSTOTHEPH.D.PROGRAMStudentsshouldapplytotheprogrambysubmittinganapplicationtoGeorgiaTechadmissions.Thestudentmustdesignateinhis/herapplicationthedesiredhomeunit.Studentsthatareadmittedareexpectedtohavedemonstrated(i)excellenceintheirundergraduateinstitutionsandareaoftraining;(ii)abilitytoperformresearchatthegraduatelevel;(iii)interestintheoceansciencesandengineering;(iv)motivationtowardoceanstewardship.Therationaleforeachqualificationareaisasfollows(detailedqualificationguidelineswillbepresentedintheproposal):
1. Excellenceinundergraduate/MStraining:Excellenceinacademiccoursework,researchandstandardizedexamsare,asacomposite,indicatorsoffuturesuccessinaPh.D.program.Giventhebroadnatureofresearchthemes,wewillexpectstudentapplicantstohaveexcelledintheirtrainingthusfar,concomitantwithstandardsforadmissionintoindividualdepartmentsintheCoSandCoEatGeorgiaTech.
2. Abilitytoperformresearchatthegraduatelevel:TheOSEprogramexpectsstudentstopassgraduate
levelcourseworkinphysicaloceanography,chemicaloceanography,coastaloceanengineering,andbiologicaloceanographyormarineecology,plusanumberofelectivecourses.Theprogramwillhaveastructureinplacetoensurethateachstudentwillbetakingcourseworkanddoingresearchthatcrossesbetweentraditionalfieldsintheocean&technologyrelateddisciplines.Hence,priortrainingand/orexperienceareexpectedinoneormoreofthesedisciplinesorincloselyrelatedones(forexampleastudentwithamajorinphysicsandproveninterestinfluiddynamics,orastudentwithamajorinchemistryandinterestinaquaticchemistry).Studentswithaninterestinlearningmoreabouttheoceansbutnotnecessarilyperformingfocusedocean-relatedresearchwillbeencouragedtoapplytoatraditionalPh.D.programinoneoftheSchools.
3. Interestinoceansciencesandengineering:TherearemanyopportunitiesforundergraduateandMSstudentstoinitiateenvironmental-orientedresearch,and/ortakecourseworkinrelatedtopics.Whileastrongstatementofinterestissufficientforanapplicanttobeadmittedtotheprogram,theselectionprocesswillgivehigherprioritytoapplicantsthatwillhaveatleastoneexampleintheircurriculumofhavingpursuedsuccessfulresearchexperienceinoceansciencesorhavingtakenadvancedcourseworkinanyoftopicsrelatedtooceanscienceandtechnology(juniorlevelorhigher).
4. Motivationtowardsoceanstewardship:AstrongmotivationtowardsmakingadifferenceinresponsibleplanningandmanagementoftheoceanresourcesisanimportantpredictorofsuccessinPh.D.programsdevotedtothefindingsolutionstorealoceanchallenges.Applicantswillbeevaluatedalsobasedontheirextra-curriculumactivitytoassesstheirinterestandcommitmenttooceanstewardship.

MinimumRequirementsfromStandardizedTestsandGPAApplicantswillbeevaluatedbyacombinationofGPA,GRE,lettersofreference,andpreviousexperienceincludingresearchandpublications.ApplicantswithGREscoreslowerthan155quantitative(60percentile)willnotbeadmittedunlesstheypossessanunusuallyhighundergraduateGPAandextensiveresearchexperience,andcandemonstrateastrongfitwithfacultyresearchinterests.ThereisnominimumrequirementonGPAandeachstudent’sGPAwillbeevaluatedonacasebycasebasisbecauseinstitutionsintheUSandabroadhavedifferentstandards.ForallinternationalstudentswhosenativelanguageisnotEnglish,aminimumTOEFLscoreof90isrequired.Anystudentwithascorelessthan100willhavetoprovehis/herknowledgeoftheEnglishlanguagethroughaSkypeinterviewwithtwoOSEfaculty.ThisrequirementismorestringentthantheInstituteminimumpolicies(http://www.grad.gatech.edu/international-students-toefl).IftheinternationalstudenthasbeenenrolledinaUSuniversityforatleast1year,he/sheisexemptfromtakingorsubmittingaTOEFLscore.
EachstudentacceptedtotheOSEprogramisadmittedtoaspecific“homeunit.”Somehomeunitsmayhavesomeadditionalrequirementsbeyondthosedescribedhere.TheOSEstudenthandbookincludesinformationconcerningsuchrequirements.Financialassistanceandlabspacearetypicallydeterminedbytherulesandpracticesofthehomeunit.

Theknowledgerequiredforeachofthesecoretopics,alongwiththelistofcoursework,isarticulatedintheOSEEssentialKnowledgeList(EKL),whichwillprovidethecommonfoundationfortheComprehensiveExamforallPh.D.studentsenrolledintheprogram.Dependingonthestudent’background,theprogramofstudymayrequiretakingadditionalcoursestobeknowledgeableinthecoreOSEtopics.AnEKLcontainingtheselectionofcoretopicsmustbecompletedandapprovedbytheOSEGraduateStudiesCommitteebytheendofthefirstsemester.AcopyofthefinalEKLwillbedepositedwiththeProgramCoordinator.Inadditiontothecoretopics,theEKLwillbeexpandedtoincludetopicsthatarerelevanttotheresearchareaofthestudent.TheexpandedEKLmustbecompletedbytheendofthesecondsemestersandapprovedbythePh.D.AdvisingCommittee(ACom)assignedtothestudent.Coretopicsandcoursework

ThePh.D.degreeinOSErequiresaminimumof32semesterhoursofcourseworktocoverthecoretopicsarticulatedintheessentialknowledgelist(EKL).Studentswillbeconsidered“ingoodacademicstanding”iftheyaremakingsatisfactoryprogresstowardcompletionofthedegree,andhavemetacumulativegradepointaverage(GPA)equalorgreaterto3.2forthenumberofcreditsthattheyhaveattempted.
Thecourseloadrequirementcouldbepartiallyliftedforstudentswithprovenfoundationsinanyoftheresearchareas(e.g.studentswithaMasterdegree).ThecourseworkincludesinitscorecomponenttheOSEseminarofferedtoincomingstudentsintheirfirstspringsemester.TheOSEseminarwillservethedualroleofintroducingOSEstudentstoresearchadvancesinthelaboratoriesandgroupsofparticipatingprogramfaculty,aswellasprovidingapointofcontactformatchingstudentsandfacultyaidingtheformationoftheAdvisingCommittees.

OSEComprehensiveExaminationThisexaminationisdesignedtoensurethatthestudenthasachievedsufficientknowledgeinatleastthreecoretopicsofoceanscienceandengineeringasdefinedbytheOSEEssentialKnowledgeList(EKL).TheexammustbeattemptedbytheendofthesecondyearofenrollmentintheOSEdoctoralprogram.TheexamwillbeadministeredbythePhDadvisingcommitteeandconsistsoftwocomponents.
1. WrittenExam:ThiswrittenexamencompassesallcoreareasofOceanScienceandEngineeringasdefinedinthestudent’EKL.TheEKLisexpandedtoincludeknowledgespecifictothecandidate’sresearch.Examinationswillcovereachofthecoretopicsregardlessofhomeschool.
2. OralExam:Thewrittenexamwillbefollowedwithinthreeweeksbyanoralonewherethecandidatewillbefurthertestedonhis/herindepthknowledgeoftheEKLmaterial.Theoralexaminationwillincludea15minpresentationofthestudent’sresearchprogressandgoalsfollowedbyanopendiscussionwiththeexaminingcommittee.ThegoalofthislastcomponentisforthePh.D.advisingcommitteetoprovidefeedbacksonthematerialtobeincludedintheThesisProposal.
EachpartoftheComprehensiveExaminationwillberatedseparatelyfrompoortoexcellent(accordingtothesequencepoor,fair,good,verygoodandexcellent),andallratingswillbecollectedandassessed.TheoutcomeoftheexaminationwillbePass,ConditionalPass,orFail.AminimumratingofGoodineachpartisrequiredtopasstheComprehensiveExam.StudentswhofailtheComprehensiveExammaypursueaTerminalMasterDegreechoosingbetweenthoseofferedintheirhomeunit.AconditionalpasswillrequireretakingpartoftheexaminationnolaterthanthedropdateoftheFallsemesterinthethirdyear.OSEThesisProposalNolaterthan3monthsafterthecomprehensiveexam,andnolaterthantheendofthesecondyear,thestudentwillpresenttothePh.D.advisingcommitteeaThesisProposalandwilldeliverapresentationonitscontenttotheOSEseminar,followedbyaclosedoordiscussionwiththePh.D.advisingcommittee.OSEDoctoralDissertationThedoctoraldissertation(thesis)formsacentralcomponentoftheOSEPhDprogram.Thestudentmustdemonstratetheabilitytoperformindependentresearchincollaborationwithafacultyadvisorthatcanbedefendedtoacommitteeoffaculty.itisthereforeexpectedthatallstudentswillpublishaminimumofonepaperbasedontheirthesisresearchandthatsuchpaperwillbeatleastsubmittedandreviewedwithapositiveoutcomebeforetheirpublicpresentationanddefense.
PhDstudentsmustmakeapublicpresentationanddefenseoftheirthesis.Thethesisdefenseconsistsofapublicseminarfollowedbyanoralexaminationbythestudent’stheexpandedACom,whichwillserveastheFinalExaminationCommittee.Inaccordancewithuniversityguidelines,thefinaldefensemustbeadministeredbyacommitteeoffivefacultymembers,composedofthestudent’sadvisor,threemembersoftheacademicfacultyofOSEprogramandoneadditionalmember(whomustbeexternaltotheOSEprogram).

ExceptionstothistimelinemayberequestedbyastudentandwillhavetobeapprovedonacasebycasebasisbytheOSEGraduateStudiesCommittee.Internshipsand/orfieldexperiencewillnotberequiredbutstronglyencouraged.Internshipscanindeedplayacrucialroleingraduatestudentprofessionaldevelopmentastheyprovidevaluableexperienceforgraduatestudents.Theprogramofferslinksandopportunitieswithindustrialpartnersandnationallaboratoriesandaimsatguaranteeingatleastoneinternshipopportunitytoallofitsgraduatestudentsduringthesummeroftheirthirdyear.Fieldexperienceopportunitiesarealsoamplyprovisionedbynumerousfacultyintheprogram.
