• NOVEMBER 2011: GOV PATRONS GROUP REQUESTED A FORMAL AND INDEPENDENT REVIEW OF GOV. – primary purpose of the review: seek to improve the effectiveness
of GOV in future, more specifically the performance of the GOV Science Team, its Task Teams and the GOV Project Office.
• September 2013: GOVST, its Task Teams and the Project Office provided the Review Panel with summaries of their goals, critical objectives, major achievements, plans and unresolved issues.

• NOVEMBER 2013: review was held immediately after the GOV Symposium in Baltimore. • members of the Review Panel took the opportunity to attend
most of the Symposium sessions. • Members of the review panel:– Albert Fischer, Intergovernmental Oceanographic Commission, France– Shiro Imawaki, JAMSTEC, Japan– Ming Ji, NOAA Ocean Prediction Center, USA– Ralph Rayner, Centre for the Analysis of Time Series, London School of

OVERARCHING FINDING • “GOV has demonstrated great success in continuing the
direction defined by GODAE, and in meeting critical objectives. This is reflected in the improvements realized in model development, including coupled runs, higher resolution output and initial incorporation of biogeochemical processes and variables. The use of multi-model ensembles is noted as an important step forward. Additionally, the Panel recognizes the significant improvements made in assessment methodologies.”

OVERARCHING RECOMMENDATION • “The improvements made to date, while demonstrable
and significant, would benefit from clearer direction and statement of objectives. The Panel recommends the formal development and confirmation of a strategic plan (with 5 and 10 year horizons) defining, with clear priorities, the following:– Expected outcomes– Expected investments– “Returns” as reflected in robust metrics”

OVERARCHING RECOMMENDATION • “Additionally, the principles for prioritization in the
strategic plan should include:– Actions and efforts that can be done more effectively on a
collective basis– Clear implications for major practical applications– Representative of the intersection of community scientific
interest and patrons’ expectations or requirements– Aligned with patrons’ core interests and priorities– Regarding the plan, itself, the Panel encourages GOVST to keep
it as concise as possible, adhere to a regular schedule of refreshing, focus on clear basic objectives, with clear proposed actions.”

• APRIL 2014: Patrons with input from the GOVST co-chairs and TT co-chairs developed response to the written review, its findings and recommendations.
• April-August 2014: GOVST prepared draft of Strategic Plan and seeks feedback from Patrons
• September 2014: TTs prepared drafts of annual work plans for discussion at GOVST-V.
• October 2014: GOVST-V: final discussion of draft Strategic Plan and sign-off by GOVST.
• November 2014: Strategic Plan submitted to Patrons and sign-off by Patrons.
• December 2014: Strategic Plan published on GOV website.
