GEF finances global benefit…eg climate change, globally significant biodiversity conservation

..but most GEF projects contribute to national benefitseg employment, health, education

…so most projects are co-financed

Incremental Cost Rational: example

Example: Hot water boilers - switching from oil to biomass

Global benefit:

– Reduction in GHG’s (RE energy source)

National benefit: – A reduction in the costs of heat supply
