Almost Agreements of Tier III at MSC81

• The verification work in Tier III should be carried out about classification society rules only, not about IMO requirements and Administration standards.

• The group of experts reviews the classification’s rules and prepares recommendations for MSC

• The verification criteria for the group of experts shall be prepared as guidelines

• The verification criteria include the appropriate acceptance criteria for the verification process and the information and documentation provided by classification societies

• Ship Construction File should be prescribed at Tier III

• A pilot project using the IACS CSR should be carried out to find necessary criteria and information of Tier III.

• The discussion should continue in the correspondence group

Safety Level Approach

• Development of the GBS using the safety level approach should be done as long-range work in the IMO.

• The correspondence group was established to progress work. The discussion should continue in the correspondence group

We appreciate the discussion of GBS in IMO to enhance safety level of ships.

To achieve effective GBS, we have following opinions.

Rules for Rules Concept

• Only key issues directly related to safety goal shall be prescribed in Tier III. Detailed descriptions shall be left to Tier IV.

• Descriptions in Tier III should be philosophical and methodological in order not to obstruct technical development.

• Commercial issues such as larger corrosion margin than necessary should be left to each ship owner's option.

Chain of Responsibilities• Not only design and construction, but also

survey and maintenance are key items for ship’s safety throughout the ship’s life.

• To achieve maritime safety, it is important to establish the mutual cooperation among the stake-holders, i.e. Ship Owners/Operators, Classification Societies and Shipbuilders.

• Ship Construction File and Ship Maintenance File

Protection for Intellectual Property Right

• GBS require the design transparency which may include the shipbuilder’s know-how.

• It should be necessary to make the system to protect the shipbuilder’s intellectual property right.

Support of Safety Level Approach

• Safety level approach can clarify quantitative relationship between the safety level and the structural requirements

• Safety level approach can propel the technical developments and innovations
