• GapsareidentifiedduringtheThreatandHazardIdentificationandRiskAssessment(THIRA)processandassessedintheStatePreparednessReport(SPR).

• FundingsustainscurrentcapabilitylevelsandfillsidentifiedgapsinPlanning,Organization,Equipment,Training,andExerciseactivitiesinordertoprevent,protectagainst,mitigate,respondto,andrecoverfromactsofterrorismorcatastrophicevents.

• Thirdpartyor“in‐kind”matchmustbeoutlinedinthepre‐applicationandpre‐approvedbyRIEMApriortoaward,andcannotbeusedassalarymatch

• Constructionprojectswillnotbeconsideredduringthisroundofgrantawards.

Communications,Radiological,CBRNE/WMD,HAZMAT,planning,training,exercise,criticalinfrastructureprotection,continuityofoperations,andtargethardening.

• 20%forRIEMAspecificinvestmentjustifications(IJ’s)designedforStateGovernmentinitiativesthatinclude:

o THIRArelatedprojectsfortifymunicipalinfrastructuresystemssuchaspowercontinuity;sharingofresourcessuchaspumpsorgenerators;reminder:noconstructionwillbeconsideredbyRIEMA.

o RISCONCommunicationsProjectso CommunityInvolvement(e.g.;CERT)

• ThereMUSTbeanexustoTERRORISMforyourproject.

• CybersecurityAssessment

o FY2019recipientsandsubrecipientswillberequiredtocompletetheNationwideCybersecurityReview(NCSR),whichisopenannuallyfromOctobertoDecember,bytheendofcalendaryear2019inorderforagenciestobenchmarkandmeasureprogressofimprovingtheircybersecurityposture.TheChiefInformationOfficer(CIO),ChiefInformationSecurityOfficer(CISO),orequivalentforeachrecipientandsubrecipientshouldcompletetheNCSR.IfthereisnoCIOorCISO,themostseniorcybersecurityprofessionalshouldcompletetheassessment.

• Applicants must submit a pre‐screening form for each project. Each projectmust have a budget figure(s) included. All fields need to be completed inorder to submit. No pre‐applications will be accepted after the portal closes.

• A pre‐screening process will be used to review projects that fit in theEmergency Preparedness Program/State Emergency Management Strategy.

• ApplicantswillrequirebeingregisteredintheSystemforAwardManagement(SAM’s)anduseofyourlocalDataUniversalNumberingSystem(DUNS)number– pleasecontactyourcitycontrollertodetermineyourmunicipalitiesDUNSnumber.
