• Purpose:

Fuel Smart Card, an electronic card that has a certain fuel limit defined that can be used in a defined filling station either AlMaha or Shell Stations. It is issued to fuel company vehicles to complete tasks and jobs at sites and office for the lifetime of a project or as per the employee’s agreement. It can be either diesel or petrol.

• Improvement and Benefits:

Smart Cards have become more restricted fleet-wise and region-wise unlike in the past.

1. Before: All Smart Cards used to be in one main account/category, ALISCO.

Now: Smart Cards are divided into subcategories which makes it easier for us to track, and issue invoices at the end of the month.

2. Before: Smart Cards are not stored in a safe, and many had authorization to issue a fuel card.

Now: Smart cards are stored in a safe, centralized and authorized by

one person to issue.

3. Fuel Cards are now issued through a defined and standarized procedure.

that everyone now follows.

4. Fuel Cards are named to ease the process of invoicing department wise.

5. Deducting from Subcontracts based on varying prices.

6. Rebate from Shell, last Year 6000 OMR.

Fuel Cards Challenges

• Fuel Cards are misplaced when vehicles are handed to someone else. • Transportation does not report to us when a vehicle is given to someone

else. • Fuel Cards are being misused by the holders, we usually cancel such cards

and reissue. • Some Card holders secretly dealing with Some Filling Stations use the fleet

fuel card as an open card. (rarely) • The petrol cards consumption is increasing, If the management decides to

give main office staff fuel allowance instead of cards, we will be saving approximately 40% of fuel bill. Approx 4000 OMR.

Commercial Fuel • ALISCO has 8 diesel bulk stations. 6 Stations Shell and 2 Almaha.

• Diesel Price is between 0.139 Bz to 0.145 Bz.

• ALISCO is saving 7 Bz to 5 Bz per liter of diesel.

• ALISCO is saving a lot of money using Diesel Bulk. We “decided” to use. It was the right choice.

• Since January 2014 until June 2015, ROP Hospital Project consumed 6,948,485.71 L, the equivalent of 972,788 OMR. However, with the price of 0.140 Bz, ALISCO has ended up saving approximately

285,554 OMR.

• ALISCO is saving approximately half a million Omani Rial per year from Bilad Shuhum, Wadi Shafan and Airport projects.

Diesel Extra at ROP Hospital project.

• With Diesel Extra, ALISCO is saving a further 10% which equals to 97,000 OMR since January 2014.

Fuel Consumption

Commercial Fuel Challenges • All Commercial fuel accounts are under ALISCO, when a block occurs all

commercial fuel operation stops. E.g Crusher, OGR… • Some sites are not ordering in advance, therefore we have to place urgent

orders which are chargeable. • Commercial fuel tanks are lacking security monitoring such as Cameras. • When Requesting for a diesel commercial bulk, project managers fail to

submit their machinery plan, this affect the final price of the diesel offered.

Diesel Tankers

• 9 Diesel Tankers are in operation, all monitored through IVMS.

• 16 Fillers spread in all projects & managed by fuel dept unlike before they are managed by project managers.

• Some Project managers refuse to release tankers and keep for no reason.

Future Plan

• Implementing Fuel Monitoring System for Bulk.

• Implementing Fuel Management system for Diesel Tankers to record fuel data online.

• Establishing fuel crew that has its own trained labors and educated and well-maintained tankers to supply fuel in all sites 24/7.

• Using ROP Hospital station to supply Muscat region projects.
