Stories sought forCivil War event

On Memorial DayWeekend, Old Fort HarrodState Park will honor thearea Civil War deceasedwith memories of this warin Mercer and Boyle coun-ties.

Union and Confederateencampments will be setup on the park groundsand presentations in themuseum will show how itfelt to be a citizen of thesecounties during the War.

LANCASTER — FormerLancaster mayor Billy Moss,who has the city’s munici-pal complex named in hishonor, died Wednesday. Hewas 87.

Moss served as mayorfrom 1968 to 2006, when heretired and went to live atthe Christian Care Centerbecause of health concerns.Before his retirement, heowned Moss Flower Shopin Lancaster and often

brought flowers to city hallemployees.

City hall will be closedMonday in tribute of Moss,said current LancasterMayor Brenda Powers.

“He was the most won-derful mayor we’ll everhave,” Powers said. “Hetreated everyone as equal,no matter how muchmoney they had or did nothave.”

Powers said Moss en-couraged her to run formayor and they stayedclose friends until his

death.City Clerk Shari Lane,

who worked with Moss for25 years, said Moss was

w el l- love damong cityemployeesand verygood to peo-ple in gen-eral.

“He madeever ythingfeel special,”

Lane said. “Coming to workwhen he was around wasmore like fun than a job.”

Lane said even as tech-nology advanced, Mosscontinued writing every-thing with pencil.

Former city attorneyJames Sanders, 65, alsospent about 25 years work-ing with Moss. But Sandersknew the former mayorpretty much his entire life.

“He was a fine man whoworked very hard for Lan-caster,” Sanders said. “Hedid the best he knew how.”

Moss was credited withbringing major water andsewer improvements to the

city including a new watertreatment plant in the1980s. He was also instru-mental in moving city hall.

In 2006, Lancaster CityCouncil paid tribute toMoss by naming its newgovernment complex BillyC. Moss Municipal Center.The Maple Avenue site, ad-jacent to Christian CareCenter, not only consists ofcity hall but also the policedepartment, planning andzoning, emergency servicesand the maintenance de-partment.

Millard Rose, sewer su-perintendent, worked withMoss for 20 years. He de-scribed the former mayor’spassing as “awful.”

“Billy really hustledaround trying to improvethe quality of life for peoplein Lancaster,” Rose said.“He was a good fellow towork for. I enjoyed everyday I spent with him.”
