TITLE I SCHOOLWIDE PLAN

Section 1114(b)(2) mandates writing the Schoolwide Plan and the components that must be addressed in this plan.

SCHOOLWIDE PROGRAM COMPONENTS

The Pennsylvania Department of Education’s (PDE’s) schoolwide program checklist has 16 components.

TITLE I SCHOOLWIDE PROGRAM

• ALL SDP schools are Title I Schoolwide Programs– Poverty at least 40%– Allows the funds to support the entire school

program and not a targeted group of students

TITLE I SCHOOLWIDE PROGRAM

A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards.

RULE: SUPPLEMENT NOT SUPPLANT!!!!

TITLE I SCHOOLWIDE PROGRAM

This schoolwide reform strategy requires that a school—

• Conduct a comprehensive needs assessment;• Identify and commit to specific goals and

strategies that address those needs;• Create a comprehensive plan; and• Conduct an annual review of the effectiveness of

the schoolwide program and revise the plan as necessary.

TITLE I SCHOOLWIDE PROGRAM

Ask yourself:• What are the areas of greatest strength and

weakness, based on current data?• What differences in strengths, weaknesses and

needs appear among different student groups?• How and in what order does the school plan to

address the areas of concern?• How will the school measure progress in

improving priority areas?• How well do the academic priorities align to the

school’s budget?

Section 1116(b)(3) requires ALL schools that are in school improvement status to write a School Improvement Plan.

PDE’s Title I School Improvement Requirements Checklist has 12 components.

SCHOOLWIDE PLAN (SWP) + SCHOOL IMPROVEMENT PLAN (SIP) =

• There is overlap between the content of the SWP and SIP.

• PDE allows our schools to complete one plan, PROVIDED ALL COMPONENTS ARE ADDRESSED.

• SDP integrated the SWP and SIP components to show the overlap.

PDE REVIEW OF THE SIP

• ALL SIPs are reviewed.

• All components must be addressed.– Be descriptive– Use “buzzwords” from components

There is a new, simple checklist. It only references the addendum. Needed for auditors who are looking for a sole component.
