DBFM Contract HSL South“PPP deal of the year 2001 became a success

by delivering performance in 2007”

• The Dutch government, ProRail and Infraspeed are conjointly successful in making the infrastructure for the interoperable High Speed Line available

• Interoperable train routes are available for commercial exploitation as of 2008

617 – 19 March 2008

DBFM Contract HSL SouthCharacteristics of the railway

• Two 45-kilometre sections of dedicated high speed railway line, designed for 300 km/h, with 25 kV AC power system and ERTMS level 2

• 5 connections to the national railway network• 6 trains an hour in each direction• Substructure almost entirely piled• 5 tunnels for river crossings and vulnerable environment

DBFM Contract HSL SouthWhat is success?

• When the key requirements of the contract are met• When the milestones are accomplished• When the consortium accomplishes its commercial

objectives• When the public as well as the private stakeholder are

satisfied• When the image is positive

1517 – 19 March 2008

DBFM Contract HSL South

Contract form and risk sharing• Tight time schedule (as a result of the financing

construction) with difficult delivery of the substructure• Delivery milestone on which 100% validation and

conformity with the requirements had to be shown• Role of the system integrator only included by the state

after the delivery• Unclear requirements and standardisation imposed on the

safety case

1617 – 19 March 2008

DBFM Contract HSL SouthCooperation and culture

• Eventually confidence appeared to be the most important foundation

• The English language was sometimes difficult when it came to communication and understanding each other’s position

• Cooperation between the various cultures went well

1717 – 19 March 2008

DBFM Contract HSL SouthReflection• The key requirements of the contract were met• The milestones were accomplished• The consortium accomplished its commercial objectives• Public and private stakeholders are satisfied• The image is still positive

1817 – 19 March 2008

DBFM Contract HSL SouthConclusion • Notwithstanding serious setbacks and difficulties and

thanks to cooperation based on confidence and respect for each other’s position an available railway line could be delivered in time as a result of which the exploitation of the high speed traffic can start as of the end of 2008
