expense which may arise from or be incurred or suffered on account of anything

BARTI may, in its absolute discretion but without being under any obligation to

The issue of this EOI does not imply that BARTI is bound to empanel any
Bidder(s) or select any Bidder(s) for any project. BARTI reserves the right to
reject all or any of the Bidders without assigning any reason whatsoever.
The Bidder shall bear all costs associated with or relating to the preparation and
submission of its Proposal including but not limited to preparation, copying,
postage, delivery fees, expenses associated with any demonstrations or
presentations which may be required by BARTI or any other costs incurred in
connection with or relating to its Bid.

Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune, is an
autonomous institute of Department of Social Justice and Special assistance,
Government of Maharashtra, working towards enhancing livelihood
opportunities of the Scheduled Caste (SC) youth of Maharashtra through
various means.
This institute was established in the year 1978 under the name “Dr. Babasaheb
Ambedkar Samata Vichar Peeth” and subsequently became autonomous under
its present name in the year 2008.
BARTI has endeavored for causes which support and encourage the following:
• Empowerment of marginalized and weaker sections of the society
• Evaluation of various welfare measures and projects implemented by the
Government for such disadvantaged sections of the society
• Contribution to the field of Equality and Social Justice through policy
recommendations, advice and training programs
4. About this EOI
Selection of coaching institutes in Maharashtra State for providing coaching to
Scheduled Caste candidates of Maharashtra State for UPSC (Civil Services)
Examination: 2017-2018 (Prelim-cum-Main Examination) at coaching Institutes
in any city of Pune & Mumbai Revenue Division in Maharashtra. The proposed
coaching should serve as a platform to provide quality coaching to the
candidates of Scheduled Caste sponsored by BARTI for the welfare of SC
community.
5 Bid Process
The Bidder has to submit a bid online in two envelope systems, one containing
Technical Proposal, second containing financial proposal (Commercial Bid) for
“Selection of coaching institutes in Maharashtra State for providing coaching to
Scheduled Caste candidates of Maharashtra State for UPSC (Civil Services)
Examination : 2017-2018 (Prelim-cum-Main Examination) at any city of the
Mumbai, Pune Revenue Divisions ".

1. Instructions to Bidders
Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune is an autonomous
institute of the Department of Social Justice and Special Assistance, Govt. of Maharashtra.
This institute was established in the year 1978 under the name “Dr. Babasaheb Ambedkar
Samata Vichar Peeth” and subsequently became autonomous under its present name in the
year 2008.This Institute is committed to the cause of Equity and social Justice through
scientific research, evaluation of schemes meant for socially disadvantaged sections, policy
advocacy, training, skill development etc.
2. Purpose
Selection of coaching institutes in Maharashtra State for providing coaching to Scheduled
Caste candidates of Maharashtra State for UPSC (Civil Services) Examination: 2017-2018
(Prelim-cum-Main Examination) at coaching Institutesin any city of Pune & Mumbai
Revenue Division in Maharashtra. The proposed coaching should serve as a platform to
provide quality coaching to the candidates of Scheduled Caste sponsored by BARTI for the
welfare of SC community.
3. Bid Process
The Bidder has to submit a bid online in two envelope systems, one containing Technical
Proposal, secondcontaining financial proposal (Commercial Bid) for “Selection of coaching
institutes in Maharashtra State for providing coaching to Scheduled Caste candidates of
Maharashtra State for UPSC (Civil Services) Examination :2017-2018 (Prelim-cum-Main
Examination) at any city of Pune & Mumbai Revenue Division in Maharashtra.
The bidder shall submit their bid / EOI Division wise. In case the bidder desire to
submit their bid for both the Division, they may submit it separately along with
required documents and tender fee and EMD.
4. Cost of Bid /EOI Document (Non Refundable)
The bidders are requested to deposit the Tender fee of Rs. 3,000/- online through Credit Card
/Debit Card/Internet Banking. The computer generated receipt of the same shall be uploaded
during the online submission of bid document.

5. Handling Fee
The bidder has to pay a fee of Rs 1063 /- towards e-tender handling to the Nextender Agency
at the time of submission of Bid.
6. Earnest Money Deposit
The Earnest Money Deposit (EMD) of Rs. 50,000 /- is required to be deposited online
through Credit / Debit Card / Net Banking / NEFT. Proof of the same should be attached with
the Technical Proposal.Realization of NEFT / RTGS payment takes 2 to 24 hours, so it is
advised to make sure that NEFT / RTGS payment activity should be completed well before
time.
7.Transfer of EOI
The bid / EOI Document is not transferable to any other bidder. The bidder who purchases
the document and submits shall be the same.
8. Consortium and Joint Ventures
Bids of Joint Venture / Consortium / Subcontracting will not be accepted.
9. Completeness of Response
a) Bidders are advised to study all instructions, forms, terms, requirements and other
information in the EOI documents carefully. Submission of bid shall be deemed to
have been done after careful study and examination of the EOI document with full
understanding of its implications.
b) The response to this EOI should be full and complete in all respects. Failure to
furnish all information required by the EOI document or submission of a proposal
not substantially responsive to the EOI document will be at the Bidder's risk and
may result in rejection of its Proposal.
10. Place of opening of EOI
The EOI will be opened online in the Office of Dr. Babasaheb Ambedkar Research and
Training Institute (BARTI), 28, Queens Garden, Camp, Pune on the scheduled dates.

11. Bid Preparation Costs
a) The bidder shall submit the bid at its cost and, BARTI shall not be held responsible
for any cost incurred by the bidder. Submission of a bid does not entitle the bidder to
claim any cost and rights over BARTI and BARTI shall be at liberty to cancel any or
all bids without giving any reason thereof.
b) All materials submitted by the bidder shall be the absolute property of BARTI and
no copyright /patent etc. shall be entertained by BARTI.
12. Amendment of EOI Document
a) If BARTI deems it appropriate to revise any part of this EOI or to issue additional
data to clarify an interpretation of provisions of this EOI it may issue supplements to
this EOI. Any such corrigendum shall be deemed to be incorporated by this
reference into this EOI.
b) All the amendments made in the document would be published on the website of
Government of Maharashtra https://maharashtra.etenders.in,
https://swd.maharashtra.etenders.in and also BARTI website
www.barti.maharashtra.gov.in and shall be part other document.
c) The bidders are advised to visit the aforementioned website on regular basis for
checking latest updates of this EOI document. The BARTI also reserves the rights to
amend the dates mentioned in this EOI for successful bid process.
13. BARTI’s right to terminate the process
BARTI may terminate the EOI process at any time and without assigning any reasonand
tender fees paid will not be refunded. BARTI shall not be held responsible for any cost
incurred by the bidder in bid preparation. BARTI reserves the right to amend/edit/add delete
any clause of this Bid Document. However this will be informed to all and will become part
of the bid.
14. Earnest Money Deposit (EMD)
The qualified bidders are requested to deposit the EMD of Rs. 50,000/- through Credit Card /
Debit Card / RTGS / NEFT/ Internet banking. The computer generated receipt of the same
shall be attached with the technical proposal.
a) The EMD shall be denominated in Indian Rupees only.
b) No interest will be payable to the bidder on the amount of the EMD.

c) Bids submitted without adequate EMD will be liable for rejection.
d) Unsuccessful bidder’s EMD shall be returned after completion of Bid process
e) EMD of Successful bidder will be returned after the award of contract and
submission of the performance bank guarantee within specified time and in
accordance with the format given in the bid.
f) EMD shall be non-transferable.
g) The EMD may be forfeited:
i. If a Bidder withdraws his bid or revises/ increases his quoted prices during the
period of bid validity or its extended period, if any.
ii. If successful bidder fails to sign the Contract or to furnish Performance Bank
Guarantee within specified time in accordance with the format given in the
EOI.
iii. If during the bid process, a bidder indulges in deliberate act that would
jeopardise or unnecessarily delay the process of bid evaluation and
finalisation. The decision of the BARTI regarding forfeiture of the Bid
Security shall be final and binding upon bidders.
15. Language of Bids
This bid should be submitted in English / Marathi language only. If any supporting
documents submitted are in any language other than English/Marathi, translation of the same
in English language is to be duly attested by the bidder and submitted
16. Pre Bid Meeting:
A pre bid meeting is open to all prospective bidders. The same will be held on 1406/2017 at
16.00 hrs in the Office of the Director General Dr. Babasaheb Ambedkar Research &
Training Institute, Pune. The bidders are free to ask for any clarification, regarding present
tender document, either in writing or orally and the reply to the same will be given in writing.
This clarification shall become integral part of Bid / EOI document and will be published on
the website and shall be applicable to all bidders. No telephonic queries will be entertained.
17.Bid Submission Format
The entire proposal shall be submitted strictly as per the format specified in this Request for
Proposal. Bids with deviation from this format are liable for rejection.

Note: The financial bids of the bidders, who have been qualified technically shall
only be opened
Financial Bid:
The financial bid as per Annexure - II should be submitted online separately.
Note: The bidders are requested not to quote the financial bid more than the
Estimated Cost of Rs.1, 50,000/-
20. Disqualification
The bidder should ensure that all the required documents, as mentioned in this EOI / bidding
document, are submitted along with the bid. Non submission of the required documents may
lead to the rejections of the bid proposal submitted by the bidder. The Proposal is liable to be
disqualified in the following cases or in case the Bidder fails to meet the bidding
requirements as indicated in this Bid /EOI or not submitted in accordance with the procedure

and formats prescribed in this document or treated as non-conforming Proposal.
During validity of the Proposal, or its extended period, if any, the Bidder increases his quoted
price.
Proposal is received incomplete
Proposal is received after due date and time.
Proposal is not accompanied by all the requisite documents.
• Proposal is not accompanied by the EMD
• Information submitted in Technical Proposal is found to be misrepresented, incorrect
or false, accidentally, unwittingly or otherwise, at any time during the processing of
the Contract (no matter at what stage)
• Financial Proposal is enclosed with the Technical Proposal. Bidder tries to influence
the Proposal evaluation process by unlawful/corrupt/fraudulent means at any point of
time during the Bid process.
• Bidder fails to deposit the Performance Bank Guarantee (PBG) or fails to enter into a
Contract within 15 Days of the date of issue of Letter of Intent or within such
extended period, as may be specified by the BARTI.
• While evaluating the Proposals, if it comes to the BARTI knowledge expressly or
implied, that some Bidders may have colluded in any manner whatsoever or otherwise
joined to form an alliance resulting in delaying the processing of Proposal then the
Bidders so involved are liable to be disqualified for this Contract as well as for a
further period of three years from participation in any of the EOI floated by the
BARTI.
• Bidder doesn’t agree to the Terms and Conditions
21. Bid Opening
a) Envelope No. 1 containing the Technical Bid /Proposal shall be opened online in the
presence of the bidder/ representatives of bidder who choose to attend, at the
address, date and time specified in the EOI.
b) Envelope No. 2: Envelope No. 2 (Financial Bid) of the bidders, who have been
qualified in the technical proposal, shall only be opened.

22. Bid Evaluation Committee
The Bid Evaluation Committee shall evaluate theTechnical bid (Envelope NO. 1) and
Financial bids (Envelope No. 2) and submit its recommendation to Competent Authority
whose decision shall be final and binding upon the bidders.
a) Evaluation– Technical Bid (Envelope No. 1)
The evaluation of the Technical Bid will be carried out in the following manner:
a) The Bidders' technical bid will be evaluated as per the requirements and evaluation
criteria as spelt out in the EOI. The Bidders are required to submit all required
documentation in support of the evaluation criteria.
b) At any time during the Bid evaluation process, the Committee may seek written
clarifications from the Bidders. The Committee may seek inputs from their
professional and technical experts in the evaluation process.
c) The Committee reserves the right to do a reference check of the past experience
stated by the Bidder. Any feedback received during the reference check shall be
taken into account during the Technical evaluation process.
d) The technical scores of the Bidders will be announced prior to the opening of the
Financial Proposals.
e) Each Proposal which qualifies in Envelope NO. 1 shall be scrutinized further with
Envelope No.2 and evaluated accordingly as per the following process and granted a
score.

The minimum qualifying marks required in technical criteria is 60%. The bidders who
score minimum marks of 60 % shall be considered for financial evaluation. The bidders
who do not score minimum qualifying marks of 60 % , their bids shall be rejected and
will not considered for financial evaluation.
c) Technical Score (X)
The bidder who secures maximum marks shall be given a technical score of 100. The
technical scores of other Bidders for the project shall be computed as follows.

The bidders shall submit their quote as per the format provided in Annexure II. The financial
proposals shall be evaluated on the basis of total cost submitted by the bidder.
The financial offers of the qualified bidders shall be tabulated for this project and the bidder
with lowest financial offer will be given a financial score of 100.
In cases of discrepancy between the prices quoted in words and in figures, higher of the two
shall be considered. For any other calculation/ summation error etc. the bid may be rejected.

23. Award of contract
Based on the evaluation, BARTI shall award the contract to the eligible bidder who has the
highest composite score. BARTI will notify in writing that the successful bidder’s proposal
has been accepted. Upon the successful bidder’s furnishing of a Performance Bank
Guarantee, the contract signing process will commence. In case the successful bidder is
unable to furnish the Performance Bank Guarantee and execute contract within 21 days,
BARTI shall forfeit the Earnest Money deposit.

24. Signing of Contract
Once BARTI notifies the successful bidder that it’s bid / proposal has been accepted, BARTI
shall enter into a separate Agreement, incorporating the conditions of the Bid / EOI and its
amendments and any special conditions during negotiations between the BARTI and the
successful bidder.
25. Performance Bank Guarantee
a) The successful bidder shall at his own expense, deposit with BARTI, within fifteen (15)
working days of the date of notice of award of the contract or prior to signing of the contract,
whichever is earlier, an unconditional and irrevocable Performance Bank Guarantee (PBG)
from a Nationalised bank acceptable to BARTI, payable on demand (In Pune), for the due
performance and fulfilment of the contract by the successful bidder.

b) This Performance Bank Guarantee will be for an amount equivalent to 05 (Five) percent of
complete contract value for one year. All charges whatsoever such as premium, commission,
etc., with respect to the Performance Bank Guarantee shall be borne by the successful bidder.
c) The Performance Bank Guarantee may be discharged/returned by BARTI upon being
satisfied that there has been due performance of the obligations of the successful bidder under
the contract. However, no interest shall be payable on the Performance Bank Guarantee.
d) BARTI shall also be entitled to make recoveries from the Bidder’s bills, performance bank
guarantee, or from any other amount due to him, the equivalent value of any payment made
to him due to inadvertence, error, collusion, misconstruction or misstatement.

General Conditions of Contract
26
GENERAL TERMS AND CONDITIONS 1. Conditional EOI Proposals are liable for rejection.
2. Intending Agencies / Institutions can have detailed information from the office of
BARTI, Pune during office hours.
3. The Selection Committee constituted by the Director General, BARTI will shortlist the
institutes and will recommend to the Director General, BARTI for selection.
4. The Selection Committee constituted by Director General, Dr. Babasaheb Ambedkar
Research and Training Institute, Pune reserves the right to reject any or all tenders
without assigning any reason.
5. Coaching program will be for a period of about ten months or till completion of the
coaching for Prelim-cum-Main Examination.
6. Coaching will be imparted to the Scheduled Caste Candidates of Maharashtra State. 10 %
seats will be kept reserved for women Candidates. The number of candidates to be trained
by the Coaching institute will depend on choice of coaching institute by the students.
BARTI reserves the right to decide minimum and maximum number of students to be
trained at a particular coaching institute.
7. The coaching should contain the following subjects:
1) General Studies
2) CSAT
3) Optional Subject
4) Test Series
8. Qualitative Coaching is required. The Director General reserves the right to increase or
decrease the strength of the students/ candidates to be deputed to the institutions. The
selected coaching institute shall convey their capacity (number of students that can be
trained) to BARTI.
9. Selection of the candidates:
The candidates for UPSC Coaching will be shortlisted and deputed to the Institutions
through pre-qualifying'Entrance Examinations' conducted by the BARTI.

10. The selected Institutions must install bio-metric attendance system in the institution and
submit bio-metric attendance of the candidates (incoming and outgoing) to the Director
General, Dr. Babasaheb Ambedkar Research & Training Institute, every month and also
along with the bill.
11. The selected Coaching Institutions shall provide qualitative coaching to the candidates for
UPSC coaching, deputed by Dr. Babasaheb Ambedkar Research and Training Institute,
Pune. The Coaching should be given for Prelim-cum-Mains Examination for complete
syllabus.
12. The selected Coaching Institutions shall impart quality coaching, conduct periodic tests
and shall inform the result of the same to the BARTI, as and when the tests are conducted.
13. The selected Coaching Institutions shall cover the complete syllabus of UPSC (Civil
Services) Preliminary-cum-Main Examination: 2017-2018. If the coaching is incomplete
or not properly imparted, the Institute will be blacklisted and complete fee due will not
be paid.
14. The selected Coaching Institutions shall provide study material (at no extra cost) to the
candidates, immediately after admission and further, as and when the study materials are
given to other candidates taking coaching in the institute.
15. The selected Coaching Institutions should not sublet the contract. If the Coaching
Institutions are found to have sublet the contract, the contract will be terminated at the
risk and cost of the Coaching Institutions concerned.
16. The selected Institutions shall enter into a contract agreement on a non-judicial stamp
paper as per Stamp Duty Act, Government of Maharashtra, with terms and conditions as
per the format specified by The Director General, Dr. Babasaheb Ambedkar Research
&Training Institute, Pune within 30 days from the receipt of written communication of
letter of acceptance to this effect failing which the EMD will be forfeited.
17. BARTI reserves the rights the rights of overall monitoring of the training program.
BARTI reserves the rights to terminate the period of coaching program.
18. If the institute stops coaching after few months then the coaching fee given by BARTI
will be recovered along with interest. If the course is discontinued before completion,
institute shall repay the coaching fee along with interest at the rate of twelve percent per
annum to BARTI.
19. The coaching institutes should submit their requisition / bill for each installment, in
duplicate with the list of candidates with biometric attendance. The payments shall be
made within 30 days. If, due to any reasons, payment delayed, no any kind of interest is
payable.

20. The UPSC Coaching Institute shall be responsible for all aspects of the training including
center readiness and quality of training delivery.
21. Persons deployed as trainers by the UPSC Coaching Institute must be competent
instructors in possession of requisite knowledge, skills and experience in their domain.
22. The selected Institutions must install bio-metric attendance system in the institution and
submit bio-metric attendance of the candidates to the Director General, Dr. Babasaheb
Ambedkar Research & Training Institute, every month.
23. The selected Coaching Institute should facilitates 24X7 hrs. library facilities at or near by
its center.
24. The selected Coaching Institute should facilitate offline and online mode of study
assistance to enrolled candidates so that even after completion of coaching they can avail
such facilities for one more year.
25. The selected Coaching Institute should assist BARTI, Pune in developing CSAT and GS
objective based questions answer for developing a question bank for conducting selection
test for candidates who wants to avail facility of UPSC Coaching Institutes.
26. The selected Coaching Institute should have an online testing platform which will be
made available to BARTI for selection and testing of BARTI sponsored candidates.
27. The contract is for a period of ten monthsor up to the completion of syllabus of
Preliminary-cum-Main Examination, whichever is earlier. In the last month the coaching
institute will have to submit following reports to BARTI, Pune
• Course Completion Report
• Test Results
• Individual Assessment Report / Growth Report of each candidate
• Potential Report of each candidate
• Improvement Report of each candidate after joining the training program
28. The Director General, Dr. Babasaheb Ambedkar Research &Training Institute, Pune
including the authorized Officers of the BARTI shall have the power to issue notice in
writing and to instruct/direct the Institutions to make alterations/variations in the assigned
work.
29. Failure to abide by the Agreement:
The conditions stipulated in the agreement shall be strictly adhered to and violation of
any of the conditions will entail termination of the contract without prejudice to the rights
of the BARTI with such penalties as specified in the Bidding document and the
Agreement.

30. Confidentiality of the Document:
This Tender Document is confidential and the BARTI shall ensure that anything
contained in this Tender Document shall not be disclosed in any manner, whatsoever. 31. Rejection Criteria
Besides other conditions and terms highlighted in the tender document, bids may be rejected under following circumstances.
A. Pre Qualification cum Technical Rejection Criteria.
• Bids submitted without or with improper EMD. • The information provided by the Bidder is found to be incorrect / misleading
at any stage / time during the Tendering Process.
• Any effort on the part of a Bidder to influence the bid evaluation, bid comparison or contract award decisions.
• Bids without power of authorization and any other document consisting of adequate proof of the ability of the signatory to bind the Bidder.
• Failure to furnish proofs for information provided.
• Technical Bid containing commercial details.
• Revelation of prices in any form or by any reason before opening the commercial Bid.
• Failure to furnish all information required as per tender document.
• The Bidder not conforming to unconditional acceptance of full responsibility of providing services in accordance with the Agreements of this tender.
• If the bid does not conform to the timelines indicated in the bid.
B. Commercial Rejection Criteria.
• Incomplete Commercial Bid.
• Commercial Bids that do not commercial conform bid to format (Schedule B). • Total price quoted by the Bidder does not include all statutory taxes and levies
applicable.
32. Jurisdiction and applicable Law
In case of any dispute arising out of the terms and conditions of contract or assignment, the
matter shall be governed by the laws of India (both substantive and procedural) at that time
being in force and shall be subject to exclusive jurisdiction of the Court at Pune.
