Liberal MP Francis Scarpaleggia (Lac-Saint-Louis, Que.) downplayed the significance of the resolution to support the legalization of marijuana to his party’s identity, and shifted attention to the measures that will give power over policy and leadership back to members and supporters.

“That’s not the defining resolution,” Mr. Scarpaleggia said of the marijuana resolution. “Where the party was defining itself was more on constitutional amendments. This is where we changed ourselves—with they amendments to the constitution.”
