● Provides all necessary low-turbidity water for the Talbert Seawater Barrier

● Jointly funded by the Orange County Water District and the Orange County Sanitation District
● Largest issues were the lack of planning for diurnal flow and optimizing the decarbonation and lime stabilization process.
