Aim • The aim of Exercise Brunswick Alpha 2018 is to

exercise local emergency plans and community Emergency Operation Centre teams at the basic level.

Scope • Exercise Brunswick Alpha 2018 is provincial in

scope, and will engage all communities regardless of level of emergency preparedness. It is not intended to make inordinate demands on the player communities.

• The degree of participation is determined by the participant.

• This will be the first exercise in a program that will be used to enhance resiliency into the future.

Communities can participate at what ever level they desire, from the basics such as activation and communication to more in depth level for those that have more resources and want a higher level of participation

Reasons to Conduct an Exercise • To practice and evaluate plans, policies and

procedures • Identify plan vulnerabilities and gaps in resources • Improve organizational coordination and

communications • Clarify roles and responsibilities • Improve individual and team performance • Satisfy regulatory requirements

Scenario • An early warning event such as a hurricane threat

will be utilized to allow the scenario to unfold across the entire province.

• It is anticipated that advanced weather reporting, simulated social media, and web based news reporting will add to the realism of the exercise.

Exercise Objectives Tier One • Activation of Municipal / local EOC’s • Exercise local emergency response plans • Communications at all levels • Reporting requirements • Create discussion on State of Local Emergency/State of Emergency • Create discussion on Request for Assistance & Provision of Services (CAF) Tier Two (Local Objectives) • To be established at the local level

There will be tier 1 and tier 2 Objectives,. Tier one are provincial objectives that are already chosen and are listed on the slide. Tier two are those objectives that the individual municipalities want to accomplish.

Brunswick Alpha 2018 Website • NBEMO has created a website that provides

access and updates on the exercise. • This site provides the latest progress on the

exercise design and conduct, and links to other pertinent information and feeds.

• List of participants • The site can be accessed by going to:

www.gnb.ca/brunswickex

Trusted Agents

• The exercise design will include what is known as “Trusted Agents” (TA) who are not exercise players

• TA’s are exercise controllers that represent participants during the design of the exercise.

• TA’s are responsible for providing injects or exercise activities for the exercise players they represent.

Participants There will be a number of participants including: • NBEMO (provincially & regionally) • JTFA (Joint Task Force Atlantic) • ECCC (Environment Climate Change Canada) • Municipalities/Communities • LSDs (Local Service Districts) • Other

Cost • All costs for the provincial exercise design and

development will be absorbed by the Province & JTFA ( Joint Task Force Atlantic)

• The scenario may be used to conduct add on training • Individual communities/players are responsible for

any costs incurred by their participation. • Trusted Agents will be encouraged to attend Initial,

Main and Final Planning Conferences • Conferences can be attended via teleconference or

other video conferencing

Planning conferences will be conducted from all 12 REOC’s, health breaks and lunch will be covered by NBEMO.

Key Dates

• Initial Planning Conference (IPC) – 18 Jan. 0900-1500hrs

• Main Planning Conference (MPC) – 15 Mar. 0900-1500hrs

• Final Planning Conference (FPC) – 25 Apr. 0900-1500hrs

• Exercise Brunswick Alpha - 1 Jun. (tentative) 0900-1600hrs throughout the province

All planning conferences will be WebEx based but all are encouraged to attend at the REOCs. The PEOC will be moderating the WebEX. The ex date will be finalized during the IPC on 18 Jan. Times are flexible.

After Action Review • All participants are encouraged to self-evaluate. • Best practices and important lessons learned

should be shared – NBEMO will compile points.

We will walk before we run and therefore will be no formal evaluation. NBEMO working group will produce a form for the participants to provide feedback on the overall exercise.

• This is an excellent opportunity: for those responsible for Emergency Management

to be involved in a provincial level exercise that will be uniquely focused on individual communities needs. to share best practices between communities.

• Obtain authorization to participate at the local level

• Designate a Trusted Agent who can represent your community and develop injects to meet your objectives

• Provide your REMC with the required information no later than Jan. 10, 2018
