Plant Health

• Legal basis: COUNCIL DIRECTIVE 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community

• Harmful organism: any species, strain or biotype of plant, animal or pathogenic agent injurious to plants or plant products

Plant health checks, interceptions

Plant health authorities of the Member States carry out import controls on imported commodities:

• If EU legislation requires it (planting material, certain types of fruit, vegetables – regulated articles)

• On non-regulated articles if they consider them as pathway of harmful organism interceptions

If the consignment does not meet EU requirements, MS intercept it

EUROPHYT - EU Notification System for Plant Health Interceptions

• Interceptions from Third Countries • Intercepting MS to notify Commission and other MS

Within 2 working days in standard form

• Commission - network for notifications = EUROPHYT

• Notifying the exporting country (ISPM 13 requirement as well)

- Use of EUROPHYT is strongly recommended

• Interception of EU material • Use of EUROPHYT is strongly recommended

• EPPO • Receives monthly summary of interception data

(reduced data content)

• EUROPHYT uses EPPO taxonomy codes

EUROPHYT rapid alert function

• Automatic e-mail to the plant health authorities of the MS and Switzerland about each notification after it is approved

• Automatic e-mail to the plant health authority of the Third Country of export about each notification after it is approved

• Weekly reports on interceptions (currently Commission only)

• Ad-hoc reports (pest risk assessment, preparatory work for bilateral,

multilateral, PAFSCPH discussions, emergency decisions)

• TC NPPOs, international professional organisations • On request - interceptions from the country concerned

(currently Thailand, Sri Lanka)

• Professional organisations – interceptions from certain regions on certain commodities (e.g. FRESHFEL, COLECAP)

• - Ad hoc requests and support

How can this help TC?

• - data identifies problems….…commodities, organism, season, even companies

• - along with trade data allows assessment of risk

• - allows targeted support and training

• - data measures improvements
