• Cargo Requests: Within the framework of the Global Humanitarian Response Plan for the COVID-19 pandemic response, WFP is offering free-to-user cargo transport from strategic consolidation hubs to regional staging areas, and to country capitals. Strategic consolidation hubs are located in Guangzhou (China), Dubai (UAE) and Liege (Belgium). Regional staging areas are Addis Ababa (Ethiopia), Panama City (Panama), Accra (Ghana), Johannesburg (South Africa) and Subang (Malaysia).

• Requests for transport services outside the above-mentioned scope will be reviewed on a case by case bases and when possible provided on a cost recovery basis.

• Partners need to register through the ESM and send their requests https://emergency.servicemarketplace.wfp.org/register. WFP requests User Organizations to have a centralized booking management approach to the extent possible

• Principles of prioritization have been drawn up and endorsed by the Emergency Directors Group (EDG) to classify cargo as either Priority 1 cargo (in line with Strategic Objective 1 of Global HRP and as per (WHO guidelines) or Priority 2 cargo (in line with Strategic objectives 2 and 3 of Global HRP and as per OCHA priority lists).
