PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INCUnited Arab Emirates Chapter

Lecturer : Engr. Richard M. Manalo, CE, RMP, PQP

Electricity consumption per household in UAE is 10 times the World Average.

Water consumption rate per capita is 2.5 times the world average

FACT

Estidama, which means ‘sustainability’ in Arabic, is the initiative which will transform Abu Dhabi into a model of sustainable urbanization. Its aim is to create more sustainable communities, cities and global enterprises and to balance the four pillars of Estidama

A mandated policy to create a new sustainable framework for Abu Dhabi Plan 2030

THE FOUR PILLARS ESTIDAMA

Environment:                                             • Reduce the demand for materials and

consumption of energy and water. • Protect, enhance and restore fragile

ecosystems in the region. • Reduce ground, air and water

pollution to protect our health and well-being along with that of the environment.

• Develop a proactive response to climate change through reduction of greenhouse gas emissions.

THE FOUR PILLARS ESTIDAMA

Economy:• Increase returns on investment for

Pearl Rated developments.• Reduce operational and maintenance

costs. • Improve quality of life and enhance

productivity. • Diversification of the economy to

more sustainable sectors.

THE FOUR PILLARS ESTIDAMA

Society:• Create cohesive neighborhoods with

mosques, schools, clinics and shops within each community.

• Encourage sustainability on all scales, such as community recycling, efficient use of landscaping and public transport.

• Raise awareness and promote sustainable development and living.

• Provide education and training for all ages on sustainable practices.

THE FOUR PILLARS ESTIDAMA

Culture:• Revive Abu Dhabi’s tradition of

achieving maximum benefit from minimal resources.

• Maintain and promote Abu Dhabi’s unique identity and cultural heritage.

The PEARL RATING SYSTEM for ESTIDAMA

one of the key tools for driving and determining sustainable development

Aims to address the sustainability of a given development throughout its lifecycle from design through construction to operation

Provides design guidance and detailed requirements for rating a project potential performance in relation to the four pillars of Estidama

Operational Rating

The Pearl Rating Systems introduce three stages of certification:

Design Rating

Construction Rating

KEY TEAM MEMBERS

Pearl Building Rating System

Pearl Community Rating System

Pearl Villa Rating System

The Pearl Rating System comprises the following

documents

THE PEARL RATING PROCESSAll Pearl RatingsStep 1: Register the development with Estidama for the relevant Pearl Rating System. Each project will be provided with a unique identification number.

Step 2: Appoint a PQP to facilitate the rating process and co-ordinate the submission.

Step 3: Conduct workshops in compliance with the Estidama Integrated Development Process (EIDP) with facilitation by the PQP (compliant with IDP-R1).

THE PEARL RATING PROCESSPearl Design RatingStep DR4: Review and update credit submissions on a regular basis throughout the design process.

Step DR5: Issue the final design credit submissions to Estidama at the end of the construction documentation stage.

Step DR6: The submission will be reviewed by a Pearl Assessor, who may request clarifications or additional information from the PQP as necessary.

Step DR7: The Pearl Assessor will award a Pearl Design Rating based on the credits achieved by the development.

THE PEARL RATING PROCESSPearl Construction RatingStep CR4: Review and update credit submissions on a regular basis throughout the construction process.Step CR5: Issue the final construction credit submissions to Estidama after construction is complete.Step CR6: The submission will be reviewed by a Pearl Assessor, who may request clarifications or additional information from the PQP. Estidama reserves the right to undertake on-site verification if deemed necessary.Step CR7: The Pearl Assessor will award a Pearl Construction Rating based on the credits achieved by the development.

THE PEARL RATING PROCESSAll Pearl Operational RatingTwo years following construction completion, once a building has reached a minimum occupancy of 80%, submissions can be made for the Pearl Operational Rating. The process for achieving a Pearl Operational Rating is set out in the separate Pearl Operational RatingSystem (currently under development).

THEPearl Qualified Professional

A Pearl Qualified Professional (PQP) is an integral member of a project's team who facilitates the Pearl Rating Process.

Pearl Qualified Professional To become a PQP, the

individual must pass an exam which will test their administrative and technical knowledge of the Pearl Rating Systems.

The PQP's Key Responsibilities

Understanding the credits of the Pearl Community and Building Rating Systems and their application to projects

Guiding the required Integrated Development Process

Submitting Credit Clarification Requests as appropriate

Facilitating the certification process

Ensuring technical quality control on documentation submitted for Assessment.
