Emergency Response Plans
More than a phone treeLess than an encyclopedia
Doing it just right
Background
n For systems over 3,300 population (1,000 connections) an Emergency Response Plan (ERP) is required
n All systems over 3,300 must send a certification to EPA that they have updated their ERP to include the results of their Security Vulnerability Assessment by December 31, 2004
n All Public Water Systems (PWS) must have an Emergency Notification Plan (ENP)
2002 Bioterrorism Act
n Requires systems to complete or update an ERP that incorporates the VA:n Plans, procedures, and identification of equipment
that can be used in the event of an attackn Actions, procedures, and identification of
equipment that can significantly lessen the impact of an attack to protect public health and a safe supply of drinking water
n Coordinate with the local emergency planning committee (LEPC)
ERP Objectives
n Supply safe and adequate drinking watern Minimize confusionn Assign responsibilitiesn Respond quickly in accordance with your
protocolsn Restore system to normal operation
ERP Planning Process
n Include all partners who will help in emergency
n Use Security Vulnerability Assessment to develop potential scenarios to respond against
ERP Content
n Water system informationn Identify alternate sources of watern Chain of commandn Who is in charge and who reports to whom
n Water system staffn First respondersn Others
n Name and contact information for each party
ERP Content (continued)
n Communication Procedures – Who to contact and what information to providen First responders (police, fire, EMS)n System personnel – work, home, pager/celln Local Rural Water Associationn Local & State Health Departmentsn County and State Emergency Coordinatorsn EPA Regional Officen Media
ERP Content (continued)
n Communication Procedures – Other contactsn Customersn Elected officialsn Laboratoriesn Emergency equipment vendorsn Venders and personnel after-hours numbersn Contractors
n Emergency Response Protocols
ERP Content (continued)
n Emergency Response Protocolsn If abc happens, I will do xyz (plans and actions)n Mutual Aid Agreements with neighboring systems
to provide watern Agreement that power company will make water
system a priorityn List of available equipment
ERP Format & Content
n Protocols need to:n Assess the problemn Isolate and fix the problemn Monitor the situationn System recoveryn Return to safetyn Report of findings and problem for future

ERP Phases
n Planningn Assessmentn Responsen Restoration and Recoveryn Termination
Planning Phase(Item 1)n Introductionn PurposenGoals n Requirementsn ProtocolsnOrganization of Plan
Emergency Planning Process(Item 2)n Partnershipsn Mutual Aid Agreementsn Emergency response policies, procedures
and documentsn Scenarios from the vulnerability assessment
that are addressed in the ERP
Water System Information(Item 3)
n Details about your water systemn Sourcesn CustomersnMapsn Emergency equipment and resourcesn Alternate and back-up water sources

n Action Plansn Mapsn Formsn Chartsn Proceduresn Public notices
Assess the Problem
n Trigger – security breach, threats, etcn Isolate and Contain or determine if “possible”
– If son Site assessmentn Field screeningn Water quality datan External informationn Internal informationn Consequence evaluation
Isolate and Fix
n If credible problem, initiate full responsen Isolate and Containn Complete Notifications (including fire department)n Evaluate treatment optionsn Activate alternate water supply
Monitor
n Attempt to identify contaminant or other emergency cause
n Monitor effectiveness of action plann Make operational changes based on
assessment
Restore
Obtain State approval of restoration plann Consider the following:
n Treatmentn Staff safetyn Monitoring and analysisn Waste disposaln Other considerations (flushing, hypodisinfection, etc)
n Identify who can use water (potable vs fire)n Identify actions to alleviate public concern
Return to Safety
n Return system to full servicen Minimize community interruption
Report Findings
n Report log of events to Staten Use what is learned to refine the protocolsn Keep log of reports in ERP for future
emergency reference
Emergency Response Plan
n PRACTICE – PRACTICE – PRACTICEn Important to practice and train staff on ERPn Update annually
n Maintain log of manual updates
n Make sure staff knows where ERP is stored
Homeland Security AdvisoriesElevated Conditions: YELLOWYELLOW
National Guidelinesn Significant risk of terrorist attacks. In addition to the previously
outlined Protective Measures, the following may be applied:n Increasing surveillance of critical locationsn Coordinating emergency plans with nearby jurisdictionsn Assessing further refinement of Protective Measures within the
context of the current threat informationn Implementing, as appropriate, contingency and emergency
response plans
Rural Water Authorityn Bi-weekly awareness remindern Refresher guidance on security checks during routine
operationsn Maintain a Site Security Logn Test Call Roster with telephonic alert
Homeland Security Advisories
Elevated Conditions: ORANGEORANGENational Guidelinesn High risk of terrorist attacks. In addition to the previously
outlined Protective Measures, the following may be applied:n Coordinating necessary security efforts with armed forces or law
enforcement agenciesn Taking additional precaution at public eventsn Preparing to work at an alternate site or with a dispersed workforcen Restricting access to essential personnel only
Rural Water Authorityn Schedule random security patrols of critical facilitiesn Check with National Rural Water Authority
Homeland Security Advisories
Elevated Conditions: REDREDNational Guidelinesn Severe risk of terrorist attacks. In addition to the previously outlined
Protective Measures, the following may be applied:n Assign emergency response personnel and preposition specially trained
teamsn Monitor, redirect, or constrain transportation systemsn Close public and government facilitiesn Increase or redirect personnel to address critical emergency needs
Rural Water Authorityn 24/7 security manning of critical facilitiesn Have roving patrols every 6 hours of all other, non-critical, facilitiesn Coordinate with “critical customers” and add to their patrols
Instructions for ERP CertificationWhat has to be sent to EPA?n An ERP Certification letter including:
n PWS ID#, system name, and system addressn Name of person signing letter and their contact information
(address, phone, fax, and emailn Language in letter that you “certify to the Administrator that
the system has prepared or revised an ERP that incorporates the results of the VA and the plan includes actions, plans, procedures, and identification of equipment and other requirements in Section 1433(b) of the 2002 Bioterrorism Act.”
n Do NOT send the ERP, but keep a copy of the letter sent to EPA
n Law requires system to maintain a copy of the ERP for 5 years
