In such cases, emergency calls are unable to go through. Thus Safety Voice Mail is established for safety report among friends and family members.

How to use 1991 Safety Voice Mail Dial “1991” via landline phones, mobile phones, or public payphones. Then follow the voice instruction, and enter the “Agreement Phone Number” (the agreed number among friends and relatives) to start recording voice messages. Friends and relatives can dial “1991” and enter the “Agreement Phone

Number" to listen to their messages.
