INTRODUCTION

Market is a place where buyers and sellers gathered to transact the agriculture products, the farmers send the products to market in return they receive money.

Fruit and Vegetable Wholesale Market Hazar Gunji, Quetta and Anaj Fruit and Vegetable Mandi at Dera Murad Jamali newly established in 1996. The First Market Committees Quetta constituted during 1993-94 and Dera Murad Jamali 1996.

INTRODUCTION

In order to regulate the activities of both the aforementioned markets, Market Committees were established through Government Notification under section 7 of the Balochistan Agricultural Produce Markets Act, 1991

The Department of Agriculture, Directorate of Economics and Marketing (E&M) are the major government agency involved in Fruit and Vegetable Marketing Development. The Directorate was created in the year 1993-94 to fulfill the condition of Asian Development Bank under the Fruit and Vegetable Marketing Project. Besides, it was also compulsory to promulgate the Balochistan Agricultural Produce Markets Act, 1991 and Rules 1995

MAJOR ROLE OF DIRECTORATE ECONOMICS & MARKETING

To Promulgate the Balochistan Agricultural Produce Markets Act, 1991 and Rules 1995.

Responsible for Market Information Service Development in Balochistan.

Responsible to control the Market Committees. Responsible for the Market Management Institutes

(Wholesale Markets and Market Committees at Divisional and Districts level).

Responsible for collection, disbursement and publication of wholesale prices of Agricultural Commodities and Livestock at daily, weekly and monthly.

To control the financial affairs and budget allocation of Market Committees.

Mission Statement/Objectives

To improve fruit and vegetable marketing in Balochistan

To bring about integrated development of marketing of agricultural produce with a view to protect the economic interests of the producer-sellers as well as consumers.

To improve all information regarding improvement and benefits to growers, middleman and consumers.

ESTABLISHMENT OF NEW MARKETS

The PC-I for following four new markets in Districts of Balochistan Province at the total cost of Rs.213.160 million was submitted to Planning and Development Government of Balochistan (PDWP) the said PC-I was approved by the PDWP and send to CDWP Islamabad for approval. The same is now in final stages for want of approval.

REGULATIONS AND LEGAL SYSTEM

For promotion of organized marketing system the following regulations have been promulgated in the Balochistan.

The Balochistan Agricultural Produce Markets Act, 1991 (from 25.11.1991)

The Balochistan Agricultural Produce Market General Rules, 1995 (from 19.02.1995)

MARKET INFORMATION SYSTEM

To provide improved market information and market intelligence system (especially on prices collection, processing and wide dissemination of accurate market information) for growers and other marketing intermediaries for better trade.

Market Information Service Center has been established and linked through E-Mail and Internet Services to exchange wholesale and retail prices on daily basis.

Publishing of the Bulletin with a title "Monthly Economics and Marketing Review of Agricultural Commodities” in english.

Daily Wholesale prices of Agricultural Commodities are regularly broadcasted from Radio Pakistan, and FM 101, Quetta Center.

To strengthen the MIS component the Market Committee Quetta has got password from Agricultural Marketing Department Punjab and uploading the Quetta Market prices on web site.

The daily wholesale and retail prices of agricultural and livestock are being collecting and disseminating to different Departments and also displaying the same in the different places in Quetta City.

Key Issues/Recommendations

Approval of Market Committee Provincial Funds Rules, 2007.

Approval of amendment in the Balochistan Agriculture Produce Market General Rules, 1995.

Asked Balochistan Development Authority to complete the development works (on 19 acres) Quetta Market 2nd Phase.

To solve the dispute between Market Committee Quetta and Quetta Development Authority.

Provision of staff to other markets like Khuzdar, Loralai and Uthal already notified for market committee.

Provision of Vehicles for new markets

Problems

Separate Magistrate may be appointed to enforce The Balochistan Agricultural Produce Markets Act 1991 and General Rules 1995 in market notified areas and to manage the problems related to market committee.
