INTRODUCTION TO E-GOVERNANCE• E-governance may be defined as use of

information & communication by government to enhance the range, quality of information and services provided to the citizen in a cost effective manner.

E-GOVERNANCE INITIATIVES IN INDIA

• A large no.of initiatives have been undertaken by both central & state governments to promote e-Governance in the country.

• The establishment of the National Informatics Centre (NIC) in 1977 was the first major step towards e-Governance in India.

• The government approved the National e-Governance Plan (NeGP), comprising of 27 Mission Mode Projects on May 18,2006.

Some significant e-governance initiatives/projects implemented in India.

FRIENDS• Fast, Reliable, Instant, Efficient

Network for the Disbursement of Services is part of the Kerala IT Mission.

• FRIENDS counters handle 1000 types of payments that citizens can make like; utility payments for electricity & water, revenue taxes, license fees, motor vehicle taxes, university fees, etc.

Bhoomi• The Department of Revenue in

Karnataka State has computerized 20 million records of land ownership of 6.7 million farmers in the State.

e-Seva (electronic Seva)• Launched on the 25th of August 2001.• Improvised version of TWINS project.• e-Seva centres offer 118 different services

like payment of utility bills/taxes, registration of births/deaths, registration of application for passports , issue of births/deaths certificates, filing of sales tax returns, railway reservations, bill payments of Airtel, Hutch etc.

CARD• Computer-aided Administration of Registration

Department.• Initiated to meet objectives to demystify the

registration process, bring speed, efficiency, consistency & reliability, substantially improve the citizen interface etc.

Gyandoot• It is a low cost, self-sustainable, and

community-owned rural Intranet system that caters to the specific needs of village communities in the district.

Vidya Vahini• It provides opportunity for schools,

teachers & students all across the nation, to express and share their creative & academic potential via the internet.

• Its mission is to spread education , uniform quality of education across India to develop their creativity and problem solving skills.

DRISHTEE- Connecting India Village by Village• It provides information and access to

education and health services, market-related info. & private info. exchanges and transactions.

• They also provide social benefits like access to education & health info.

TARAhaat- Achieving Connectivity for the Poor Case Study • It comprises a commercially viable

model for bringing relevant information, products & services via the internet to the unserved rural market of India from which an estimated 50% of the national income is derived.

Akshaya• These centre initially provide e-

literacy to one member from every household.

CONCERT• Country wide Network of Computerized

Enhanced Reservation and Ticketing developed by CRIS is a total networking solution to Indian Railways Passenger Reservation System.

SAKSHAT• Initiative to provide solution to

educational requirements of students, scholars, teachers and lifelong learners.
