INTRODUCTION PBTCONSULT

Position:

PBTconsult is closely related to the CG Raad, the umbrella organization for the chronically ill and disabled in The Netherlands.

Vision:

Accessibility of the designed space, building or object is a basic QUALITY and not a charity.

HISTORY

1998: Announced that all public rail transport should be accessible for disabled in 2030

Dutch public transport authorities step by step started to implement new regulations

Standards and objectives in the development of future accessible infrastructure and equipment.

2010: On request of the national rail infrastructure company ‘Prorail’, PBTconsult developed in close cooperation with the Dutch national organisation of the blind (Viziris) a standard for design and use of tactile guidelines to be used in stations, on platforms and in the public area.

PRESENT

The Dutch tactile paving guidelines are widely accepted by local and national government administrations as well as by various commercial organisations

They incorporate this existing standard on accessibility measurements in the public area for people with visual impairments

Before 2030 all 425 railway stations (including 30 new stations) in the Netherlands will fully comply with this standard

PRIMARY PRINCIPLES OF TACTILE PAVING

Exclusively used in safe areas, only intended for pedestrians

To be used in two directions (no one-way traffic!)

Runs parallel to, or coincides with provisions for other disabilities

Discriminate sufficiently in colour and texture from the surrounding pavement

Tactile guidelines are the simplest connection between two nodes (decision points)

The route to and from any public transport vehicle to the surrounding environment is marked by a tactile guideline

In public spaces, the use of natural guidance is preferred over tactile paving
