DR. JOHN S. BAY

Dr. John S. Bay, a member of the scientific and professional cadreof senior executives, is Chief Scientist, Information Directorate, AirForce Research Laboratory, Rome, N.Y. The directorate is the AirForce center for the advancement and application of informationsystems science and technology for aerospace command andcontrol and its transition to air, space and ground systems. Itconsists of more than 800 military and civilian scientists, engineers,and administrative and support people pursuing a wide variety ofresearch and development projects with an annual budget of morethan $700 million. The directorate's areas of investigation span thebroad spectrum of information, including fusion and exploitation;command and control; advanced architectures; informationmanagement; communications and networking; collaborativeenvironments; modeling and simulation; defensive informationwarfare; and intelligent information systems technologies.

Dr. Bay spent 11 years as a professor of electrical and computerengineering at Virginia Polytechnic Institute and State University,Blacksburg. He was then selected as an Engineering Fellow at theRaytheon Company, Falls Church, Va., working in robotics andcommand, control, communications and intelligence advancedsystems. Prior to joining AFRL, Dr. Bay was a Program Manager inthe Information Exploitation Office of the Defense AdvancedResearch Projects Agency, Arlington, Va. At DARPA, he completed and transitioned the Software­Enabled Control Programand the Model­Based Integration of Embedded Systems Program. He also initiated two original programs: HeterogeneousUrban Reconnaissance, Surveillance and Target Acquisition Team as well as Close Combat Lethal Recon.

Dr. Bay's research interests focus on control systems, command and control, biomechanics, machine learning and embeddedsystems. He is the author or co­author of more than 60 publications.
