INTRODUCTION
This Directory revises the data published by the Center in March 1970.
More recent and additional informati n on study abroad programs conducted
by colleges and universities in the New England region is contained in the
present Directory. It furthers the aim of providing students, faculty
and administrators with comparative i:iformation on study abroad programs
which now number 135 and are conducted by 65 institutions in New England.
Despite growing disenchantment in the United States with foreign
commitments, there is a continuing interest on the part of students in
intercultural experiences. With special overseas flight concessions
available to younger persons and the prevalence of an air-minded, jet-
speed culture, there is 1-3ss and less excuse for immobility and for avoid-
ing the foreign scene. More and more students experience some form of
international education while travel oatside of the University is more
commonly linked with formal educational advancement than ever before.
International education is seen, and demanded, as essential growth in
intellectual awareness. Some of this educational endeavor is understandably
valuable but some of it is seen by critics as an extremely wasteful exer-
cise especially intolerable under conditions of economic recossion and
little understood cultural disturbances at home.
lEducation and World Affairs reported 636 study abroad programs spon-sored by 308 United States colleges and hniversities in 1967-68. TheNew Pngland survey then accounts for about one-fifth of the nation'sprograms and institutions.

Many undergrqduates quickly appreciate the potentialities of foreign
travel and study abroad. Some have already engaged in overseas study
through high school programs. Most undergeduates, h wever, will not
have engaged in serious foreign study or travel by the time they graduate.
Many will not have taken courses wh ch touch on international studies.
Foreign experience sought by undergraduates frequently aims at general
understanding rather than specialized guided education. Many argue that
students expand and understand their own cultures more through an ex-
posure to other cultures. Foreign languages are tested within another
country and this is regarded as an achievement of cultural value. The
growth in knowledge and appreciation of viewpoints of other countries
is considered a way of improving the functioning _f the United States
in political, economic and social affairs abroad. Hopefully, there is
an increased awareness abroad of the special features of the American
culture.
Motives for study abroad are complex and usually confusing. Origins
of programs are frequently fortuitous and haphazard. The development
prof.; ams proceeds usually through emulation or other variable circum-
stances while the original purposes of the program are rarely prolonged
r5r kept in tune with the broader objectives of the home Institution.
One exami ation of existing study abroad programs2 shows that In general
they are not aka5eving their primal-5r goal of cultural immersion. This is
because students have insufficient language preparation, spend too short
a time abroad, are concentrated in popular overseas univ rsity centers,

do not associate with foreign nationals enough and crowd out University
places for local nationals.
Many of the programs summarized in this Directory claim that the
objective is the furthering of the student's personal development or
intellectual maturity. If this is the main reason for the foreign exper-
ience, questions can be raised as to whether experience in self-development
and self-reliance is best gained in a foreign environment. Foreign studies
of graduate programs abroad are usually specialized and aim at special
academic, professional, or vocational objectives. While some of these
objectives are frequently included in undergraduate programs, particularly
for language majors, the attempt to enlarge the student groups with over-
seas involvement leads to undistinctive goals and methods for achieving
the goals.
The concept of the Junior Year Abroad Program has been closely exam-
ined in recent years, and there are several evaluations and criticz!l com-
ments on the progress and future of these study programs.3 The major
difficulty has been the inability of undergraduates to follow courses as
regular students in overseas universities. Attempts to take die American
campus abroad reduce the program value as an intercultural experience
and are frequently viewed abroad as ...unsubtle efforts to Americanize the
w rld. Integrating the overseas program with the home campus curriculum
has been extremely harmful to many programs. Much care is needed in the
selection of faculty and students for overseas programs; attention has to be
given to non-cultural encounters, the academic structure and

administrative cooperation.
The programs identitied in the Directory are study abroad programs
for any undergraduate period of education, including summers where credit
transfer is possible. The srudy is limited to the institutions of higher
learning in the New England region, although it is realized that many
overseas study opportunities exist and are availahlz to New England students
in universities and colleges outside of the New England region. The Direc-
tory provides summary information on the study abroad programs with data
on the extent of student eligibility, the maj r content of the program, the
aims of the curriculum, the costs of participation, and its duration.
About one in four of all institutions of higher 1arnIng in the New
England institutions provide opportunities for their students to pursue
studies in a foreign setting. Mostly these opportunities are through the
acceptance of credits earned in study programs of foreign universities.
Only limited financial assistance is available to make these opportunities
available to all students.
Organization of study abroad programs conducted by New England insti-
tutions ranges from work in a branch of the U.S. institution abroad to
spasmodic acquaintance with an established program of study established by
another institution. The stress in this survey has been on identifying
those programs which are actually conducted by New Englalld institutions
through close affiliation and regular contact with an overseas institution
ard careful evaluation of the student's work abroad. It cannot he claimed
that the institutions inCluded in this survey meet these criteria or indeed

recognize any standards for overseas work except their own.
There are numerous Programs which recognize overseas programs in a
general way rather than specifying study in a particular country or at a
stipulated university abroad. The larger programs are frequently closely
geared to a finely structured course of studies at an overseas university
where relations are of long standing.

Foreign language study programs predominate in the list of study
abroad programs, but new innovative foreign learning experiences for
students in other disciplines are gradually opening up. The traditional
European centers for for ign stpdy by American students are being sup-
plemented by progrms in the developing countries.
One purpo e of the Directory is to provide comparative Information
to students interested in undertaking study abroad programs. It is hoped

that the information will encourage students to select their programs
wisely and with greater eventual benefits.
The Directory also aims at providing administrative officers of
educational Institutions with data on programs conducted by similar insti-
tutions in the region. In this way, it is hoped that the information
will provide advice and guidance for the formation and rational develop-
ment of international programs generally, in the New England region. It
is possible that many programs have been duplicated by competitive end-
eavors and have become excessively expensive in administ ative cost
because of this factor. There appears to be growing need for the care-
ful planning of future overseas study programs since funds for this
purpose have become increasingly scarce, and interest in such activities
has been replaced by black studies, social issues, and environmental
problems of the American economy and society, as well as by such ap-
proaches to the "Domestic Year Away", and Urban Forums.
In an effort to keep information of this type as current as pos-
sible, a questionnaire is appended to this Directory for use by insti-
tutions which revise their programs in 1971-72 or subsequent years, and
Institutions which were omitted in this survey because of a lack of
information.
No claim is made that the data contained in the Directory is com-
plate or accurate in any percise way. The data has been obtained from
the best possible sources and, wherever possible, from the directors of
the progrmc themselves. The compilers of this Directory would welcome
comments, suggestions, and data on existing and planned study abroad

programs conducted by the universities and colleges of the New England
region.
Much of the credit for compiling this Directory and its earlier
experimental edition is due to the diligence and perseverance of Miss
Paula Sanborn. Acknowledgement is made of the support given by Foreign
Student Advisers and directors of Study Abroad Programs at many insti-
tutions in New England and elsewhere and of the numerous suggestions
made by commentators on the first edition.
