ABSTRACT
A tech prep/associate degree program in informationtechnology was developed to prepare workers for entry into andadvancement in occupations entailing applications of scientificprinciples and higher mathematics in situations involving variousoffice machines. According to the articulation agreement reached,students from five country regional vocational systems in westernIllinois would complete the first 2 years of the program at theirrespective secondary schools and then receive either an associatedegree with a technical option or an associate degree in managementafter having completed their final 2 years of training at ShawneeCommunity College (SCC). During the course of the project,representatives from each participating school participated ininservice training and collaborated to develop a local educationagency (LEA) sequence of courses, task list, and course syllabus fora course titled "Introduction to Computers." (Appended are lists oftech prep planning committee members and the advisory administrativeteam, the articulation agreement, the sequence of courses in the techprep program, a task list and syllabus for the introduction tocomputers course, an information processing update, a news release,project information, and a financial report.) 2b. Major Accomplishments of the Project:
1. In August, 1991, staff will be selected to coordinate theactivities of the project.
Staff members were selected for the coordination of theproject by Shawnee Community College. The Tech Prep Coordinatorreceived extensive inservice training at state-sponsored Tech Prepinservice meetings.

2. During the summer, 1991, the staff and administrators involvedwith the project will attend a state-directed inservice.
Larry Choate and Curt Miller attended state directed inservicesessions at the state Board of Education offices in July of 1991and statewide inservice training sessions tor system Directors andCollege Deans.
3. By October 1, 1991, all instructors were selected toparticipate in the initial plannirg year for the Tech Prepactivities. These instructors were oriented to the intent of theTech Prep effort and served as members of the Tech Prep PlanningCommittee which met on numerous occasions throughout the year.

4. By November 15, 1991, strategies for joint training of otherselected instructors will be developed and disseminated to theappropriate agencies.
Inservice training and information relatf_ve to the intent ofthe project during the planning phase was disseminated to allfaculty at the eleven secondary sites. An orientation of theentire faculty at Shawnee Community College was conducted byJerry Ohare, Contract Administrator of Vocational Education ProgramImprovement.
Information was disseminated to all education agencies withinthe region at various times throughout the school year. Brochureson Tech Prep workshops were also disseminated to all agencies andeducation_l personnel were encouraged to participate.
5. By January 30, 1992, a student selection and training programwill be developed that will assist in recruitment of students.
Discussion occurred on numerous occasions at the committeemeetings throughout the year regarding student selection and thecriteria needed for enrolling in Tech Prep courses during theimplementation year. It is felt that the participants all have anexcellent grasp of the criteria needed for student selection; timeconstraints did not permit the actual finalization of a listinq ofcriteria. This listing of selection criteria will be a first orderof business when the reorganized Planning Committee has its firstmeeting during the FY93 project year.
6. By March 15, 1992, articulation agreements will be developedand signed between the cooperating agencies.
The Planning Committee designed the articulation agreement forInformation Processing and prepared a draft copy for review by theAdministrative team.
NOTE: The Administrative Team, consisting of an administrator fromeach of the eleven districts and Shawnee Community College,resulted from a suggestion by Jerry Ohare, Contract Administrator,to meet a need for more Administrative involvement at Secondary andPost-Secondary levels.
The Administrative Team met and reviewed the articulationagreement for Information Processing, and finalized the documentthat was presented to the Board of Control and Shawnee Communitycollege officials for formal adoption. A signed copy of thisagreement is in the Appendix.
7. By June 30, 1992, a long range plan for inclusion of allsecondary schools was developed. Each school was informed onnumerous occasions of the requirements and responsibilities forbecoming a Tech Prep site during the implementation years. Each ofthe eleven secondary districts consistently expressed a desire tobe included as a Tech Prep site. At the present time, it isassumed that all eleven districts will be involved during the 1992-93 school year in implementing the Information Processing programand Applied Academics in the areas of Math and English.Considerable CORD materials were provided to each districtsMathemetics and English teachers. A further commitment will berequired from each district in implementing the Tech Prep programduring FY93.
8. By June 30, 1992, a plan will have been developed that outlinesprocedures to be followed for placement of students.
All Counselors at both Secondary and Post-secondary levelswere provided orientation regarding transition and placementservices for Tech Prep students and tracking data needed tosubstantiate placement.
A consultant has been contracted to do research directly withBusiness and Industry in the region to develop strategies forplacement of future Tech Prep completers.
9. By June 30, 1992, sequenced vocational-technical courses willhave been restructured and/or developed to integrate academicvocational instruction.
The Tech Prep Planning Committee and the Administrative Teamcompiled a sequence of courses for a 2 + 2 Information Processingprogram which culminates in either an Associate Degree with aTechnician Option or an Associate Degree in Management.
Project officials were extremely pleased that 22 Secondary and6 Post-secondary staff members enrolled in the Tech Prep AppliedAcademics Workshop at Rend Lake College during the week ofJune 15-19, 1992. (See workshop brochure in Appendix.)

e. PROBLEMS
-Time constraints impacting upon the classroom teachers whoare being asked to make considerable Curriculum changes forimplementation of Tech Prep instruction appear to be thegreatest problem.
-The large geographic area in the five counties requiredconsiderable travel for Planning Committee members who metregularly at 4:00 p.m. after the school day.
f. PUBLICITY
During the second year, components of an articulatedInformation Processing program shall be implemented at seven sitesand at Shawnee Community College. Commitment, understanding, anddirect involvement of selected information processing and appliedacademic teachers will be expanded. Inservice training of theseveral kinds of staff will be continued throughout theimplementation stage. The same approach will be used withsecondary and post-secondary teachers who participated in theapplied academics workshops that was conducted June 15-19 at RendLake College. Twenty-two secondary and six post-secondary teacherswere in attendance at the workshop. Their interest in appliedacademics is evidence of awareness created and knowledgeestablished during the planning year. Meetings, workshops,development of curriculum and work with students will continueduring the FY93 year. Most importantly, several students will beaffected by improved teaching strategies which will be implementedduring FY93.
One of the especially important aspects of the implementationphase will be assessment of laboratory equipment needs and thepurchase of needed equipment in keeping with teacher-generatedrequests, as designed by task listings and employer inputs.Information Processing and academic teachers will also participatein a mini-grant program to procure essential learning materials andother resources. Staff associated with three or four additionalprograms in the various twelve secondary attendance centers and thecollege will be involved in planning activities. Instructors inHealth Careers, Computer Assisted Drafting, Electonics, FoodService programs and related academics will be engaged inactivities similar to those which Information ProcewAng andrelated academic teachers were engaged during FY92. The FY92activities and sequencing of the courses will be adjusted toincrease effectiveness. The new programs were identified by theFY92 Tech Prep Planning Committee and the Administrative Team asworthy of planning during FY93 because they are compatible withreal jobs, student interests and capabilities, and institutionalcapacities.
Transition services will be redefined/developed via projectpersonnel working with student services personnel, who will haveopportunity to purchase learning materials relative to resumewriting, interviewing and other job seeKing/maintaining essentials.Transition services will include youth internship and permanent jobplacement services.
Results of formative and summative evaluation activities willbe utilized in internal and external public relations activitiesand, of course, to improve the work of the ongoing project asexpansion occurs across occupational areas and attendance centers.

July 21, 1992-Pat Burt, Consultant for Building Fairnessand Dee Poston, Coordinator for Tech Prep, madepresentations via radio on Metropolis and Anna stations forthe purpose of making parents and the public aware of theirrespective programs.
News articles have appeared in the local newspapersthroughout the region. The President's newsletter atShawnee Community College has also been utilized as ameans of explaining and promoting the program.

ARTICULATION AGREEMENT
FOR
TECH PREP INFORMATION PROCESSING PROGRAM
This articulation agreement is between the Shawnee CommunityCollege and the Five County Regional Vocational System which isacting on behalf of its member districts for the Tech PrepInformation Processing 2 + 2 program.
The agreed upon items listed below are hereby adopted and will beutilized for secondary students desirous of pursuing atechnologically oriented Associate Degree at the community collegelevel.
1. Participating instructors at the secondary and postsecondarylevel will formally adoPt and teach from a list ofcompetencies (task list) based on job entry-level taskrequirements. Criteria for evaluation and recording levelsof competency will also be formally adopted.
2. The secondary graduate will be permitted the ()lotion ofwaivering out of Business 219 if a grade of "B" or betterwas earned in the Information Processing I course whilein high school. This nigh school course is to be taughtfor one period per day for the 9 months school term.
3. The secondary graduate will be permitted the obtioll ofwaivering out of Business 219 and Secretarial 221(Office Information Processing) if a grade of "B" orbetter was earned in the Information Processing I andII course while in High School. These high schoolcourses are to be taught for at least one period per dayfor 9 months and continue for two school years.
4. There will be a minimal processing fee assessed foroption 2 and 3. Ail waivering out of a coliece coursewill require the sionature of the secondary instructorcertifying the student is competent in th -? sKills andknowledges listed within the respec:av.:,taken in secondary school.
5. A list of completed compeencies tor secondary students 1,7111be transmitted to the college elionc wlth the studentstranscript.

6. Secondary students who desire to take the introductorycourses for Bus. 219 and for Sec. 227 (Office InformationProcessing) will be given the option of doing so.
7 An twelve month period of time will be permitted betweenaraduation from secondary school and accessing the optionslisted in items 2 and 3 above. After the 12 months periodhas expired a competency test may_be administered by theCollege.
8. Credit awarded for any waived course(s) will be held inescrow until a student has successfully completed a totalof 12 semester hours of credit.
9. All participating new faculty and administrators, full timeand part-time will have trainina in competency-basededucation and will receive orientation on the articulationprocess.
10. Prior to the beginning of each school year a meeting will bescheduled to review the Syllabus of each occupational area,the occupational task lists, grading systems, and recordingforms, and amend, as needed. The Director of the RegionalVocational System, the Department Chairperson of theBusiness Department, and teacher representatives will meetprior to the end of May and no later than Sentember toalign curriculum issues.
11. No examinations will be reauired for aranting credit forBusiness 219 and/or Secretarial 227 (Office InformationProcessing) during the 12 months time period.
12. students receivina a waiver and credit for Business 219and/or Secretarial (Office Information Processing) willnot be required to replace the waivered hours in completingan associate degree.
15. Guidance Counselors for both agencies will meet twice duringthe school term to collaborate on the services provided tothe Tech Prep students so educational experiences can bemaximized.

ASSIGNMENTPOLICY:
Laboratory assignments will be due as a group: for example: all wordprocessing assignments are to be identified with the assignment name
and your name. They are to have a cover sheet and be handed in bythe deadline scheduled. Each class day that passes the deadline willcost you 10% of the grade for that particular assignment. These rulesapply to all software applications.
TEST Tests are expected to be taken on the date given. Make-ups will not bePOLICY: given. In the event that you miss more than one quiz, you can take a
comprehensive exam to redeem your grade for a missed quiz.
Final grades will be evaluated as described under the grading policy.Other factors such as attendance and class participation will be consid-ered in borderline cases.
MATERIALS: The student will need the textbook and 1-5 1/4" and 1-3 1/2" floppydiskettes to successfully complete this course.

The computer systems specialist degree includes study in the major areas of programming, logic,analysis and design, computer operations, operating systems, database, data communications andadvanced computer application packages. Representatives from Shawnee Community College, near
Ullin, recently attended a five day Tech Prep workshop held
at Rend Lake College. The event was held in cooperation with
southern Illinois community colleges and Southern Illinois
University.
The concept of Tech Prep is intended to make career-
oriented students more employable. Both academic and
vocational instructors are working cooperatively to form
curriculum to help students apply lessons already learned.
Speakers at the Rend Lake workshop presented the
subjects of Applied Math, Applied Communication and Applied
Science.
Those from ShaWnee Community College who attended the
workshop were Dee Poston, director of Tech Prep and medical
records; Jean Ellen Boyd, Placement Center Coordinator;
Carolyn Holm, speech instructor; Ted Holm, computer science
instructor; Sharon Resch, instructor of secretarial science
and Salah Shakir, MIS director.
