Grade 10 Standards Based Assessment – High School Graduation Qualifying Examination
(SBA-HSGQE)
• All students in grade 10 are required to take the Grade 10 SBA-HSGQE, even if they have previously taken the HSGQE.
• The SBA determines how well students meet academic standards for that grade level.
• The HSGQE determines if students have mastered the essential skills that all high school graduates should have.

Grade 10 Standards Based Assessment – High School Graduation Qualifying Examination
(SBA-HSGQE)
• Some questions will be scored only for the HSGQE and other questions will be scored only for the SBA. The remaining questions will count for both tests.
• Students will receive two reports, one for the HSGQE and one for the SBA.
• Only the scores on the HSGQE will determine whether students are eligible for a diploma.
• Only Grade 10 SBA scores will be used to determine AYP.

High School Graduation Qualifying Examination (HSGQE) Retest
• A student who is enrolled in 11th grade or higher (as determined by the district) on the first day of testing, who has not passed all three content areas of the HSGQE, may participate in the spring administration of the HSGQE Retest.
• A returning adult with a Certificate of Achievement may participate in administration of the HSGQE Retest.
• Grade 10 students should NOT take the HSGQE Retest.

• Confirm the total number of district and school boxes received as identified on the School Box Range Sheet.
• Contact the Alaska Project Team if any boxes are missing or if you receive boxes that should have been delivered to another district.

• Complete the Delivery Verification Forms located in the DTC Manuals and fax to the Alaska Project Team.
• After all schools have inventoried their materials, notify the Alaska Project Team and copy EED on the communication if any materials are missing or if you have received materials not listed on the packing list.

SBA Scheduling Parameters
• Each district MUST designate district-wide test days.
• Districts must communicate to their schools which days they will be administering the SBAs by grade and content area.
• Districts must follow the designated test order: reading (first), writing (second), mathematics (last).

SBA Test Window Scheduling Parameters
• Districts are NOT required to set the testing schedule on consecutive days during the test window.
• Students who are not able to take the SBAs on the district’s designated test days may take the SBAs on any of the days that follow within the test window.
• No SBA may be administered prior to April 5 or after April 19, 2010 including any accommodated testing for students with disabilities.

Spring 2010 SBA & HSGQE Accommodated Materials
• If a student uses a Large Print or Braille test book, or has keyboarded his/her responses, school staff must transcribe verbatim the student’s responses into a standard test book/answer booklet.
• Test books/answer booklets must bear the signature(s) of the transcriber(s) and the transcription date on the inside front cover.
• It’s NOT permissible to insert, adhere, staple, or clip a keyboarded response into a test book/answer booklet.

Spring 2010 Tracking of Materials
Electronic Security Checklists
• DRC will produce csv files that list the test material type and security number of each secure material shipped for each district and school.
• The files will be posted to DRC’s Online Web Reporting System by the end of the day on March 8, 2010.
• DRC will notify DTCs via email when the files have been posted and are available for download.
• The electronic security checklists are in addition to the paper security checklists. DTCs may use the checklist they prefer.

Spring 2010 SBA & HSGQEResolving School Shortages
• Use additional test materials from district overage for schools that did not receive sufficient materials.
• You may transfer secure materials assigned to one school to another school within your district. Complete the Secure Materials Transfer Form and fax it to the Alaska Project Team.
• If there is not enough district overage or more school-specific materials are needed, fax the Additional Materials Request Form to the Alaska Project Team.

• The Deadline for ordering Additional Materials is March 24, 2010.
• All Additional Material Requests must be faxed to DRC by the end of the day on March 24 in order to have materials delivered to the districts before testing begins.

• All test books and answer booklets must have a label applied before the test books are used by students.
• Test books/answer booklets that do not have a student precode label or district/school label will be considered unused and will NOT be scored.
• Manual scoring of test books will be at district expense ($150/per content area).

Apply each label to the front cover of the test book/answer booklet in the box containing the words “ATTENTION: Apply label here.”
Be sure to use only SBA labels on SBA materials, Science SBA labels on Science SBA materials, & HSGQE labels on HSGQE materials.

• Each assessment is identified on the precode label and is color-specific by assessment. • If a precode label is used, the bubbles on the front cover of the test book/answer booklet
should not be filled in.• Verify the precode labels for accuracy. If you notice an error do not use the precode label.

Spring 2010 District/School Labels
• District/school labels are provided for students who do not appear on the precode file, and thus do not have a preprinted precode label with student-identifying information.
• If a district/school label is used, all bubbles on the test book/answer booklet cover MUST be filled in.
• Place a district/school label over top of a precode label if the student precode label has any incorrect information. Be sure to bubble the correct student-identifying information on the front cover of the test book.

Spring 2010 “Do Not Score” Labels
Use a “Do Not Score” label if :• a precode label was placed
on test booklet but student didn’t show up for testing.
• a label was placed inappropriately (e.g., misaligned, wrong label) on a test booklet.
