POLICY MANUAL
PREFACE
The 2006 Woodrow Wilson District Cabinet began compiling this information for the original copy of the WWD Policy Manual in March 2006. This document will be reviewed annually at the District Cabinet Meeting, immediately preceding the district convention. If changes are deemed appropriate, such changes will be voted on by delegates at the District Convention and will be effective January 1st of the next year.

DISTRICT CABINET - WOODROW WILSON DISTRICT
In the Woodrow Wilson District, the District Governor and district Lt. Governor are elected in accordance with the By-Laws of Ruritan National. The Woodrow Wilson District secretary and the treasurer will also be elected at the district convention by the registered voting delegates. The following positions will be by appointment of the district governor (By-Laws of the Ruritan District- p. 129, Article VII, Section 6 A); (Ruritan Club and District Officers’ Handbook):
• Zone Governors• Foundation Chair• Growth & Development Chair• Leadership Development Coordinator• Market Animal Chair• Dictionary Project Chair• Any other officers or committees deemed necessary for the work of the District
The By-Laws of the Ruritan District (Ruritan Club and District Officer’s Handbook, p.128, Article V, Section 5) read as follows with reference to vacancies on the Cabinets: “In the event of a vacancy in any District Office, other than the District Governor, the unexpired term shall be filled by appointment of the District Governor. In the event of a vacancy in the office of District Governor, the Lt. District Governor shall immediately succeed to the office of District Governor for the unexpired term.”
DISTRICT CABINET MEETINGS
The District Cabinet will meet using the following schedule or at other times upon call of the District Governor or upon call of any three of its members (Ruritan Club and District Officer’s Handbook, p. 129 Article VIII, Section 1). Cabinet meetings are scheduled for the 3rd Monday of the month except January which will be on the 4th Friday so the meeting is held after National Convention.

DISTRICT CABINET MEETING REPORTS
All members of the district cabinet are expected to give reports at cabinet meetings regarding their activities. In addition, Zone Governors will prepare written reports utilizing the appropriate report forms. A copy of the reports will be furnished to the District Governor. The approximate cost of expenses for the meetings should be included in the district’s approved budget. The district secretary will notify all cabinet members of date, time, and place of the meetings. The cabinet meeting dates will be arranged by the District Governor prior to January 1 of each year. The District Governor, with assistance from the district secretary when needed, will provide an agenda for each meeting. Minutes of the previous meeting will be provided and budget updates since the last meeting will be furnished for cabinet approval.
CABINET MEMBER DUTIES AND RESPONSIBILITIES
The duties of members of a District Cabinet are listed in the Ruritan Club and District Officer’s Handbook on pages 34-39. Duties in addition to those assigned in the District Officer’s Handbook, may be assigned by the District Governor. In addition to the responsibilities listed in the District Officer’s Handbook, the District Governor will be responsible for attending and presenting show ribbons at the Animal Market Show. The District Governor will also be responsible for making a short verbal presentation before the sale at the Animal Market Show. The District Governor will also be responsible for coordinating with the Market Animal Show staff on the selection of the recipient of the Vaughn Ashby Award and presenting that award at the Market Animal Show banquet. The immediate Past District Governor will plan and be the master of ceremonies for the past governors’ meeting/meal prior to the district convention.

RESPONSIBILITIES OF THE DISTRICT GOVERNOR
The following are responsibilities of the District Governor as listed in the governor training materials provided by Ruritan National and Ruritan Club and District Officers’ Handbook page 34.
• Make a schedule to visit as many clubs in your district as possible during the year.• Before the combined cabinet meeting, order necessary district name badges for everyone on the cabinet and present them at the combined
cabinet meeting.• Schedule a combined district cabinet meeting between the district convention and January 1 for outgoing cabinet members and incoming
cabinet members.• In January, see that all district records are transferred to the newly elected district officers.• Serve as the chair of the district cabinet.• Make sure all cabinet meetings are conducted using the guidelines set by Ruritan National and correct parliamentary procedure.• Make sure all chair positions of the district cabinet are filled and make sure all chairs understand their individual responsibilities.• AS INCOMING GOVERNOR, chair and assign a committee to prepare a district directory and see that it is distributed to all cabinet
members, club officers, and a copy to Ruritan National (early January). The directory should include:o the names, positions, and contact information for all cabinet members (including assigned national director)o Ruritan National contact information,o new club officer’s names, office held, and contact information, meeting days, times, and zone assignment for each clubo A schedule of all cabinet meetings
• Set goals for the district and submit a plan to complete those goals. FAIL TO PLAN—PLAN TO FAIL!!!!!!• Schedule at least 4 district cabinet meetings during the year.• Provide leadership and assistance to the district, zone, and club officers.• Assign duties to the lieutenant governor, zone governors, and other district officers.• Appoint an aggressive growth (new members) and development (new clubs) chair and team for the district and, with the help of the district
cabinet, develop a growth and development plan for the district and see that the plan is submitted to Ruritan National.• Make sure the leadership development coordinator has a training plan in place and that the plan is submitted to Ruritan National.• See that all zone governors schedule zone meetings early in the year and you make plans to attend each zone meeting.• Familiarize all cabinet members of the By-Laws of Ruritan National.• Publicize and promote Ruritan National goals in the district.• Submit NEEDED reports accurately and on time.• Encourage zone governors and other district officers to submit NEEDED reports accurately and promptly. If you don’t receive visitation
reports from your zone governors, contact them and express your concern. ALL INFO EXCEPT VISITATION/PERFECT ATTENDANCEDOCUMENTATION CAN BE FOUND ON THE MEMBER MANAGEMENT SYSTEM (MMS).
• Working with the district cabinet, plan the district convention.

• Working with the Lt. Governor and zone governors, encourage all clubs to submit community service reports by October 1, appoint a judgingteam, and arrange a time for the judging of reports received.
• Send a progress report or newsletter quarterly or monthly to all Club presidents and Ruritan National.• Notify all club presidents of delinquent dues and other monies owed to Ruritan National• If a new Club is chartered in the district, appoint an existing Ruritan member to serve on that club’s board of directors as a non-voting
member, preferably the person responsible for chartering the club should serve as the advisor.• In the case of a natural disaster, contact the Ruritan National executive director and the Operation We Care committee chair.• If possible, represent your district by attending Founder’s Day and Foundation Weekend. Encourage all Ruritans in your district to take part
in these activities.• REMEMBER!!!!!
o Your Lt. Governor is your partner. Include your Lt. Governor in all the above activities and responsibilities. This will help your Lt.Governor understand the responsibilities that he/ she will need to shoulder as District Governor the following year.
o Your district cabinet members are part of your team. DELEGATE responsibilities with you in charge to see that the job is done.o Encourage and allow your Zone governors to be the first liaison between the clubs and the district. Zone governors should be the first
voice and contact to the district cabinet. Allow time at each cabinet meeting for zone governors to make a report on their zone.o Attend all training opportunities offered to the District Governor at the Summer Leadership Conference and the National Convention.o Explore all opportunities to publicize Ruritan by participating in non-Ruritan activities (parades, opportunities to speak publicly, etc.).o YOU are the one person in the district who is expected to know all the answers. If you don’t know the answers, know where to find
them (Ruritan Club and District Officer’s Handbook, Ruritan National By-Laws, or contact the Ruritan National Home Office).• In addition, the Woodrow Wilson District Governor is responsible for ordering the plaque for the Vaughn Ashby Award that is given
at the Market Animal Show.
RESPONSIBILITIES OF THE DISTRICT LIEUTENANT GOVERNOR
The Woodrow Wilson District Lieutenant Governor will carry out any responsibilities assigned by the District Governor Ruritan Club. (Ruritan Club and District Officers’ Handbook p. 34). In addition, the Woodrow Wilson District Lieutenant Governor will have the following responsibilities:
• Spring Rally—acquire the date, location, entertainment, and collection of tickets and money. The Lt. Governor will be responsible forcontact information to the clubs concerning the Spring Rally.
• Assist in preparation of the district convention.• Attend the Ruritan National Summer Leadership Conference in June (reimbursement by Ruritan National).• Attend the Ruritan National Convention.• Attend district officer training or complete online training.• Understand the District Governor and the Lt. Governor work as a team to carry out the work of Woodrow Wilson District.

RESPONSIBILITIES OF THE GROWTH & DEVELOPMENT COORDINATOR
It will be the responsibility of the growth coordinator to work closely with the district cabinet concerning developing a district growth & development plan and, after approval of the plan from the district cabinet, submit the plan to Ruritan National, all cabinet members, and club presidents. The growth & development chair will work closely with the District Governor, Lt. Governor, and zone governors on matters of recruiting, retaining, and reclaiming Ruritan members in all clubs in the Woodrow Wilson District. The growth coordinator shall follow closely the reports received from Ruritan National and offer assistance to clubs struggling in membership. The growth coordinator shall also offer to visit clubs and present growth programs to those so desiring. The District Governor and zone governor should be informed of visits and the outcome of visits. Reports of activities and communications should be made at each Cabinet meeting. Other duties are listed in the Ruritan Club and District Officers’ Handbook, p. 37.
RESPONSIBILITIES AND DUTIES OF THE LEADERSHIP DEVELOPMENT COORDINATOR
The following is a list of the responsibilities of the leadership development coordinator as listed in the leadership development coordinator’s training materials provided by Ruritan National. According to the Ruritan Club and District Officers’ Handbook, p. 38, “the District Leadership Development Coordinator (LDC) is responsible for coordinating the planning, promoting, conducting, and evaluating of all leadership development activities, both basic and advanced, for Ruritans in his/her district (or area) throughout the year.” These duties include, but are not limited to the following:
• Develop a plan for all training activities in the district and submit this plan to the district cabinet for approval at the first cabinet meeting of the year. With the approval of the cabinet, send a copy of this plan to Ruritan National to be kept in the district file.
• In cooperation with the District Governor, appoint a district leadership team (qualified trainers) to conduct the training throughout the district. Zone governors should be considered for these training positions. Also, visit clubs and search for club members who are knowledgeable or club officers who do their job exceptionally well and ask them to become qualified trainers. Past district officers should also be considered.
• After the district training team is in place, working with the District Governor and cabinet, finalize a method or procedure for your district to use to qualify these trainers.
• With the LDC team of qualified trainers, develop a plan for training club officers which includes a schedule for training sessions, who will conduct the training sessions, and the materials used for the sessions. All the details including location, refreshments, notification to all who need to attend, and materials should receive the prior approval of the district governor. The LDC and the training team should have all the materials prepared and ready for each training session. It is suggested that materials provided by Ruritan National be used to train all officers. MAKE SURE EACH CLUB IN YOUR DISTRICT, THE DISTRICT CABINET, AND ALL QUALIFIED TRAINERS, ARE AWARE OF THE PROCEDURE FOR TRAINING THAT HAS BEEN SET IN YOUR DISTRICT. STICK TO THE PLAN! FAIL

TO PLAN—PLAN TO FAIL!!! It is suggested that this plan be submitted to each qualified trainer, district officer, and club in writing before the training schedule begins.
• Provide assistance to zone governors at the winter and summer zone meetings in completing training activities listed under “Zone MeetingAgendas”, p.33 in the Ruritan Club and District Officers’ Handbook. It is helpful if you volunteer to assist with the training sections of theagenda to facilitate continuity in information across the zones. Be willing to develop handout materials pertinent to your district and usematerials available from Ruritan National.
• BE KNOWLEDGEABLE IN ALL AREAS OF THE BY-LAWS OF RURITAN NATIONAL.• Be familiar with the duties of all district officers and club officers.• Be familiar with the yearly schedules of all district officers and club officers.• Be familiar with the agenda for the winter zone meetings and offer to assist the zone governor with any training that needs to be done.• Be familiar with the responsibilities of the community service committees and be knowledgeable on how to fill out community service
reports. Offer to assist with the summer zone meetings to ensure clubs have a good understanding of how to complete these reports.• Develop a close working relationship with the District Governor and Lt. Governor and be willing to assist them in correcting any problems or
discrepancies found on secretary forms, clubs not filing reports on schedule, or clubs not filing needed yearly forms (new officer forms).• Be willing to visit clubs and present programs on any of the subjects mentioned on p. 38 of the Ruritan and Club District Officers’ Handbook.• If a question arises, KNOW WHERE TO FIND THE ANSWER OR WHO TO CALL TO GET THE ANSWER!!!• Be willing to attend any offered training sessions at the national level to improve your skills, especially those offered at the Summer
Leadership Conference and at the National Convention.
RESPONSIBILITIES OF THE ZONE GOVERNOR
The following are responsibilities of the zone governor as listed in the zone governor’s training materials provided by Ruritan National. • Serve as a member of the district cabinet and attend all cabinet meetings. Be prepared to give a report on all your clubs at the cabinet
meeting. Complete the “Zone Governor’s Report to District Cabinet / Governor” and give to the district governor quarterly. ALL THISINFORMATION IS ON THE MMS and the Ruritan Club and District Officers’ Handbook, p. 38.
• Attend leadership development training for district officers in the fall or complete online training.• Schedule winter zone meeting between January 1 and February 15 (weather permitting).• Schedule summer zone meeting between Summer Leadership Conference (mid June) and September 1.• Ensure that Clubs report items of interest for Ruritan National to the District Governor by October 1st for a report at the National Convention.
Examples include, but not limited to, are Rudy Bear donations, dictionary project, Market Animal Show, Hunters for the Hungry and the fooddrop.
• Give assistance to weak or struggling clubs within your zone. Any other zone governor related actions outside of your assigned zone musthave the pre-approval of the District Governor.
• Encourage membership meetings at each club in the zone.• Communicate news from the district cabinet to each club.

• Stress club participation in all district and national activities.• Complete “Club Visitation Report” promptly and send to the District Governor after each club visit.• VISIT! VISIT! VISIT! VISIT! The clubs in your zone and always wear your district name badge.• Study the Ruritan Club and District Officers’ Handbook.• Be familiar with the By-Laws of Ruritan National.• Always read your national magazine and other national publications. You want to be “in the know” of any changes or additions made in
procedures or policies.• Perform any duties as requested by the District Governor.
SPRING RALLY
The Spring Rally will be held in April of each year. It is the responsibility of the Lt. Governor to plan the Spring Rally and make communications with the clubs. Blue Ribbon awards and Outstanding President awards will be distributed at this time. An auction will be held with all proceeds payable to the Woodrow Wilson District and distributed by the vote of the current sitting cabinet. Since the Spring Rally is a time of fellowship and presentation of awards, there will be no fines assessed to any member for any reason. Every effort will be made to rotate the location of the Spring Rally from county to county. The immediate Past District Governor will announce and hand out all Blue Ribbons and Outstanding President Awards at the Spring Rally since they were earned during that governor’s year in office.
ENDORSEMENT OF NATIONAL CANDIDATES
The district cabinet will refrain from endorsing candidates for national office unless the candidate is from the Woodrow Wilson District, Rockingham District, or Natural Bridge District, and/or has been approved by a majority of the district cabinet. Each delegate from the district shall vote for whom they perceive to be the best qualified candidate.
DISTRICT CONVENTION ASSIGNMENTS
Zone governors and Lt. Zone governors should have the following assignments at the district convention: • Providing a summary handout of zone activities and membership• Registration• Sergeants-At-Arms• Fellowship
The nominating committee will interview candidates for district officer positions on a date designated by the committee prior to the date of the district convention. At this time, candidates will receive a copy of the current policy manual for their review. After approval by the credentials committee, prior to the district convention, the nominating committee will present the slate of potential district officers at the business session of the district convention.

The leadership development coordinator will, with the approval of the District Governor and the district cabinet, arrange all club officer training sessions. Club officer training will be offered at the district convention and at prescheduled make-up session(s). There will be no individual club visits for officer training sessions for officers who did not attend one of the prescheduled sessions. The District Governor will make all other assignments for the convention with the assistance of the district cabinet. In recent years, the District Governor’s home club has provided refreshments for the afternoon session, at no expense to the district. This is not a requirement, but has been the recent practice. In the event that refreshments are not provided, the district, at its own discretion and expense, may provide them. The immediate Past District Governor will plan and be the master of ceremonies or appoint a committee to make plans for the past governors’ meal/meeting. There will be no fines assessed to any member for any reason at the past district governors’ meal/meeting.
DISTRICT CONVENTION TICKETS
The presiding District Governor and district Lt. Governor shall each be provided with four convention tickets, to use as they see fit, prior to the annual district convention. Four complimentary tickets are issued to the District Governor of Natural Bridge District and four complimentary tickets are issued to the District Governor of the Rockingham District.
DISTRICT CONVENTION AWARDS The following awards will be presented by the District Governor during the banquet at the district convention:
• Community Service Awards - gold, silver, bronze. The District Governor will be responsible for filing the appropriate paperwork with Ruritan National to receive these awards.
• Ruritan of the Year Award – Plaque • Ruri-Teen of the Year – Plaque • Rudy Youth of the Year – Plaque
On the District level, no individual member may receive the award for Ruritan of the Year, Ruri-Teen of the Year or Rudy Youth of the Year for back to back years or more than two times in five years.
• Growth Award for greatest membership increase by percentage—plaque • Growth Award for greatest membership increase by number---plaque
In the event, the same club qualifies for both membership awards, one plaque will be awarded noting percentage and number. • A plaque will be presented to the Past District Governor who has completed his/her three year term of service on the district cabinet after
his/her year as District Governor. The District Governor will be responsible for assigning a member of the district cabinet to be responsible for getting all plaques made and delivered to the District Convention site.

DISTRICT DUES
In accordance with the National By-Laws, the district may assess dues for clubs not to exceed $2.00 per active member per year. Effective January 1, 2013, the Woodrow Wilson District assesses each club $2.00 for dues per ACTIVE member based on January 1 membership roles. In January the district treasurer will notify all clubs that district dues are due no later than March 31.
DISTRICT FUNDS
It is understood that district dues are to be used only for district business. The district may contribute to an individual club's programs or objectives upon proper approval of the cabinet.
CLUB MEMBERSHIP RECRUITMENT INCENTIVE
The district will pay $50.00 to an individual club, once per calendar year, for holding a membership recruitment night. The district will be notified in advance of the membership recruitment night and it is understood that the funds will be used to offset recruitment expenses (copies, postage, posters, meals, etc.).
DISTRICT OFFICER REIMBURSEMENTS
The following partial reimbursement amounts will be paid to the listed district officers at the November cabinet meeting each year. It is understood that these amounts represent only a partial reimbursement for the expenses incurred in serving in this office. The officer must be serving in the listed office at the annual district convention. There will be no partial payments for partial service. In the event one officer serves in two positions, they will be paid the higher listed amount. This reimbursement schedule is subject to annual review by the current cabinet for the upcoming year. Under no conditions can the sitting cabinet vote to increase these amounts for the current calendar year. Changes can only be made for the upcoming year. All payments will be made at the discretion of a majority vote of the District Cabinet.

WOODROW WILSON DISTRICT NATIONAL CONVENTION REIMBURSEMENTS
The district shall pay the basic convention registration fee and defined travel expenses for the District Governor and the District Lt. Governor to attend the National Ruritan Convention in the year in which they serve that office. The district will fund the District Lt. Governor $250.00 towards their expenses in attending the National Ruritan Convention. The district will advance the District Governor $250.00 towards their expenses in attending the National Ruritan Convention. It is understood that the district Governor will submit their convention expense report to Ruritan National. Ruritan National will reimburse the district governor one half of the approved expenses. Upon receipt of a copy of this reimbursement check, the district treasurer will reimburse the District Governor the other one half of approved expenses less the $250.00 already advanced. Under this reimbursement plan, Ruritan National funds one half of the District Governor’s approved convention expenses and the district funds the other half. If these officers do not attend the National Convention, they are not eligible for reimbursement. The District Governor must have attended the immediate past Summer Leadership Conference to qualify for Ruritan National reimbursement.
SUMMER LEADERSHIP CONFERENCE REIMBURSEMENTS
It is understood that Ruritan National will pay the expense for the District Lt. Governor to attend the annual Summer Leadership Development Conference. The district may pay the registration and/or lodging expenses of voting cabinet members to attend, if approved annually prior to the conference, by the existing cabinet.
DISTRICT, ZONES, CLUBS
In compliance with the national By-Laws, the clubs within any district may be divided by the district cabinet into divisions or zones as it deems advisable for effective work and service. The Woodrow Wilson District is comprised of the following zones and clubs:
• ZONE I--- Mt. Sidney, New Hope, North River, Pleasant View-Spring Hill, Sangerville-Towers, Verona, Weyers Cave
• ZONE II--- Beverley Manor, Churchville, Craigsville, Deerfield, Middlebrook, Mint Spring, Spottswood- Raphine
• ZONE III--- Lovingston, Massies Mill, Rockfish Valley• ZONE IV--- Blue Grass, Bolar, Mill Gap, Stonewall• ZONE V--- Crimora, Jollivue-Barterbrook,
Sherando-Lyndhurst, Stuarts Draft, and Wilson Memorial Ruri-Teen.
