• Contract:• Say what you are going to do

• Performance:• Do what you said you would do

• Quality Assurance:• Make sure it was done like you said

Roles

• Contracting Officer:• Only a contracting officer can authorize anything

outside the contract’s terms• Don’t know the contract’s terms?

• You are probably not authorized to do anything more than work with the individual

• Quality Assurance:• Appointed by commander to report performance as

compared to contract• NOT authorized to divert from contract terms• Needs feedback from you to be effective

Not All Contracts Are Alike

• Personal Service• Employee can be told what to do

• Nonpersonal Service• Employer must tell employee what to do

• Individual Contract• “Me, Incorporated”

It’s All About the Hours

• Contractor Math:• More hours = More pay• No work = No pay

• Any single FTE cannot work more than 40 hours per week• FTE = “space”, not “face”

• Most contract’s hours break down like this: • 1920 hours = 48 forty hour weeks• Takes away includes 10 unpaid holidays, 80 hours of

unpaid leave, & 40 hours of unpaid family days• “Make Up” hours are not in the contract• Overtime hours are not in the contract
