HSE performance on UZ750 Project has been a fantastic journey so
far where learnings was consistently incorporated leading up to
excellence in safety performance.
Active visibility on site and stimulating safety conversations with
workers and supervisors made a difference by sending strong safety
message and setting clear expectations. It encouraged and
empowered everybody to speak up and intervene in unsafe acts and
to report as safety observation. All the observations were collected
and analyzed through HSE Observation Cards to show the trend and
at the same time getting the senior and discipline managers to take
actions to ensure observation made today are not left to develop into
incidents tomorrow.
With the help of project management and site team along with HSE
team I feel proud to state the completion of a successful LTI free
project.
I wish for further success on this expectation as “Nobody Gets
Hurt” till end of the project.

Nothing is more important than to keep our people safe. Being the
General Manager of Descon Business in UAE and Head of
Construction Business Unit in Middle east, I understand keeping our
people safe is the most formidable and foremost task.
The key to achieve this objective is to inculcate a culture of self-
discipline, self believe and harmony among teams. Continuously
exercise processes of; preparing method statements, developing task
lists, proper hazard analysis, on daily, weekly monthly and yearly basis.
It has been always my slogan that we should ensure that everybody
reaches its home safe and sound with no Injury. Every team member
of our organization deserves to have a healthy and prosperous life
with his or her family. We are always trying to raise the bar for our
safety standards at sites by establishing tough Key performance
indicator of IIF (Injury and incident free) days, TRIR, LTI. We firmly
believe by keeping our people safe and giving them a healthy
environment to work always pays off in terms of better productivity
and quality output.
In the end, I would like to congratulate our teams on Island for
maintaining a perfect safety record and hope they should put all effort
to take it up to the next level.

2nd Edition of HSE News Letter encompasses
the Core HSE Programs & Campaigns which shaped
UZ750 project in terms of developing visible HSE
culture and enhancing HSE skills of the employees
through ownership of HSE by the people as well by
engaging their hearts and minds in order to make
safe worksite and I strongly believe that this is a
phase on the project where people start believing
on HSE as a core value of Descon and consider the
same as high priority.
I am cordially thankful to all who supported
HSE department for compiling 2nd Edition of HSE
News Letter and please feel free to provide any

absolute commitment of its
employees towards daily
routine activities

Island Manager Awards
Island Safety DaysRobust and comprehensive message from Practical HSE
demonstrations stay longer in worker’s mind and heart. Island
Safety Days on Man machine Interface and Work at Height &
Dropped Objects were organized at different islands where
play‐actors, from the core of their heart, put remarkable
efforts to make Island Safety Days successful well appreciated
by DESCON, PED & ZEDCO Senior Management.
Appreciations & Recognitions are very important to boost
the employee’s moral and to gear up for future challenges.
Descon has been nominated as ZADCO Island & Sr. Island
Manager Awards on all islands many times. Some glimpses
can be seen as well.

Weekly HSE Observation ProgramGood & Bad Practices / Scenarios
Hazard Identification &Awareness Campaign
This Program is derived from high HSE Observation Trend in a
particular activity during the week and frequent Site HSE
Observations during the site walk downs.
It is being shared on weekly basis to the team for their discussion
items during Weekly & Daily TBTs and displayed on HSE Notice
Boards & Rest shelters as well for their constant reminder.
Hazard Identification and Intervention was very effective
campaign which assisted to develop a motivated,
knowledgeable & highly engaged workforce.
Brainstorming sessions of On Job HAZID campaign was
conducted on all islands in small chunks.

Best Area of the Week Program
HSE Slogan Competition
Awards & Recognition / Appreciation is very important for
developing & promoting HSE culture at site, which not only brings a
visible change in behavioral Safety but creates a healthy competition
among the teams to become the best among themselves and remain
safe as ultimate goal.
Descon started BEST AREA OF THE WEEK PROGRAM on
all Islands and BEST CREWS & AREAS are being selected based on
the below methodology.
A short, rhyming & meaningful HSE slogans competition
was organized among the workforce by stimulating their
thought process which end up with very beautiful HSE
slogans from all the islands.155 HSE Slogans were received
from all islands where 3 Best HSE Slogans were selected
by a thorough scoring process.
SELECTION CRITERIA / METHODOLGY AS A BEST AREA OF
THE WEEK
Unscheduled / Unplanned Visits / walkthroughs by the nominated
management during the week.
Getting Feedback based on the checklist from the areas.
Selection of Best Area by the Construction Manager / Leads.
Awarding Best Crew of the week with certificates and gifts in Weekly
TBT.
Display of Best Crew Posters in all areas.

Task InstructionChampionship Campaign
Lifting & Rigging WorkshopEpisode # 2
Lifting and Rigging are dangerous activities if not focused
properly. Due to their potential to cause harms, damages
and injuries, these are considered as Back Bone of
construction industry.
Observing the HSE Statistics on increased lifting and
rigging Observations on the projects, DESCON re-
organized Lifting and Rigging Workshops on all islands.
These Workshops contained Lessons Learned Incidents,
discussion on translated Petrofac Procedure and Practical
Session on Safe Lifting and Rigging, conducted and
supervised by Lifting and Rigging Superintendents.
LMRA (Last Minute Risk Assessment)/Task Instruction is a
fundamental element of identification & mitigating specific
hazards before the start of any new activity at site.
However to carry out an effective & quality Task
instruction was a bit challenging on the project which was
managed by rolling out Task Instruction Championship
Program with regular Assessments by area HSE Officers
on daily basis for past three months.
As a result, this program proved very effective and 3 TI
champions were selected from all the islands followed by a
short Task Instruction practical demonstration in Weekly
TBTs.

Activities involving discussion enable open
communication among employees, and between
employees & management. This can improve
relationships and in turn, the quality of work done.
Team leadership and team building go hand in
hand. The more comfortable your employees are
to express their ideas and opinions, the more
confident they will become. This will motivate
them to take on new challenges.
Team building increases trust with your
employees. Often, there is a disconnect between
the leadership team and employees because the
employees sense too large of a gap between the
two. Team building exercises give leadership the
opportunity to be seen as a colleague rather than a
boss, which can do wonders to boost morale.
Overall, team building in the workplace enables
better communication, better relationships and
ultimately increases productivity.

Daylight
During winter months, daylight is greatly diminished.
Without proper provisions and lighting, work at job site
ends when the sun goes down. This can limit progress at
site, if time is not managed well.
Utilities
Construction of new utility lines at site, with multiple
disciplines working at the same time can be extremely
difficult and time-consuming.
Slower Worker Movements
With the underground civil works and excavations still in
progress; progress and movement is hampered for the
above ground mechanical works. Reduced access leads to
more time spent to complete each activity.
SIMOPS work and PTW formalities
Currently we have more work front in this area, which
require a more stringent PTW criteria.
Adverse weather condition
Barge and boat movements are affected with high wind
speed, tides and high waves & preparations of Heat Stress
Season 2017 are also de to commence
Welding Productivity
Due to mist prior to the start of welding, joints need to
pre heated for welding to proceed.
