Background

• Federal Transit Administration (FTA)

recognized lack of safety oversight and risk

mitigation at many transit agencies

• Published Final Rule on July 19, 2019 in 49

CFR Part 673; Public Transportation Agency

Safety Plans

• Requires federally compliant plan to be

implemented by July 20, 2020

• Create a Safety Management Policy

Statement

• Establish Safety Performance Targets

• Establish an Employee Safety Reporting

Program

• Clearly defined safety risk mitigation

procedures

FTA Pilot Project

• Charles, Frederick and Montgomery

Counties selected by FTA to participate in

their pilot project

• Completed plans will be used nationally as

templates for similar size transit agencies

• Our plan was approved by their technical

advisory committee on January 15th and is

considered fully compliant

Next Steps• Requires Board of County

Commissioners approval

• Must be signed by President of

County Commissioners and Chief of

Transit

• Requires retention of any records

related to the safety process for three

years
