Activities of GIZ Serbia related to street lighting

� Implemented 9 projects of modernization of the municipal street lighting system, 3000 lights were replaced, GTZ MMS (2006-2008)

� Serbia has one large domestic manufacturer of street lighting equipment operating on country-wide and international market

Street lighting is a typical municipal service in Serbian and ex-Yugoslav legal framework.

However, the monopoly in the production and distribution ofelectricity imposed dualism regarding the responsibility for thestreet lighting service:

� Electricity distribution company de facto provides the service andmaintains the system.

� Municipality has the obligation to allocate certain funds, to coverthe cost for electricity and maintenance, without actual chance tosupervise expenditure and often even without the possibility todevelop, design and extend the street lighting system.

After the 2000, reforms have started in Serbia towards decentralization and de-monopolization, which contributed to a clearer insight into the situation regarding the street lighting, as well as to a different interpretation of the enactment of regulations.

Local electric power distribution companies desist more and more frequently from the activity of maintaining and designing the street lighting. Consequently, municipalities are facing difficulties in organizing

lighting. Consequently, municipalities are facing difficulties in organizing maintenance, modernization and further development of the street lighting.

Solutions encountered in practice consist of:

� contracting those activities with private companies

� undertaking those activities by various municipal service companies

� undertaking no activities, which results in fast deterioration of the system

General assessment of the condition of street lighting in the majority of Serbian municipalities is negative, due to:

� Obsolete status and poor technical condition of the system,

especially lights

� Unsatisfactory quality of the SL (inadequate designing, no

� Unsatisfactory quality of the SL (inadequate designing, no categorization of the roads, chaotic expansion of the system, poor quality of equipment, voltage fluctuation in the grid and irregular maintenance)

� Relatively high costs for electricity

� Relatively high costs of maintenance

� Illegal consumption in some municipalities

� Negative environmental impact, due to the use of mercury bulbs

and their illegal disposal, as well as due to the light pollution

� Low price of electricity� Low price of labor

First testing

� Testing was carried out in the period from 1 August to 30 November 2008 in collaboration with the NGO “Center for Regional Research”

� In the first phase, pilot municipalities were selected. Based on the similar size, number of inhabitants, neighboring position and technical features important for the implementation of the project, selected municipalities were:

selected municipalities were:

Paracin, Cuprija, Varvarin, Trstenik and Vrnjacka Banja.

� During the selection of municipalities local consultants on the project were also selected.

� Implementation of the project started by collection of written approvals for the project execution and acceptance of its objectives from the mayors of all pilot municipalities as response to the inquiry by the project implementer.

� The preparatory phase was finalized by the gathering of all project participants, held on 7 August in Varvarin, where the project was presented in detail.

� During the same event the local consultants were trained in the use of software, which was also handed over to them, and on 20 August they received the equipment

� Total estimated number of the connecting points of the street lighting in the pilot municipalities was 25000.

� Good communication of the local consultants with the electric power distribution companies in the pilot municipalities was of great importance for the successful execution of the project.

� Project implementation was monitored monthly.

� During the project implementation high level of cooperation with the electric power companies managing the street lighting in their municipalities was achieved.

� In total, 27617 of connection points were processed, i.e.110% of the estimated number.

� The following performance was achieved:

� 1. In Paracin, the estimated number of the street lighting connecting points was 7000, while the data base comprised 8591.

� 2. In Cuprija, the estimated number was 3800, while 4709 connecting points were processed in the cadastre

� 3. In Varvarin, the estimated number of connecting points was 3 500, while the data base comprised 4289.

� 4. In Trstenik, the estimated number was 6000, while 7 391 connecting points were processed in the cadastre

� 5. In Vrnjacka Banja, the estimated number was 4600, while the data base comprised 2637 connecting points.

� Local consultants confirmed that the project was well accepted by the municipal leaders and the representatives of other relevant organizations and companies.

Second testing

� Testing was implemented in the period from 20 September to 30 November 2009 in collaboration with the NGO “Center for Regional Research”

� Selected municipalities were:

� The following performance was achieved:

� 1. In Pecinci, data base comprised 1111 lights and 1641 connecting points

� 2. In Rekovac, data base comprised 2692 lights and 4395 connecting points

� 3. In Cicevac, data base comprised 1891 lights and 2510 connecting points

After the analysis of results, further upgrading of the software was undertaken. That upgrade comprises modules for monitoring electricity and maintenance cost, as well as the option of storing historical data on the changes on every system element.

It is possible to continue upgrading and improving of the software tool. For this purpose, all the comments, suggestions and initiatives for cooperation are welcome.

With a few small adjustments, the software tool is also applicable in other ex-YU republics

� Three training courses for municipal technicians from 25 municipalities from Vojvodina were held in November 2010 (Novi Sad, Kanjiza and Ruma)
