Social housing sector
Capital market terms:• Non-profit housing associations get low interest rates; AAA-rating; guarantee
services Social Housing Guarantee Fund (WSW). • Solid and stable sector, in terms of market and financially; they have a high
equity reserve (especially outside the large cities)• Non-profit: typical accepted pay-back time 15 years
Conditions for refurbishments:• Max. acceptable rent nationally regulated • Tenants pay heating costs: benefits energy savings for tenants / investment
for housing association• No rent increase without permission of tenant / tenants may refuse• Tenant change: possibility to raise rent (within legal boundaries)
4. Economic, legislative and policy framework

4. Economic, legislative and policy framework
Commercial (hotel) sector
Capital market terms:• Interest rates depend on individual risk assessments/ratings, therefore
depend largely on individual investor parameters and of course of more general interest fluctuations in the market.
• Profit sector: typical accepted pay-back time 3-5 years
Building regulations• Since 1995 Energy Performance regulation for new buildings; now
valid for EU Buildings Directive (EPBD)• Solar thermal included in calculation procedure• With current requirement effect for SWH not very strong
18Organisation logo
4. Economic, legislative and policy framework
National strategy and framework for CSTS promotion• No solar thermal specific strategy or framework only generic RES/RUE
stimulation – Energy performance regulation– Regulatory energy tax
• In most municipalities systems can be placed without a building permit if certain requirements are met.
National incentive system for CSTS• Fiscal incentives (Energy Investment Allowance, Green investment
scheme)• No more subsidy schemes (history of stop-and-go approach)

• Rising energy prices; energy increasing part of total housing cost• Stable incentive programs• Further tightening of energy performance requirement in building
regulation• Support for installers (technical, marketing and sales); start in
education! • ESCO services
good opportunity for social housing, overcome rent legislative barrier
• Package deals integral retrofit with low pay-back times and improved comfort
• Increased awareness of all actors in chain
4. Factors for success
20Organisation logo
• Building chain: complex multi-party process (no central coordination/direction)
• Installers: low interest; no sales and marketing capacities; roofs
• Planners: limited know-how and qualification level; though growing interest
• Industry: limited support installer; limited marketing efforts
• Demand side: focus on cost / pay-back; RES just one topic in complex set of demands
• Government: no targeted promotion/support; only generic RES support; ‘leave it to the market’; no subsidies (‘stop and go’ history)
5. Barriers and obstacles
SOLARGE – EUROPEAN EXPERT WORKSHOP ON COLLECTIVE SOLAR THERMAL SYSTEMS Strasbourg, France, 8–9 Feb. 20071-4 CSTS Market Development Netherlands, Ecofys BV, Zegers
- 11 -
21Organisation logo
• Strong increase awareness (Poetin/Al Gore effect -security of supply/climate change)
• Concern on energy cost rise (low-income households (social housing)
• Energy labeling (EPBD): label will be used rent price legislation
• New government (more attention for climate change)
