Police Innovating
New Program
NEPTUNE TWP. — There is an increasing need for the Police Department and the residents of the Township to loin tojjetnei' in a common goal — REDUCING THE INCIDENCE OF CRIME t With this idea in mind, the Neptune Police Department is developing a program called "Neighborrood Observers,’’ 'Hie basic objective of these volunteers will be to help to educate the residents of the Township in crime prevention techniques.
The “Neighborhood Observers” will walk„ lin areas where there is a high incidence of crime such as business districts and parks. They will observe suspicious persons & report it to the Police Department. The names of "Neighborhood Observers” will be held in confidence. They will inform unsuspecting potential victims on ways to- be more .-secure in their homes as well aa when they are out. They will act as additional “Eyes and Ears” of the Police Department.

The party, given by Tom’s brother Stanley Wasson, was attended by many well wishers. The guest, speakers and performers have had experience in front, of cameras and they.: have not been distracted by the filming. There is no reason for. th e audience to feel embarrassment for them.
We’re sure that everyone can appreciate t h e importance of close-ups in a film. The expressions and gestures of the _ guest speakers and performer are a powerful part of their testimony. Because of low light levels in the Auditorium, especially at night, it is sometimes necessary to film at close range. We have tried to keep t h i s at a minimum. For instance, during the Founders. Day celebration our camermai was on stage barely five minutes out of a two hour program.
Our cameraman is not taking random “snaps.” He is shooting; motion picture film. The average ‘shooting ratio” for a documentary is twenty- five to one. This means that for every twenty-five minutes of film shot, only one is used in the final film. Thus, we must film extensively and from many different points of view to be sure to “cov- ex1’ each separate event.

I recall that last summer me of your readers -wrote a etter to The Times inquir- ng about the iron statue of .he Angel of Victory which rtood for many years at the foot of Main Avenue.
As you know, of course!
the statue was blown down in me of the hurricanes of the 40’s and 50’s and, damaged beyond repair, was never replaced.
Recently, in browsing .hrough some old books a- bout Ocean Grove, I came upon a picture of the angel, and it occurred to me that perhaps some of your newer readers who never saw th e statue would like to see what it looked like and some of the ‘old timers’ would enjoy a nostalgic recollection of one of the many things. typical of the “good old days” in Ocean Grove that have vanished through the years.
Little, did we realize at the time it fell--that the “fallen angel” was to be strangely nronhetic of th e infamous Supreme fCo u r.tV decison which would bring an end to the wav of life that Ocean Grove had enjoyed for more than a century

Attendance was not up to par mainly due to the F i n e Show held at the Auditorium of Snow White and the. Sev- enty-Seven Dwarfs. We know many of our members had their children or grandchildren in the show. How can you compete with that kind of competition ?
Our next meeting will be held on Sept. 5th. This being the last meeting; of the season, we ask all members to attend. We will be awarding prizes to members who

The speech itself is a voluntary extension of Mr. Smith’ office of surrogate. As surrogate.. Mr., Smith- over-; sees approximately 3,000 estate proceedings pe r year. One third of these are administrations proceedings per year. One third of these are administrations, proceedings without a will.

A good part of Mr. Smith’s speech is devoted to considerations to be taken when making a will. One of th e most important of these is naming the executor, who carries out the orders of the will and should be willing and able to do so.
"A lot of people don’t realize how imuortant the executor is,” Mr. Smith states. “If you’re naming a bank as executor,. get written permission. frpm a bank officer. Even when naming an individual, ask permission first.”
Mr. Smith also advises that an attorney's aid be obtained in drawing up the will and he puts added emphasis on revision. “A will is n o t something that you make and set aside. Review it.” .',.
Changes occur in the status of the estate, the executor, the beneficiaries and the marital state, of the testator. The will should be reviewed every, few years and, if necessary, rewritten to reflect any major changes.
In addition to covering all the primary specifics involy-: ed in making a will, the surrogate also explains several of the changes in probate law that occurred in , 1978. “t h e first substantial change in 101 vears.” Some of the recent changes are quite radical, such as the self-proving will. This is a will proven in- front of a notary at the time it is written and eliminates the need for a witness to ap-. pear at probate.
