Gains The Web LMT is based on the Web without a

CME Positioning
The CM Express (CME) is located in the OSS
layer of the network and is the core of Huawei
multi-mode RAN integrated configuration solution.
The CME supports the typical scenarios of the
GSM access network, such as initial deployment,
network expansion, BTS swap, and routine
configuration adjustment. CME V200R009 is the integration and
enhancement of the GBSS LMT and the GBSS
CME data configuration. For the GSM network, the BSC6900 that
cooperates with CME V200R009 provides the
GUI data configuration function. In the case of centralized management across the
entire network, the CME enhances the NE OM
efficiency and degrades the performance in
single-object configuration and resource
consumption.

The inter-BSC BTS swap is supported and the neighboring cell data can be adjusted automatically, thus
saving the time for creating the network optimization script.
The offline configuration takes effect dynamically, thus expanding the application scope of the offline
configuration:
The .dat file for LMT offline configuration can take effect only after the BSC is reset. Resetting the BSC
seriously affects the services.
CME offline GUI data configuration generates the MML script, which can be dynamically delivered and
take effect without a BSC reset.
The single-user configuration mode of the BSC6000 LMT is evolved to multi-user online configuration.
The data browsing and highly-efficient retrieving capabilities over the entire network are provided.
Security Planned areas can be configured with proper rights by setting user groups.
Before data activation, the data over the entire network can be checked; for example, the integrity,
redundancy, and consistency can be checked.
Parameter comparison: The data that takes effect can be checked against the template to verify the
configuration correctness.

The security of data configuration is improved, but the efficiency of configuration fine tuning is
affected.
In this version, the efficiency of batch operations is improved, but the configuration operations of fine tuning and
fast adjustment are not as simple as the operations on the original LMT version, where fine tuning and fast
adjustment are directly performed on the LMT. The new configuration process is as follows: Creating a planned
area -> Modifying/adjusting the configuration -> Exporting the script -> Using the script executor to deliver the
script. In this process, the security of configuration operation is significantly improved, but some operation steps
are added. Therefore, fine tuning is not as convenient as in the original LMT version, where fine tuning is directly
performed on the LMT and takes effect immediately.
Huawei recommendation: The MML commands of BSS 9.0 are significantly improved, and therefore the
adjustment of few parameters can be implemented quickly through MML command execution.
Improvement plan: The E2E data delivery process will be improved. Then, fine tuning and fast adjustment can be
supported, and the data can be delivered and take effect immediately.
After the OM focus is transferred to the upper layer, the usage habits of some functions are
changed. After the configuration function of the original LMT version is transferred to the upper layer, the single-point configuration and OM operation mode of the original BSC6000 LMT are changed, that is, some operations require interface switchovers. For example, after a BTS is added on the CME, you need to check the transmission status of the BTS through the Web LMT.
Improvement: The OM function on the M2000 will be further enhanced to make the configuration interface and
OM interface unified and make the OM work centralized.

Configuring Area Management
Concept of the current area A current area is a network data mirroring area used to store
the configuration data of the existing network.
A current area is readable only and cannot be directly
modified.
For a network system, there must be a current area and there
is only one current area.
The current area can periodically/automatically/manually
synchronize the data on the existing network.
Concept of the planned area A planned area is a planned data area, which stores a copy
of the data of some NEs in the current area.
Different users can create their respective planned areas with
parallel independent configurations.
When a user completes the data configuration of a planned
area, the data can be exported to generate the script. The
script can take effect after being delivered to NEs.

Overall Work Flow
0. NE synchronization: Obtain the data from the existing network and
synchronize it to the current area. The current area is stored on the M2000 server. All users of the M2000 use the same current area.
1. Create a planned area: Copy the NE data from the current area. The planned area is stored on the M2000 server. Each user uses his/her own planned area(s).
2. Configure data of the planned area. Add, delete, or modify BSCs, BTSs, cells, or TRXs. Adjust parameters.
3. The script is generated, is delivered, and takes effect. Conflict detection: Compare the data of the planned area with that of the current area. If
any conflict occurs, adjust the data to eliminate the conflict to avoid script activation
failures. Generate the MML script. Use the script executor to deliver the script to NEs, and then the script takes effect.
4. Attribute Value Change (AVC) After the script is generated, the NE reports an AVC message to inform the change of the
data on the existing network against the data of the current area. After the NE data is changed in another way, the AVC message is also reported. Current area synchronization is triggered in quasi real time.

Data Flow
Three major network areas are the existing network, current area, and planned area.
Data flow exchange Planned area current area: The data of the planned area is modified and does not affect the data
of the current area. Planned area existing network: The changed data of the planned area takes effect on the
existing network through script generation and activation. Before the data is delivered, it does not
affect the data on the existing network. Existing network current area/planned area: If the configuration on the existing network is
changed, the change is updated to the current area but cannot be updated to the planned area. Current area planned area: Copy partial data of the current area to the edited area through
planned area creation/synchronization. Current area existing network: The current area is readable only and does not affect the existing

Current Area Synchronization
Synchronization mechanism Full synchronization: All configuration data of NEs is
uploaded, and the uploaded data completely overwrites the
data of the current area. The history data of the current area
is not saved. Incremental synchronization: Only the changed data of NEs
is uploaded, improving the synchronization efficiency.
Usually, incremental synchronization is used. Incremental synchronization is supported since the
BSC6900.
Synchronization mode Periodical synchronization, automatic synchronization, and
manual synchronization are supported. The synchronization
of the current area is quasi-real-time. The CME implements automatic synchronization in the
following cases: After receiving the AVC message reported by the NE,
the CME does not receive another message in two
minutes. The BSC is created on the M2000 and the
synchronization is complete. The script data is successfully activated.

Current Area Synchronization - Demonstration
Manual synchronization Access: From the menu bar in the main CME
interface, choose Area Management > Current
Area > Synchronize NE. If only the changed data of the selected NEs
needs to be synchronized, do not select Forced
synchronization of all objects; if all the data of
the selected NEs needs to be synchronized,
select Forced synchronization of all objects. Click Synchronize, and then the system starts
loading the NE data. Click Close to return to the main CME interface.
Periodical synchronization Access: From the main menu of the M2000
client, choose Maintenance > Task
Management.
Select CME Upload, and specify Task Name
and Run Type.

Creating Planned Areas
Plan planned areas. Multiple planned areas can be created based on the
current area. Parallel configurations can be adopted to
construct a network.
The configuration conflicts among planned areas can be
detected only when the planned areas take effect on the
existing network. The conflicts may cause the planned
area to fail to take effect and may cause the data of a
planned area to overwrite that of another planned area,
affecting the running of NEs.
If the automatically allocated data is used for parallel
planned areas, the data must be planned to avoid
overlapping. For example, the BTS index and TRX index.

Script Generation
The script can be generated in difference MML mode or full MML mode. Difference MML mode: The MML configuration script is generated based on the modification.
The script is generated based on the configuration operation record in the planned area of the user.
The script is consistent with the configuration procedure of the user.
Difference scripts are exported for multiple times for a same planned area. Each time, the most recent
modification is exported. That is, the difference script generated in the most recent time is the basis of
the next difference script to be generated.
All configuration operations are supported. It is recommended that this mode be used for the
scenarios such as parameter modification and radio network planning and optimization.
Full MML mode: The full configuration script is generated based on the objects. The configuration script of all the parameters involved in the objects that the user selects is exported.
– The exported objects include the following:
– BSC data, including BSC global data, device data, transmission data, and radio data
– BTS data, including BTS device data, transmission data, and radio data
The script is generated directly based on the data of the planned area and is not related to the
configuration procedure of the user.
Certain scenarios are supported. It is recommended that this mode be used in initial office deployment
or BTS creation.

Script Activation
Batch processing The batch processing command window on the Web LMT
can be used to run scripts. Multiple execution modes are available with good man-
machine interaction. The efficiency for delivery and effect taking is low.
Batch configuration Commands can be delivered in batches by running the RUN
BATCHFILE command on the Web LMT. The efficiency for delivery and effect taking is high.
Script executor The script executor in integration mode can be used to
upload scripts. Concurrent operations on multiple BSCs are supported. In the frequency translation scenario, the verification mode
of the commands in the script is different from that in the
batch processing or batch configuration scenario.
Time consumption in the typical scenarios The swap of 5 BTSs including network optimization data
adjustment requires a script of 4489 lines. Based on the preceding information, the swap of 50 BTSs in
the two scenarios takes 2 hours and 6 hours respectively.

BTS creation generally requires object creation on the BSC side and on the BTS
side, ABIS interface configuration, and radio-layer configuration initialization.
Prerequisite:
The BTS template and cell template that meet the on-site requirements are
available.
The CME provides different functions for different BTS creation scenarios.
The CME provides the topology-based GUI BTS creation solution applicable to the
single BTS creation scenario.
The CME provides the file-import-based BTS creation solution applicable to the
batch BTS creation scenario.

BTS template/cell template application scenario Generally, a template is defined for the BTSs with the same hardware configuration,
radio-layer configuration, and transmission networking mode. Then, BTS data can be set

BTS Creation - Topology Mode for Single BTS Creation
Description of the main BTS topology workspace:1. The main BTS topology connection interface is mainly
used to display the ABIS interface boards and BTSs, as well as the connection relationship between them.
2. The cell panel is used to display the cells and TRX allocation of a BTS.
3. The information display area is used to display the basic information about the currently selected object. This area can be displayed or hidden.
4. The context association toolbar is mainly used to display the associations of the currently selected object. The function of the toolbar is the same as that of the right-click menu of the selected object.
5. The topology display switchover area is used switch between the BTS topology of the BSC interface board and that of the TGW.
6. The ABIS interface board switchover area provides the location information about all ABIS interface boards. After an interface board switchover, the display interface is automatically refreshed.
7. The general toolbar currently provides functions such as BTS location, manual refreshing, legend display, and BTS creation procedure guide.
8. The BTS creation procedure guide area is mainly used to provide the basic BTS creation procedure for users.

Specify basic information about the BTS and select a BTS template.
To add a BTS in topology mode, right-click the interface board, select Add Site, and then the Add Site dialog box is displayed. In the dialog box, specify the BTS attributes, including BTS ID, BTS name, BTS
type, Carrier type, and BTS template, and then click OK to add the BTS.

Add BTS chains.
The new BTS is displayed on the right of the interface board. Right-click the BTS to display the operation options of the BTS. Select Chain Management from the right-click menu, and click Add Chain in the displayed dialog box to add chains for the BTS. Then, specify information based on actual requirements in the displayed Add Chain dialog box. This operation is optional and is generally required in follow-up BTS expansion.

Add physical board information for the BTS. This operation is optional and is generally required
in follow-up BTS expansion. If the BTS template contains the physical board information about
the BTS, this operation is not required.
The BTS panel varies with the
BTS type.
Right-click the BTS and select Configure Device TRX Board to enter the BTS configuration panel, where you can delete or add boards.The figure on the right shows the BTS panel. You can right-click a slot to add a board.

Add a cell and specify basic information about the cell.
Right-click the BTS in the cell panel and select Add Cell. In the displayed Add Cell dialog box, specify the information such as Cell name, Cell ID, Cell Type, Operator Name, and Template. Then, click OK to add the cell.

Configure frequencies for the cell.
The new cell is displayed in the cell panel. Right-click the cell, and select Assign Frequency to configure frequencies for the cell.The figure on the right shows the frequency box of the cell. The frequency box displays the frequencies that can be configured for the cell. You can select one or multiple frequencies each time.

BTS Creation - File Import Mode for Batch BTS Creation
In batch BTS creation, the hardware configurations of the BTSs are usually the same,
and the data configurations are similar or the same. Importing and exporting the BTS
negotiated data provides the capability of setting up a large number of similar BTSs
quickly.
The file data used for batch BTS creation is usually the network planning data, which
needs to be saved in the file format that the CME requires.
The file format for importing the BTS negotiated data and that for exporting the BTS
negotiated data are the same. The existing BTS negotiated data exported from the CME
can act as the basis. After modification, the BTS copy function can be implemented.

radio-layer data that are mandatory for BTS creation. For details, see

By default, the BTS negotiated data object list only displays the BTS, cell, and TRX objects. You can click
the upper left Customize Template macro button to open other tabs.
Set the parameters for the new BTS, such as the BTS name, cell name, ID, LAC, CI, and ABIS interface that
are used to import the data to create the new BTS.

You can add TRXs for cells in new network expansion to implement the radio
transceiver function of the BTS.

Inter-BSC BTS swap: Swap a BTS from a BSC to another BSC (the BSCs are of the
same version). Generally, this is used in system expansion and network optimization.
Prerequisites:
There are idle ports on the destination BSC, or the timeslot resources of the BTS
ports in the target BSC can bear the services of the next-level BTS.
There are idle resources in the destination BSC and subracks.
The CME provides the wizard mode for BTS swap. Method: From the menu, choose
GSM Application > Reparent BTS Between BSCs.
Tip
Currently, only the swap between the BSCs of the same version is supported.

BTS Swap - Demonstration
Select the source and destination BSCs and the BTSs to be swapped. Three modes are available to selecting BTSs, that is, loading, searching, and selecting. The following takes the selecting mode as an example. Click Select in the Add drop-down list.
The Select BTS dialog box is displayed. Select the BTSs to be swapped. Click OK.
The dialog box displays the source BSC, destination BSC, and the BTSs to be swapped. Click Next.
The swap data is exported. Wait until the export is complete.Then, click Select Reparent File to specify the path to store the swap file. You can click Edit Reparent File to open the swap file.
Modify the data based on actual requirements, and then save the data.
1. For a SingleRAN BTS, In Port Cabinet No., In Port Subrack No., and In Port Slot No. are mandatory.
2. If NEWBTSID, NEWCELLID, and NEWTRXID are not specified, the CME automatically allocates the new BTS ID, new cell ID, and new TRX ID.
Click Next to swap the data. Wait until this progress is complete.
After the swap is complete, the result check dialog box is displayed. If the swap succeeds, "Reparent BTS success." is displayed as shown in the figure. If the swap fails, the cause is displayed.

neighboring cells. Application scenario: To ensure the network quality and improve the
network performance during the running of the GSM network, you need to
continually adjust the network data. The CME provides the following modes to modify parameters:

The cell attribute table contains the eight major cell attributes. The first tab page contains all objects. Clicking an object can redirect to the configuration tab page of that object. For details, see the attachment.
In the left tree, select the parameter type for batch modification. Right-click a blueprint data record (that is, this record is the basis of other records) and select Bulk Modify.
The CME provides the interface-based adjustment, batch modification, and wizard importing/exporting to adjust cell attributes. Cell attribute parameters include basic cell attributes, idle mode, call control, handover control, power control, and channel management parameters.
The cell configuration express integrates the basic cell attributes and cell algorithm parameters to a configuration navigation tree. Cell-based ranking, filtering, and grouping are supported, and the algorithm parameters can be searched and indexed.
Right-click a cell and select Cell Configuration Express. Then, the cell configuration express interface is displayed on the right, and you can configure the cell attributes.

In the left tree, select the parameter type for batch modification. Right-click a blueprint data record (that is, this record is the basis of other records) and select Bulk Modify. CME V200R009C02SPC230 and later versions support the batch modification of channel parameters.
Currently, power parameters are involved. CME V200R009C02SPC230 and later versions support the import and export of channel parameters. For details, see the attachment.
During network optimization, a user may adjust a few TRX parameters. The CME provides the interface-based adjustment, batch modification, and wizard importing/exporting to adjust TRX attributes. The configuration express supports all TRX-class parameters. Batch modification and importing/exporting support the TRX-class parameters such as channel and device attributes.
In the configuration express, modify the TRX channel attributes. After the modification is submitted, the GPRS preference type is automatically adjusted based on the GPRS feature.

This table contains all the objects related to frequencies. Therefore, the objects in this table overwrite the existing objects in the system during import. For details, see the attachment.
If shared-channel interference or side-channel interference occurs in a cell, or the operator re-plans the network frequencies, you need to adjust the frequencies of the cell. The CME provides the interface-based adjustment and importing/exporting to adjust TRX-class attributes.

The exported data contains the neighboring cell relationship and external cells. For details, see the attachment.
After the operation of a network starts, the network load and radio environment keep changing as subscribers increase. To ensure the proper performance of the network, you must take effective measures to check and adjust the neighboring cell relationship to guarantee normal handovers and the mobility of mobile stations. The CME provides the interface-based adjustment and importing/exporting modes.
The neighboring cell configuration express can use the template to create the neighboring cell relationship, and users can create templates. This improves the
configuration efficiency.
Right-click a cell and select Neighboring Cell Configuration Express. Then, the neighboring cell configuration express interface is displayed on the right, and you can configure the neighboring cell relationship of a single cell.

The impacts of frequency adjustment are as follows: Frequency adjustment requires the BCC and NCC of the cell to change. Therefore,
the user needs to change the BCC and NCC values when adjusting frequencies.
Adjusting the hopping TRX frequencies or BCCH TRX frequencies resets the cell
with a latency of 10 seconds. That is, the BSC resets the cell 10 seconds after the
frequency adjustment. If the services of the cell are not handed over to another cell
in 10 seconds, the services of the cell are affected.
Adjusting the frequencies not related to frequency hopping does not reset the cell.

add or delete FREQ.
