Sea-Facing Saline Embankment in Rajnagar Block

1. Location of the Project :

The site is near village Pentha of Rajnagar –Gopalpur Saline

Embankment in Kendrapada District of Odisha.

Lat : N-200-32’-22.40” & Long : E -860-47’-16.0”

2. Objective of the Project :

• The objective was to protect the existing embankment, immediate

cultivable land of 6883 Ha, habitation of village Pentha and adjoining

villages from wave action.

• To study the performance of geo-tube embankment including

instrumentation to measure performance under field condition after

installation

3. Problem faced

• Shoreline of Pentha is shifting towards countryside

• In 2005, shore line was 200m away from existing embankment

In 2008, shoreline was 20m away from existing old

embankment.

Traditional method of protection using wooden

stump piling and Big Resin PVC sand bag dumping

was done every year.

In the Year 2009-10, a retard embankment was

constructed on the backside of the old

embankment at a distance of 60 metre

In 2011-12, the shoreline over-ran the old

embankment for a length of 400 metre & washed

away the embankment for 350 metre length.

In order to protect the coast line at Pentha from vulnerable erosion, Integrated Coastal Zone Management (ICZMP) & Department of Water Resources, Government of Odisha has taken up an up-to-date method of soft engineering technology which includes construction of a geo-textile tube embankment under the assistance from the World Bank.

It is a pilot project in the State of Odisha in which a structural system is to be developed to face wave action creating threat to the existing Rajnagar- Gopalpur saline embankment for long term protection.

Through a NCB Tender, the IIT( Madras) was appointed as Project Consultant. They surveyed the site and prepared the designs of the geo-textile tube embankment

1. The work for construction of the geo-tube embankment

was awarded to M/s Garware Wall Ropes Ltd, Pune for

Rs 3295.93 Lakhs through a NCB Tender process.

2. The Contract was signed on 24.07.2013 for a construction

period of 11 months. The stipulated date of completion

being 23.06.2014. The Drawing was issued.

3. The Contractor mobilized men & machineries to site to

start the work immediately after monsoon i.e. during

October 2013

4. A very-severe cyclone Phailin occurred on 12th October

2013. The shore line at Pentha was severely eroded. The

alignment for embankment and design was to be changed

to fit in to revised site conditions

WORK COMPLETION & REVISED COST

42 The principal reason for high cost was due to collection of river

sand with a lead of 100 km to be used in filling the geo-tubes.

The rock products were available at a lead of 120 km from the work site.

The length of the Geo tube embankment was revised and reduced from 675 mtr to 505 mtr in consideration of the extra width of beach and a part of old embankment available in front of the geotube embankment the Northen direction.

The Revised cost of the Project is Rs 3,443.52 Lakhs as against the Agreement value of Rs 3,295.93 Lakhs.

The work has been completed by the Contractor by 30. 06. 2016.
