Environmental Noise Survey 2006 Munster Joinery, Co. Cork.
SUMMARY
An environmenhl noisc survey was undertaken at Munster Joinery, Ballydesmond, a~ part of an application for an Integrated Pollution Prevention Control (TPPC) licence. The objwtivc was to establish the noise level attributable to Munster Joinery, at boundary and nearest houses during daythe and night time.
The survey was carried out over a ten day period in May 2006. The survey consisted of measurements at factory boundaries and at the nearest noise sensitive locations. Extended duration measurements were undertaken at a reference position within the plant and at one of the noise sensitive location.
A noise model for the plant was developed based on measurements of the main noise sources. There was generally good agreement between the measured and computd values. The computed values are considered to give a truer indication of the specific noise level at locations where there was significant interfcring noise h m other somes.
The noise lcvel attributable to Munster Joinery, termed the specific noise level, is presented on Figure S 1.
The EPA guideline limits at noise sensitive locations of SSdB(A) by daybme and 4SdB(A) at night time are used as assessment critcria to evaluate the noise impact,
The noise levels attributable to Munster Joinery were within these guideline limits at all locations. Thc specific noise ievels at the residence at the crossroads to the west of the plant were just at the dayhme and nighttime limit values, allowing for the normal 2 dB interpretation margin. It is recommended that noise control measures which would reduce the noise level at this location be evaluated.

Environmental Noise Survey 2006 Munster Joinery, Ballydesmond Co. Cork
1 INTRODUCTION
This environmental noise survey was commissioned by Fingleton Whitc & Co. Ltd on behalf of Munster Joinery, to report on environmcntal noise levels, in accordance with Environmenlal Protection Agency (EPA) guidelines. This survey is a baseline noise survey conducted as part of application for an Integrated Pollution Prevention Control (LPPC) licence. The objective was to establish the noise level attnbutable to Munster Joinery at bounday and nearest houses, during daytime and night time.
The survey was carried out over a ten day period in May 2006. The survey consisted of measurements at factory boundaries and the nearest houses, at main noise sources and at a reference position within the plant.
There are no current planning noise conditions applicable to Munster Joinery. In evaluating the noise impact, the EPA guideline limits at noise sensitive locations of 55dB(A} by daytime and 45dB(A) at night time are used as assessment criteria.
2 NOISE SURVEY
The noise survey was conducted in accordance with EPA guidelines, and IS0 1996 “Dcscription, measurement and assessment of environmental noise”.
Attended measurements werc made on four days and two nights between the 15* May and 26Ih May 2006. Noise meammments were undertaken for a duration of 15 minutes at each location.
A reference position waq identified within the plant a1 which continuous noise and meteorological measurements were undertaken OVCT ten days fiom 15* to 24th May. This reference position was an elevated location overlooking the main continuous factory noise sources. Measurements at this position provide information on the lime variation of noise

2.1 MEASUHKMENT LOCATIONS
Six boundary locations, five noise sensitive locations and a reference position were selected. These are described in Table 1 and illustrated in Figure 1.

2.3 MEASUREMENT DETAILS
The noise measuring instrumentation is presented in Table 3. Long term unattended monitoring at the referencc position was undertaken using a Svan 949 sound level meter. Long term unattended monitoring at NS4 was undertaken using a CEL 480 sound level meler. The instrumcnts used for attended measurements are detailed in Appendix B.
The meteorologid conditions arc summarised in Table 4 and detailed in Appendix B
The factory was operating normally during the survey.

3 RESULTS
3.1 NOISE LEVELS AT BOUNDARIES AND HOUSES
Noise levels, attributable to Munster Joinery, are summarised in Table 5. The noise levels prescntcd in Table 5 are termed “specific noise” levels, and represent thc component of noise that can be attributed to noise emissions from the factory.
The mean of daytrme and night time noise measurements at the factory boundary and at the houses with comments is presented in Table 6. Detailed tables of measurement results are includcd in the Appendix.
3.1.1 Specific Noise Levels at Buundaries
The boundary factory noise levels ranged h m 46 to 60 dB(A) during daytime. At night time they ranged h m 34 to 47 d3 (A).

B5 This position was screened from the factory by the terrain, and by the stockyard. Low level factory noise was audible during the daytime, along with road traffic, and with baely audibic factory noise at nighttime. The specific noise level was 46dB(A) during daytime, and

B6 A large coinponent of the factory noise was duc to forklifts working in the yard, as well ils general factory noise and road traffic. The specific noise level was <54dB(A) during daytime, and 47dB (A) at nighmme.
3.1 -2 Specific Noise Levels at Noise Sensitivc Lacations
NS1 The spccific fhctory noise level at NS1, the residence due south of the factory on the main road, was 46 dB(A) during d a m e and <3X &(A) at nighttime.
NS2 At NS2 the specific daytime noise from thc factory was determined to be 57 dB(A), and 47 &(A) at nightlime.
NS3 At NS3, the residence on the hillside to the west, the main audible noise was from the Blackwater River. The mean LASO noise level was 4 8 &(A) during &*me and <49dB(A) at night time. The factory was barely audible here on occasion, and the specific noise level due to the factory at this point was estimated to be less than the LA90 values.
NS4 At NS4, the farm to the east, the daflme factory noise level wils 49 dB(A), and the nighttime factory noise level was 44 &(A). A plot of noise levcls measured at this house is shown in Figure 2. Referring to the LA90 curve in Figure 2, the steady component of factory noise was typically in the regon of 50 &(A) during daytime, aparl from the 26/05/06, when it was 55 dB(A). The mean LAW decreased to slightly lcss than 40 &(A) on occasions during nighttime. Specific noise levcls at this location are slightly overestimated due lo Lht: influcncc oflocal farm noisc.
NS5 The component of factory noise at NS5 to the north of the site is estimated based on the measured noise level at the adjacent boundary B5. This will tend to overestimate the factory noise at the house, as the house is at lower clcvation, and is screened marginally by the raised site boundary level at B5.
The daytime factory noise level at the housc is estimated to he 46 dB(A}, and the nighttime noise lcvcl is estimated to be 37 dB(A).

3.2 E x r ~ N n ~ n MEASUREMENTS
3.2.1 Noise Measurements Continuous noise measurements were undertakcn from the I 5th May until the 24’ May at the reference location denoted “Ref” in Figure1 . Continuous measurements were undertaken h m 19* May to 2Sth May at the farm residence to the easl of the plant, labclled NS4. The plots of noise levels at Ref and NS4 are shown in Figure 2 and Figure 3 respectively.
C o n ~ u o u s measurements provide information on the time variation of noise emissions fmm the factory, and show the t y p i d day/night variations in noise emission.
The mean measured noise levels at these positions are summarised in Table 7 , in terms of L~ps and LA90. The range of 1 Sminute values is also included in Table 7.

3.2.2 Meteorological Measuremcnts A meteorological station was located at the reference position. This logged wind speed, wind direction, and rainfdl at 15 minute intervals. The wind speed is included with thc noise measurement r e d ts at the reference p s i tion in Figurc 2.
Thc wind speed does not appear to have influenced the noise levels, apart &om somc ocwions when the wind speed exceeded 5ds, as can be seen in Figure 2.

3.3 TONAL ANI) IMPULSIVE ANALYSIS
Noise spectra for various measurement locations are shown in Appendix B. There WCTC no significant tones detected at noise sensitive locations.
Noise emissions from thc factory noise sources were mainly broadband and non-impulsive in character .
3.4 NOISE SOURCES
Measurements were d e at reference distanccs from the main identified factory noise sources. The main noise sources are illustrated in Figure 4. The measured noise sourcc data is prcsented in Table 8. The sound power was calculated based on the measured level and the distance h m the source.

4 NOISE MODEL
A computer noise propagation model was gcnerated for the factory. The noise contour diagram is presented in Figure 5.
The model used wiw in accordance with IS0 96 13 “Attenuation of sound during propagation outdoors”, implemented in the commercial software par;kage IMMI 5.2. An autocad drawing for the factory site was imported into the model, and noise sources positioned in the model, with sound power outputs based on the measured noise levels. Noise sources measured at reference distances were modelled as point sources.
Noise break-out through the roofs of the production buildings was modelled as area sources. It was calculated based on the measured indoor noise levels, and thc typical sound attenuation of a light-weight industrial roof. Factory vehicles were modelled as line sources extending along the factory internal roads.
Allowance was made in the model for sound attenuation due to the screening effects of buildings, screening provided by the terrain levels, distances attenuation, ground absorption, and atmospheric attenuation.
The meawred and predicted noise levels are compared in Table 9. The model agrees reasonably well with the measured noise levels at boundaries, and provides a good basis for estimating factory noise levels at off-site locations where direct measurement of the factory noise was difficult, due to intsrfcring noise from other sources.
At locations NS3 and NS5, the factory was not clearly audible. For these locations, the noise levels calr;ulaled from the noise model are likely to be more accurate than (he measured levels.

5 ASSESSMENT OF ENVIRONMENTAL NOISE LEVELS
No formal planning noise limits apply to Munstcr Joinery. It is reasonable to assess the impact by comparison with thc Environmental Protection Agency guideline limits of SSdB(A) by day and 45dR(A) by night. These guidelines apply at the noisc sensitive locations.
Thc dayhme specific noise levels were within the 55 dB(A) guideline limit. Specific noise levels were comfortably within the guideline limit at NS1, NS3, NS4, and NS5. At NS2, the specific noise levcl was 57 dS(A). This is just at the EPA guideline limit, allowing fbr the normal 2 dB interpretation margin.
The nighttime specific noise levels were within the 45 dB(A) guideline limit. Noisc lcvels were comfortably within the 45 dB(A) guideline limit at NSl , NS3, NS4, and NS5. At NS3, the only significant noise audible at nighttime was the Blackwater river, and the factory noise level at h s location was calculated to be 41 dB(A). At NS2, the factory noisc level was 47 dB(A). This is just at the EPA guideline limit, allowing for the normal 2 dB interpretation margin.
Give the marginal situation at NS2, both during daylime and nighttime, it is recommended that the company investigate noise mitigation of sources close to this location. It is considered that a noise reduction of 3 to 5 dB could readiIy be achieved through standard attenuation and screening measures.
