Good Practice Responding to Child LabourTo effectively respond to child labour risks, there must be a clear understand-

ing of the problem across the supply chain, with appropriate capacities and

systems developed to prevent, identify and respond to those risks.

Case study ICI-Nestlé, Child-Labour Monitoring and Remediation System (Côte d’Ivoire) The objective of the Nestlé Child Labour Monitoring and Remediation System

(CLMRS) is to reduce child labour related-risks in Nestlé Cocoa Plan cooper-

atives by targeting remediation efforts to at-risk-individuals and households.

The main elements of the CLMRS are:

• On-going community-wide protection and prevention through awareness

raising

• Monitoring of all children in the cooperative

• Identification of child labour cases

• Remediation activities for identified cases and/ or children at risk

Remediation activities can take place at three different levels:

Individual level school enrolment, vocational training, provision of school

kits and birth certificates;

Household level women are supported to set up income-generating

activities;

Community-level support to school equipment; school construction, creation

of Community Service Groups that are trained to undertake

hazardous activities for farmers in the communities

Lessons learned on responding to child labour through child labour monitoring:

• To avoid the problem being hidden, child labour monitoring must be linked

to supportive remediation activities that assist identified cases, rather than

trigger sanctions

• Scalability and sustainability will depend on minimising costs, for instance

by building systems into existing supply-chain/certification management

or community structures.
