The Chesapeake Bay Trust celebrated2015 and our 30th birthday with another record grant-making year: $9.8 million in grants and projectsthroughout Maryland and the Chesa-peake watershed. With the support ofthe 400,000 Treasure the Chesapeake license plate owners, 35,000 tax check-off supporters, and thousands of donorsand partners, the Trust has concentratedresources to distribute close to 350
grants to our awardees and through our Chesapeake Conservation Corps program.
Trust grantees, in turn, have done ever more toward accom-plishing our mutual goals of expanded stewardship of the region’s natural resources. Our grantees have engaged over100,000 students and teachers in experiential outdoor environmental education, they have planted almost 200,000native trees and plants, and they have restored close to 100 acres of buffers and wetlands and treated or removed significant acreage of impervious surface.
Most importantly, the Trust and our grantee community haveengaged audiences that have never been engaged in natural resource issues before, to the mutual benefit of all parties.Public efforts cannot accomplish these goals alone: Approxi-mately 90% of our watershed is privately owned – by individuals,industry, faith-based institutions, corporations, landlords, and others. The environmental community has learned thatwithout engaging members from all of these sectors, our localresources cannot significantly improve. Those who seek to restore and protect healthy watersheds, therefore, benefit fromwidening the circle of engaged communities.
In turn, many populations and communities use our region’snatural resources – places to fish, walk in the woods, play in the park, plant an urban garden, sit by a tree, get a breath of fresh air – and would benefit from resource improvement even if they are not yet aware of opportunities to do so. For example, doctors are prescribing time outdoors to help
patients improve their health. Many individuals supplementtheir diets with fish caught in local waters. Local towns areworking to revitalize business districts and encourage (out-door) foot traffic. Parents are encouraging outdoor play to getkids to diversify from video games. Improved air quality, waterquality, urban greening, and nature play spaces would makethose uses better. These populations and communities, whenaware of connections between the resources they use andrestoration activities, can play a larger role in helping to restore and protect healthy watersheds. And we can help thesecommunities by improving the quality of the natural resourcesthey use and on which they rely.
The Trust intends to work harder toward identifying and supporting these types of “co-benefits.” One of our major accomplishments in 2015 was the completion of our next five-year strategic plan, and the concept of engagingunder-engaged audiences and identifying co-benefits is a keytheme. Also a key theme is identifying barriers standing in the way of stewardship and restoration, and deploying resources to help remove those barriers. In this way, the Trustintends to invest resources entrusted to us by donors and partners efficiently and strategically to attain the greatest outcomes.
This work and the work of our incredible family of granteeswould not be possible without Trust donors and partners, and we are proud to bring this annual report to celebrate ourcollective accomplishments for 2015. We look forward to continuing this work in 2016 and invite ideas and discussionabout direction for the future.

Restoration: $5,667,589 for Projects that Reduce Pollution,Restore Habitat, and ImproveWater QualityRestoring the Chesapeake Bay and itslocal rivers and streams in ways that engage communities and individual residents remains one of the Trust’s greatest funding priorities. In 2015, the Trust administered 105 grants andprojects totaling over $5.5 millionthrough these efforts. These dollars advanced green infrastructure and created green jobs, allowed communitiesto restore valuable shoreline habitat forwildlife, led to the planting of thousandsof trees, and more. Examples of individualgrant programs that supported this on-the-ground restoration work includeour Green Streets, Green Jobs, GreenTowns Initiative; our Living ShorelinesInitiative; and our Watershed AssistanceGrant Program. These efforts were madepossible due to strong partnerships with the U.S. Environmental ProtectionAgency, the Maryland Departments ofNatural Resources and Environment, the Anne Arundel County Forest Conser-vancy District Board, and new this year,partnerships with local governments. TheTrust is proud to announce partnershipswith Prince George’s County, Anne Arundel County, Baltimore City, Mont-gomery County, and Charles County inwhich these governments are workingwith the Trust to invest in not-for-profitorganizations in their communities, tapping their potential to reach thousands of residents to take actions to improve their local natural resources,improve stormwater quality, and improvetheir communities.
Education: $843,799 to Educate Students about their Natural Resources
In 2015, the Chesapeake Bay Trust continued work to advance environmentaleducation through experiential learning, outdoor experiences, and curriculum development. This year $843,799 was awarded through 123grants in three education grant programs and work through the Chesapeake
Conservation Corps. These grants expanded K-12 environmental educationcurricula and increased student access to programs that provide meaningful
outdoor learning experiences. Projects funded range from small grants to schools,“mini grants” intended to provide resources to get students learning outside, to systemic educational initiatives designed to advance environmental literacy at a regional scale. Special thanks to the National Oceanic and Atmospheric Administration for their partnership with the Trust.
GRANT EXAMPLE: Outreach and Restoration Grant to Manage Stormwater Runoff
A $54,879 grant was awarded to the Western MarylandResource Conservation & Development Council through theTrust’s Outreach and Restoration Grant Program to constructa stormwater system that will store 40,000 gallons of watercaptured from a five-acre impervious area. This water willbe used for a sustainable agriculture project and includesan education display, pervious concrete, a green roof, andrain garden to educate area students, among other efforts.
GRANT EXAMPLE: Mini GrantsAdvance Education around the Region
The Eastern Pennsylvania Coalition forAcid Mine Drainage Reclamation receiveda $3,549 grant from the Trust’s MiniGrants Program to fund environmentaleducation efforts with local eight gradestudents. Due to this grant, students were able to observe abandoned minedrainage (an environmental issue impor-tant to their local watershed) and perform relevant scientific experiments and thendesign a treatment system to address aunique water quality concern by providinga real world solution.

Grant Programs
Engagement: $1,667,712 to Engage Individuals and Organizations to Improve the Health of Communities and Local WaterwaysIncreasing public awareness and involvement in activities that restore and protectMaryland’s natural resources is one of the tenets of the Chesapeake Bay Trust. This pastyear, the Trust invested over $1.6 million through 88 grants and projects made throughseveral of our grant programs. Awards ranged from small grants ($560), intended toallow new applicants to get their feet wet and learn how to apply for grants, to largerinitiatives led by experienced organizations. Examples of projects funded include a program to understand attitudes of and engage women agricultural landowners inwater quality best management practices, neighbor-to-neighbor education programsabout stormwater practices and rebate programs, engagement of faith-based institutionsand communities in watershed efforts, training programs for local governments ongreen infrastructure financing, and development of “behavior change” programs to benefit watershed health. The Trust has been proud to be a pioneer of the application ofsocial science and social marketing to changing behaviors that affect watershed healthand increase community engagement.
New in 2015 was a pilot Outdoor Health Grant Program to support the infusion of watershed education in existing human health programs. Two examples of this newprogram are the Chesapeake Center for Youth Development’s Docs in the Park program,to which a Healthy People Healthy Places component was added through a Trust grant,and Talisman Therapeutic Riding, which added a watershed curriculum to its ridingprograms and its Veteran’s Victory Garden. Community engagement awards were alsomade through the Trust’s Outreach and Restoration Grant Program, the Mini Grant Program for Community Engagement, Prince George’s County Stormwater Grant Program, Montgomery County Stormwater Grant Program, and the EPA partnership tosupport the Chesapeake Bay Agreement. Advancing Science: $825,000 to Answer Key Questions in theRestoration CommunityThe Trust works to advance science in many arenas in which we fund, such as bestpractices in environmental education and in social science to change behaviors. Newin 2015, the Trust developed a program focused on key aspects of advancing sciencein restoration. We worked with many partners including the Maryland Department ofNatural Resources, U.S. Environmental Protection Agency, the Maryland Departmentof the Environment, members from the MS4 community, members of several otherregulatory agencies, and members of the restoration practitioner community to developa program to address key questions that stand in the way of fluid implementation ofprojects. Watershed Implementation Plans in our area call for a ten-fold increase inthe number of restoration projects to be put in the ground: When questions remainabout practice efficacy or impact, delays in achieving water quality benefits occur. The Trust is working with the regulatory, practitioner, and manager communities toidentify questions and fund work to obtain the answers. We named this new grantprogram the Restoration Research Program, and funding partners Maryland DNR and EPA contributed to this pilot year. Four projects were funded for $825,000. In addition, the Trust entered into a new partnership with the U.S. Environmental Protection Agency, supporting research into key natural resources to advance thenewly signed Chesapeake Bay Agreement. With EPA funding, the Trust awarded$219,493 for four research projects.
GRANT EXAMPLE: Student Grade CountyLeaders on Water Quality
The Trust awardedHoward CountyConservancy a $26,848environmental educationgrant to help tenthgrade students developthe Howard CountyWatershed Report Card.Through this pilot
program, students turned the tables and graded the county and its leaders on thehealth of their local watershed. Efforts included offsite stream surveys, teacher trainings and watershed analysis for all interested high schools in Howard County.

The 32 participants of the fifth class ofthe Chesapeake Conservation Corps program were announced in August2014. This program, which was createdby the Maryland Legislature in 2010,matches youth ages 18-25 with a varietyof organizations, including watershedgroups, government agencies, localschools, and area nonprofits, for a one-year term of service. During the year,Conservation Corps participants gainvaluable on-the-job experience and careerskills while they work to advance environmental conservation and a host ofother environmentally-focused initiatives. Since the program began in 2010, ithas grown steadily in popularity withmore than 135 applications received forjust 32 coveted volunteer spots and morethan 75 groups vying to serve as host organizations. This year also marked anew opportunity for partner participa-tion, as the National Park Service, the Environmental Protection Agency, the
U.S. Fish and Wildlife Service,Arlington Echo, EnvironmentalConcern, and Eastern ShoreLand Conservancy all invested their owndollars to increase program participationlevels, expand opportunities for host organizations, and allow additional youngpeople to get the training they need toadvance their careers. Partner fundsthrough EPA also enabled the program to expand beyond Maryland for the veryfirst time to Washington, D.C. The program is funded by both thestate of Maryland and the ChesapeakeBay Trust, with a generous contributionprovided by Constellation Energy. Program participants are provided with a stipend for one year in addition to technical training provided by the Chesapeake Bay Trust. Corps participantsalso have an opportunity to apply forgrants from the Trust to learn grant writing skills and how to implement projects.

How We Are Funded
Chesapeake Bay Trust: A Community Foundation for Environmental ActionThe Trust has been working for ten years in an effort to offer our grantmaking expertise and infrastructure to others withresources to invest and who share our goalof community engagement in watershedrestoration and protection. Our 30th grant-making year, 2015, marked the ramping upof this effort in the form of several newpartnerships and continuation of many others. This model offers several key bene-fits: the leveraging of partner resources, allowing a funding partner to become partof a larger effort and to fund larger projects,reduced administrative costs of funders as many partners can use one set of
grantmaking systems, and perhaps moreimportantly, reduced administrative costs of applicants and grantees, as grant fundsare concentrated in a “one-stop shop.” TheTrust will continue to partner in this way tomaximize grantmaking efficiency and allowfaster achievement of strategic goals.
2015-2020 Strategic Plan Created In June 2015, the Chesapeake Bay Trustcompleted its 2015-2020 Strategic Plan tooutline an updated blueprint to move theorganization and its Bay restoration andoutreach effort forward. In this report, theorganization refined its mission, vision andcore values, as well as outlined its strategicdirection through four key priorities for thenext five years: grantmaking and programadministration; optimizing investment;technical assistance; and revenue protectionand generation. Under each priority, theTrust, with input from its board of trustees,staff and key stakeholders, outlined majorobjectives and deliverables that includebreaking through barriers that limit water-shed restoration and protection; engagingadditional audiences to reach beyondgroups already committed to environmentalwork; and increasing sustainability bystructuring the Trust’s grant programs to maximize the impact.

Tax Donations to Help the BayIn fiscal year 2014-2015,$992,032 was contributedthrough the ChesapeakeBay and EndangeredSpecies Fund on the Marylandstate income tax form. This fund, whichis split evenly between the ChesapeakeBay Trust and the Maryland Departmentof Natural Resources, allows Marylandersto make a tax deductible donation thathelps the local environment and protectsnative wildlife. This year’s total was almost $70,000 more than was donatedin 2014, and the Chesapeake Bay Trust is incredibly grateful for the support. In total, 33,700 returns had donations allocated for the Bay Fund, and donations averaged more than $32 per donor, upfrom $29 the year before.
CPAs for a Healthy BayWhile many Marylanders want to donateto help the Bay, only 1.5 percent choosesto do so through their Maryland state income tax form. More than 10,000 Marylanders join Plate PerksIn April 2014, the Chesapeake Bay Trust launched PlatePerks, a program designed to say thank you to the morethan 400,000 Marylanders who own a Treasure theChesapeake license plate. The program is simple: Bayplate owners receive perks or rewards including VIPparking at various locations as well as discounts on merchandise and services forhaving a Bay plate on their vehicles. To date more than 10,000 Marylanders havesigned up for the program that includes offerings from more than 50 businessesaround the state. Donors and Partners The Trust continues to focus efforts on direct donor outreach and partnership development, surpassing $191,000 in donations in FY15. Last year more than2,000 individuals and organizations donated to support the Chesapeake Bay Trust’sgrant programs and special initiatives. Each year the Trust also partners with localbusinesses, Maryland-based companies, festivals and special events to generate
funding and donations for the organization, as well as raise awareness for the Trust, its grant

Annual Treasure the Chesapeake Celebra-tion on Friday, May 29 at the AnnapolisMarriott hotel. In total, more than 400guests registered for this year’s event,which raised $90,000 for Chesapeake Bayrestoration and education. Attendantsdined on exceptional cuisine while theydanced the night away, played casinogames and bid on fantastic silent auction items. Legislative Reception and Awards Program
In January, the Trust announced the recipients of its 2015 Annual Awards Program at a ceremony held in the Maryland General Assembly. During the event, more than150 Chesapeake Bay supporters joined Maryland legislators to honor six exceptionalteachers, students, and environmental leaders for their outstanding contributions toeducation, Bay restoration and volunteerism. Launched in 1998, the Chesapeake Bay Trust’s Annual Awards Program recognizes awardees each year for a variety of environmental leadership roles and achievements.

This collaborative project was implementedto help reduce nutrient and sedimentpollution from entering the Rhode River at Camp Letts. This initiative has included many stages, includingstormwater projects, agricultural bestmanagement practices, shoreline stabilization, and tree plantings, amongother efforts. The Trust created itsMelanie Teems Award to honor an exceptional program or project that is improving local communities and protecting Maryland’s natural resources.
Vacant Lots Transformed Competition ProducedExceptional Projects
In September 2014, Baltimore City, the U.S. EnvironmentalProtection Agency, and the Chesapeake Bay Trust announcedthe winners from their collaborative Growing Green DesignCompetition: Vacant Lots Transformed. This program was created for community groups, design firms, non-profit, andprivate partners to showcase innovative ideas for reusing
vacant land while also reducing stormwater and providing community benefits such as urban agriculture, parks, and trees.In total seven projects wereawarded close to $300,000 to design and construct theirwinning ideas.
Green Streets, Green Jobs, Green Towns MakesGreener Communities
In June 2015, the U.S. EnvironmentalProtection Agency and the Trust, in part-nership with Maryland’s Department ofNatural Resources, awarded $727,500 for15 projects to green local communities.Through the collaborative Green Streets,Green Jobs, Green Towns Grant Program,the Trust and its partners are able advance watershed protection and economic improvement through the development of stormwater management techniques, green jobs creation, beautifi-cation of neighborhoods, and communityenhancement, among other efforts.
