The Pacific Ocean

• The Pacific Ocean is:

– 32.4 % of the Earth’s total area

– 45.76 % of the total surface area of all of Earth’s water

• Earth’s total landmass is only 90.13 % of the Pacific Ocean.

Associations

• Sustainable Energy Industry Association of Pacific Islands (SEIAPI)

– Over 60 members comprising industry within Pacific, utilities, industry outside Pacific and Government/donors as honorary members

• Pacific Power Association (PPA)

– the Power Utilities from each country

Introducing Standards

• Via Technical Guidelines

• Workshops to gain regulatory adoption

• Certification Programs

• Listed in tenders

Technical Guidelines

• SEIAPI/PPA: 4 Technical Guidelines launched in September 2012

– Grid connected PV systems-System Installation Guidelines

– Grid connected PV systems-System Design Guidelines

– Off Grid PV power systems(DC Bus)-System Installation Guidelines

– Off Grid PV power systems (DC Bus)-System Design Guidelines

Technical Guidelines: content

• Guidelines list relevant standards from Australia/New Zealand and USA

• IEC International Standards referenced:

– For PV Modules

• IEC 61730-1 and IEC 61730-2

• IEC 61215 and IEC 61646

– For Inverters

• IEC 62109-1 and IEC 62109-2

– For batteries

• IEC 61427-1: Secondary cells and batteries for renewable energy storage - General requirements and methods of test - Part 1: Photovoltaic off-grid application

Workshops

• Support of IRENA, SEIAPI/PPA held workshops on the guidelines

– April 2013 in Palau

– August 2013 in Fiji

• Objective: to create discussion on how these guidelines would be enforced.

• Outcomes: Utilities and Government programs referencing the guidelines

Certification Program

• In May 2012, SEIAPI/PPA launched a certification program for designers and installers of these systems.

• Certified designers/installers must incorporate the use of the guidelines in their work.
