PREFACE
In the construction of the Council buildings every effort was made to render thepremises safe for occupation.
However, as no building can be made immune to accidents caused by people, thefollowing procedures have been detailed so that there is an effective plan to deal withmost emergencies which may arise.
This Emergency Management Plan will be kept in a position where it will beimmediately available in the potential disruptive circumstances of an emergency.However, it is expected that all occupants will familiarise themselves with theemergency procedures in place prior to any emergency occurring.
Some emergency situations could arise such as a civil commotion, in which case alldoors are locked and personnel remain within the building.
Any reference to an emergency may relate to the following [this is a list of the mostcommon emergencies and is by no means exhaustive].

In the event of any of the above situations, evacuation may be necessary.

GENERAL INFORMATION
Raising the alarm in case of any occurrence of an emergency nature:
DIAL 8 for reception area and give your message.
If a general power failure affects the operation of the call centre/reception area it maybe necessary to use “runners” to relay messages.
Call centre/reception area will relay to Emergency Coordinator or Deputy.
In the event of an emergency situation occurring, staff will be alerted by the followingmeans:
A continuous signal of a whistle means be prepared to move to the nearestdesignated assembly area.
The decision to evacuate the building shall be made by the Emergency Coordinator.However, in the event of an obvious and immediate threat in the vicinity of your work
area, you should evacuate the area immediately.

Fire
[On discovering a fire]
Step 1 Assist anyone in danger if safe to do so.
Step 2 Close any doors.
Step 3 Notify Reception - Dial 8 / Emergency Coordinator / FireBrigade / CEO.
Step 4 If safe, use an extinguisher to extinguish the fire.
Step 5 Move to the designated assembly point when you hear theaction signal or you are instructed by a Warden.
Step 6 Remain at assembly point and ensure everybody is accountedfor.

FIRE PREVENTION
Three things are required to start a fire:
(a) A means of ignition;
(b) Fuel to burn;
(c) Oxygen.
When it comes to preventing fires we should look at eliminating sources of ignitionfirst of all; therefore:
1. Council has a No Smoking Policy in place which prohibitssmoking within all Council owned/operated buildings.
2. Don’t hoard unnecessary paper in your desk, cupboard, filingcabinets, etc.
3. Lock up all paper, drawings, files, etc. before leaving at the end ofthe day. In other words - TIDY UP.
4. Ensure that flammable liquids (e.g. cleaning fluids) are stored inleak proof containers and any bulk containers to be returned toappropriate storage areas immediately after use.
5. Electrical faults are the most common cause of fires in the modernoffice. Report any malfunction or abnormalities immediately.
If, after the above precautions are observed, a fire starts, remember every fire startsas a small one and prompt action with the correct type of extinguisher may extinguishit.
You should also remember that if a fire occurs in a wastepaper basket, desk orcupboard etc., cover the basket, shut the drawer, or close the door before going foran extinguisher. In this way you limit the supply of oxygen and restrict the growth ofthe fire.

FIRE FIGHTING EQUIPMENT
Located strategically through the building are portable fire extinguishers which, ifoperated promptly and correctly, may adequately contain any fire before it becomesserious.
Also fitted are fire hose reels which operate similar to a garden hose.
Make sure to check the locations and types of extinguishers in your area andunderstand their mode of operation.
The floor plans at the rear of this manual indicate the location of all portable fireextinguishers and hose reels.
The extinguishers installed are:
(a) Water Type Extinguishers (Stored Pressure) - RED in colour.
Most suitable for wood, paper, cloth, etc.DO NOT USE ON ELECTRICAL FIRES.
(b) Dry Chemical - RED in colour with a white band.
Safe to use on electrical equipment.Best for flammable liquids.Some types suitable for extinguishing wood, paper, cloth.
(c) Carbon Dioxide - CO2 - RED in colour with black band.
Suitable for use on all types of fires but less effective in the open.Ideal for electrical fires.Can spread, burning paper etc if care not taken.

Step 1 Check for any threatening situation and control it if safe to do so.
Step 2 Remain with casualty [unless there is no other option] andprovide appropriate support.
Step 3 Do not move any casualties unless in a life threatening situation.
Step 4 Notify Reception - Dial 8 / Emergency Coordinator and theFirst Aid Representative (Refer to the OH&S Poster) for yourarea.
Step 5 Notify the Ambulance on (dial 0 for outside line then) 000 if notalready done and designate someone to meet them.
Step 6 Provide support to First Aid Representative or Ambulance ifrequired.

Explosion

Step 3 Emergency Coordinator and Wardens will assemble team andset up first aid station. [Nothing should be disturbed in order topreserve evidence.]
Step 4 Remove all persons from immediate area.
Step 5 If instructed/notified of an obvious threat move to designatedassembly point.
Note: If there is a fire as well, also follow Code Red procedures.
CODE YELLOW - INTERNAL EMERGENCY

In the event of being notified of an External Emergency the Emergency Coordinatorshould ensure that all staff are notified and that all doors and windows are closedand secure and airconditioning is shutdown.
All staff should remain in the building to ensure safety - by sheltering in place, unlessnotified by the Emergency Services to evacuate the building to a safer area.
At this stage the evacuation procedures should be implemented as per CodeOrange.

The success and effectiveness of any evacuation relies entirely on the goodbehaviour and adherence to these instructions, which are designed for the safetyand well-being of everyone in these buildings.
In all circumstances the Fire Brigade and Police have the authority to orderemergency evacuation.
On the sounding of the whistle everyone will look for his or her Warden, remain calmand wait for his or her orders. In the event of no specific instructions forthcoming thebuilding is to be evacuated immediately.
Familiarise yourself with all exits appropriate to your area. Do not exit through anydanger area.
Do not attempt to use telephones as the call centre/reception area will be closed toincoming calls and outgoing calls will be emergency calls only.
For safety reasons smoking during evacuation is prohibited. Personal belongingsshould be abandoned unless immediately at hand. WALK - DON’T RUN.
The Cashier shall lock the cash drawer and lock the safe door.
Wardens are to ensure that compactus storage rooms are shut before leaving thebuilding.
Mobility impaired persons must be constantly attended by at least one member of theEmergency Control Team. Those incapable of using the stairs should be evacuatedunder the control of the attending Fire Authority.
All personnel are to assemble at the area indicated on the attached plan where a roll-call will be conducted to ensure all personnel are evacuated. Roll-call result to bereported to the Emergency Coordinator or Deputies.
Upon the arrival of the Emergency Service, the Emergency Coordinator or Deputiesshould issue details of the emergency and notify them if all staff are accounted for, orif any are not accounted for, their possible location in the building.
Any injuries sustained to be reported to the Emergency Cordinator or First Aider forassessment and treatment.
Any approaches from the media are to be referred to CEO/General Managers, Policeor Fire Brigade.
All personnel are to remain in the assembly area until permission or direction is givenby the Emergency Coordinator to leave or return to work.

EMERGENCY COORDINATOR’SDUTIES
After having been notified by call centre/reception area of an emergency, attendthe situation to assess and determine what action is required and execute.
On the arrival of the appropriate emergency service ensure that they are briefed.
After evacuation of all personnel, the Cordinator or Deputies will receive the resultof the roll-call. In the event of any casualties check with the First Aider anddetermine further action. If a change to incident is of a nature that allows a returnto work, assess the situation and if safe, arrange.
Set up a control point at an appropriate location.
Emergency Coodinator to wear white helmet in order to be clearly identifiable.

WARDEN’S INSTRUCTIONS In the event of an emergency requiring evacuation, each Warden is required to
ensure that personnel in their area leave calmly and orderly by the routedetermined by the Warden.
A continuous signal of a hand bell or alarm means prepare to evacuate and moveto the designated assembly area.
The decision to evacuate will be determined by the Emergency Coordinator.However, in the event of an obvious and immediate threat in the vicinity of yourwork area, you should evacuate the area immediately.
If any disabled or elderly people are in the area, ensure that they are assisted.Mobility impaired persons must be constantly attended by a warden or assistantwarden. Those incapable of using the stairs should be evacuated under thecontrol of the attending Fire Authority.
Wardens shall lead or direct personnel to an assembly location indicated on theattached plan after ensuring that no-one is left behind.
Wardens are required to check toilets, storage rooms, etc. within their designatedsection, prior to leaving the building.
Wardens are to wear yellow helmets in order to be clearly identifiable.
Wardens to have on hand staff list of all personnel in their designated area andensure all persons are accounted for.

CALL CENTRE/RECEPTION AREAOPERATOR’S DUTIES
The call centre/reception area to be manned whilst it is safe to do so. If for safety reasons the call centre/reception area must be left unattended, then
the call centre is to be diverted to an alternative office – Your position is vital to be able to contact Police, Fire Brigade and Ambulance. Emergency numbers must be prominently displayed at the call centre/reception
area. A handbell will be located at the call centre/reception area at all times, this must
NOT be rung until the Emergency Coordinator indicates there is anEMERGENCY.
A substitute operator must be in attendance at the call centre/reception areawhen the operator is absent from the call centre/reception area for any reason.Each operator must be familiar with the procedure for an EMERGENCY.
The call centre/reception area operator will receive the message from a personinside the building that there is an emergency. Clearly ascertain the type ofemergency, exact location and injury status. Relay the message of emergency tothe Emergency Coordinator or Deputy, as the least number of people who knowof the emergency before the Controller has assessed the situation the better.
All public to be evacuated from call centre/reception area and a staff member tobe nominated to direct any public away from front door. Public entrances mustbe staffed until emergency services arrive.
If requested by Emergency Coordinator or Deputy, call centre/reception area tobe diverted to alternative location. The operators at the diverted location are toinform all callers that there is an emergency situation and request the caller tophone again later in the day.
OR
The call centre/reception area operator will receive the message from a personoutside the building that there is a Bomb Threat.
In all cases, the call centre/reception area operator will notify the EmergencyCoordinator or Deputy of the message and its contents.
On direction from the Coordinator, or Deputy, the appropriate Authority shall becalled and the other officers notified as required. At this stage the call centremaybe need to be diverted to Executive Assistant. Provide brief specific detailsrelating to the emergency.
Whilst it is safe to do so stay at the call centre/reception area until told by theEmergency Coordinator to leave.

GLOSSARY
FOR THE PURPOSE OF THIS PROCEDURE, THE FOLLOWING DEFINITIONSWILL APPLY:
Designated Assembly Points:
Means an area outdoors and away from the building, that is designated for the assemblageof personnel.
Emergency
Any event which arises internally or from external sources which may adversely affect thesafety of persons in a building or the community generally and requires immediate responseby the occupants.
Emergency Signal
Means the operation of the whistle through the building.
Emergency Signal Code
A continuous signal of the whistle means prepare to evacuate and move to thedesignated assembly area.
Emergency Condition Aborted
Means telephone or personal contact by the Emergency Coordinator or Deputy, or anyperson for the time being occupying such positions, to the various Emergency Wardensadvising cancellation of a stand-by to evacuate condition.
Missing Person
Means a person unaccounted for after the roll call at an assembly point. This informationmust be communicated quickly to the Emergency Coordinator.
Controllers and Wardens
Means persons delegated to ensure that the premises are completely and safely evacuated,and that they remain in that condition during the period of the emergency.
Mobility – Impaired Person
A person with physical, mental or sensory impairment, either temporary or permanent, whorequires assistance during emergency evacuation.

TRAININGEducation
During an emergency such as the outbreak of fire, the smooth operation of theemergency procedures can be achieved only if all members of the EmergencyControl Team [ECT] and staff normally located in the building are thoroughly familiarwith what is expected of them.
ECT personnel should be familiar with the following:
[a] The layout of the area for which they are responsible, along with theexistence/position of, strongrooms, secure rooms, rooms leading off blindpassages, doors leading to dead ends and other concealed areas in whichpersons could be located.
[b] The operation of, and procedures for use of the communications equipmentinstalled to assist in the evacuation of the building.
[c] The presence of mobility impaired persons in their area.
[d] The operation of portable fire extinguishers, hose reels, fire blankets and firealarms.
[e] Any special procedure which may exist to protect strategically significant itemslocated in their area.
[f] Escape routes and safe holding areas.
[g] Any dangerous goods which may need special attention or isolation.
The Emergency Control Team is to ensure that all staff are advised of the procedureto be taken in the event of an emergency. Each staff member is to be given thename, location and telephone number of the warden of the area in which they work.All new staff members are to be advised of the relevant procedures and shown thelocation of fire fighting equipment and the evacuation routes. Staff should beencouraged to approach their warden for information and clarification of procedures.
Demonstrations explaining the various types of first attack fire fighting appliances,their uses and limitations, and the correct methods by which they are operated shallbe conducted on a yearly basis.
ECT personnel are to meet at intervals not greater than six months. These meetingsmay also include short training sessions in order to maintain interest and improveknowledge and skills.
All ECT personnel are to be instructed on the operation of the emergency warningsystem [if installed]. A fortnightly test is to be carried out by the Chief Warden toensure the system is operating correctly.

Practice Evacuations
All evacuation exercises will be attended by observers who will complete anappropriate checklist. Partial evacuations will be held periodically to test theemergency plans and alarm systems.
All occupants of the building will participate in an evacuation exercise at least once inevery 12 month period.
Following each practice or actual evacuation a debriefing will be conducted,observers’ checklists shall be analysed and all shortcomings identified. TheEmergency Control Team shall amend the procedures where necessary anddisseminate the information to all personnel.
