Introduction Census on the Internet includes a file upload facility which is offered as an alternative method to data entry for submitting census returns. Through the file upload facility, text files are transferred directly to Census on the Internet without using the Data Entry facility.
Census on the Internet offers a file upload facility for student and staff census data.
This document outlines the format requirements of the files to be transferred and the specifications of the field formats that apply for the 2018 Census.
Changes in 2018 Changes to the structure of the data files for 2018 include:
• The introduction of a third gender category into the student and staff file formats. • The inclusion of a new upload file to cover data on NCCD students with disability.
Supported Browsers The following browsers can be used to upload census data files to Census on the Internet.
1. Microsoft Internet Explorer 4.01 and above, and 2. Netscape Navigator/Communicator 4.7 and above.

Census Data Files There are 8 file types to transfer different types of census data:
• 4 files for Full Time students (Primary, Secondary, Combined and Special); • 2 files for Staff (Primary/Secondary/Special and Combined); • 1 file for Part Time students; • 1 file for Indigenous Non-Stated students; • 1 file for NCCD students with disability; and
Separate Full Time student data file structures are in place for Primary, Secondary, Combined and
Special schools as they have different grades. Only submit the grades for which census data is
available.
Primary schools
1. Pre Year 1 to Year 6 (inclusive) (for NSW, VIC, TAS, NT, WA, QLD & ACT) 2. Pre Year 1 to Year 7 (inclusive) (for SA)
Secondary schools

Special schools
1. 11 Years and Younger; and 2. 12 Years and Older
Separate Staff data file structures are required for a Primary/Secondary/Special School and a
Combined School as they have different types of census data. Use the file structure that
corresponds to the census data being submitted.

File Structure This section describes the file structure for all the census upload files except the NCCD file. The NCCD
file is different to all the other files, in that it is a .csv file with rows and columns. The rest of the
census files are .txt files with major and minor keywords to delineate the fields and records.
Information about the NCCD file data structure is on page 31 of this document.
Major Keywords
The file structure uses major keywords to represent each of the 8 file types. In addition there are 2
other keywords used. #EOF is used to denote the end of a file and must appear on the last line of
each file type. #EOD is used to denote the end of data and must appear on the last line of each data
type (i.e. grade or staff type).

Minor Keywords
The file structure uses minor keywords to represent specific type of data for 8 of the 9 file types
(minor keywords are not required for the newly created Indigenous Non-Stated Students file. Only
enter minor keywords that apply to your school or school system. The minor keywords do not have
to be ordered as shown however it is recommended that you use the minor keywords in the order as
listed below. For example if you have Full Time students only in Year 1, Year 3 and Year 4, the minor
keywords that apply to you will be #PRE-YEAR-1, #YEAR-3 and #YEAR-4 respectively.

Census Data Lines
Census data must follow the minor keywords for all file types.
The data templates listed in Attachment A detail the various census data lines for each file type. All
census data must be entered and if no census data exists, you must enter zero (i.e. 0) for numeric
data lines. Only the Part Time Student census data file requires textual data lines. In this case you
must enter one of the valid characters specified.
The data templates are outlined as tables containing 3 columns: line, field and census data. You only
need to enter the value for the data line. The line column represents the position of the line after
the major/minor keyword in your census file and is only provided as a guide. The field column
represents the census data as described by the corresponding description. The census data column
details the census data type required and the valid values accepted for the census data.
Example:
Line Major Keywords Minor Keywords 1 Age 1 - All Students Male Integer (0 to 999)
Age1 - All Students Male for a Year 6 indicates the census data for all male students
(including Indigenous students) who are 9 years old. To determine the Age1 for Year 6
please refer to Table 1 - Graded Age Range. This data line appears on the first line and must
be an integer between 0 and 999.

The number of census data lines varies depending on the file types and the minor keywords. For
example, the Graded Student Data template (Pre Year 1) has 46 lines of data and the Graded
Student Data template (Year 1 to Year 12) has 50 lines of data.
The census data to be submitted corresponds to Census data fields as displayed on the Census on
the Internet Data Entry facility (ordered from left to right and top to bottom). Each field is
submitted as a census data line.
Refer to Attachment A for details of data file templates for each file type.

Format Requirements File type
The file used for transfer must be an ASCII text file with a file name limited to 256 characters
including an extension of ‘txt’. It is recommended the file name is representative of its contents. For
example, Full-Time-Student-data-(client 1234).txt contains census data for full time students of
school 1234.
1. The first line in the file designates the school number, school system number or client-id (also known as identification number or AGEID). The identification number is allocated by the Department of Education and is unique to each school or school system.
2. The second line designates a major keyword representing either the type of census data of subsequent lines, an end of data, or an end of file. All keywords must start with a hash character (ie. #) and must be typed in upper case.
3. From the third line there are a variable number of data lines. The exact number of lines depends on the type of census data as detailed in Attachment A.
• For Full Time students, Part Time students and Staff data templates, the third line designates a minor keyword to represent the type of data of subsequent lines. The fourth line designates the first data field for the specified keyword followed by other data fields.
• In the above case #EOD must always follow the last field for the specified keyword.
4. Where there are multiple schools or locations (campuses) in the data file, data for each location begins with a new location number (AGEID) and a new major keyword representing the file type.
5. The last line designates the end of file keyword #EOF.
Census Data
Each line of data must not have any leading or trailing spaces, and must be terminated by a carriage
return/line feed (CR/LF) character. A data line can be a keyword, an integer, a decimal or letters.
1. The following section covers the general rules that must be followed. Refer to the corresponding census data templates in Attachment A for specific rules.
2. Do not enter the line number or the field description - these are provided as a guide.
3. Only enter the value (e.g. 0 to 999) as specified by the type (eg. Integer). For example, student data is any integer between 0 and 999.
4. If you do not have any data, you must enter zero (ie. 0) in the corresponding field. Do not leave a data line blank.
5. Data values can be numbers (integers or decimals) and letters.
6. Decimals are truncated to one decimal place.
7. Letters must be in upper case and are not enclosed within quotes. Do not use any leading or trailing characters such as spaces.
8. The Graded Student data templates refer to fields ranging from Age1 through to Age12. Use Table 1 – Graded Age Range below to determine the corresponding ages. These will often vary depending on the grades in question. Pre Year 1 is allocated 4 ages (e.g. Age1=4,

Age2=5, Age3=6 and Age4=7). All the other grades are allocated 5 ages, for example Year 6 which has Age1=9, Age2=10, Age3=11, Age4=12 and Age5=13.

9. Graded and Special Student data values are integers ranging from 0 to 999. If you do not have any values, enter zero (i.e. 0). Never leave the data line blank.
10. The 3 Other Age values are integers ranging from 0 to 23. If you do not have any Other Age values, enter zero (i.e. 0). Never leave the data line blank. Note that the age entered in Other Age cannot be less than 4 or already specified within the age range (e.g. 9 to 13 for Year 6). If the Other Age is greater than 21 years, enter 22 (this indicates that the person is over 21 years old). If you do not know the age, enter 23 (this indicates that the age of the person is not known).
Census Return Types There are 4 types of Census returns:
1. Primary schools 2. Secondary schools 3. Combined schools 4. Special schools
The type of census returns determines the type of data files to be submitted. Full Time Student and
Staff data files must be submitted. Part Time Student data files are only submitted if the school has
this type of census data. The types of data files required by each Census return are described below.

Full Time NCCD Students with Disability Data Template
This template is different to all the other templates, in that it requires a comma separated file (CSV)
rather than a text file. The CSV file is organised into six columns. The first two columns correspond to
AGEID of the school and the location (campus) respectively. Note that the number to use for the
main campus of a school is the same as the school ID, so for a school with only one campus the
AGEID of the school and the location are the same.
The remaining columns specify the characteristics for each cohort of students.

This is the Australian Government Education ID – a unique identifier for each approved
Australian school
2 Location ID Integer
This is the unique identifier for each location or campus of an Australian school. Each
school has one main location, which has the same ID as the school itself. Each subsequent location for a school will have its own unique
ID.
3 Student Level
PRE-YEAR-1
For all schools except for special schools, the applicable values are pre-year 1 through to
year 12. Special schools use the 11 Years and Younger and 12 Years and Older values.
Overseas Students are reported separately, with the “OS” suffix included in each grade
value.
