1 Introduction
Sustainable Transport Surveys has been requested by Monash City Council to undertake a review of the current off-street car parking demands and compare the current demand with previously
undertaken car parking occupancy surveys within the Oakleigh Major Activity Centre.
In the course of preparing this review the subject site and its environs have been inspected, and relevant parking data analysed.
2 Background and Existing Conditions
2.1 Location and Land Use
The subject sites are the various Council controlled/owned off-street car parks within the Oakleigh
Major Activity Centre.
The Oakleigh Major Activity Centre is shown in Figure 1 and the location of the various off-street car
parks are shown in Figure 2.

2.2 Car Parking Supply and Restrictions
A comparison of the car parking restrictions and supply within the 12 off-street car parking surveys for 2003 and 2014 is shown in Table 1, which indicates an additional 65 off-street car parking spaces
including 40 spaces in Area L and 28 in Area H are available in 2014.
It is noted that car parking Area L is new and was built post the April 2003 surveys.

2.3 Existing Land Use within the Oakleigh Major Activity Centre
Since the 2003/04 car parking occupancy surveys limited additional floor area has been constructed within the Oakleigh Major Activity Centre.
Based on the previously prepared ‘Oakleigh District Centre Parking Study’ dated 9 June 2005 there was a total floor area of approximately 73,100m2 within the Centre, including approximately 37,200m2 of retail business (with approximately 3,100m2 of restaurant/café use) and approximately 35,900m2 of office use.
Since 2005 there has been an increase in floor area of approximately 6,900m2 within the Oakleigh Major Activity Centre with the Centre comprising approximately 80,000m2 of commercial floor space of which approximately 41,000m2 is used for retail business and 39,000m2 is used for offices and other similar activities.
There are more than 360 businesses, of which two thirds are retail and food services. Most of the other businesses are office or service based businesses providing a range of professional services to other businesses and households.

3 Off-Street Car Parking Demands Oakleigh Major Activity Centre
3.1 Car Parking Surveys
The Monash City Council has undertaken car parking occupancy surveys within the various off-street car parks at:

The 2014 car parking occupancy survey data has been compared with previously undertaken car parking survey data including surveys undertaken on:
11:00am – 8:00pm Thursday 3 April 2003
11:00am – 8:00pm Friday 4 April 2003
11:00am – 8:00pm Saturday 5 April 2003
8:00am – 6:00pm Thursday 25 November 2004
8:00am – 6:00pm Friday 26 November 2004
A copy of the survey results by area are shown in Appendix A.
3.2 Total Parking Demand
The variation in total parking demand associated with the off-street car parks is shown in Figure 3.
A review of Figure 3 indicates that the overall parking profile in 2003 and 2004 was similar on the Thursday and Friday with the peak demands observed in 2003.
The overall peak parking demand was observed to occur at 11:00am on Thursday 3 April 2003 when 612 of the available parking spaces were occupied resulting in 14 vacant spaces. The parking demand
then decreased steadily to the end of the survey. This compares to a peak demand on Thursday 28
August 2014 that was observed at 12noon and 1:00pm when 685 and 689 of the available 691 parking spaces were occupied respectively (resulting in 6 and 2 vacant spaces respectively).
A review of the survey data on Thursday 28 August 2014 indicates that the peak period has extended over an increased periods of time with a maximum of 36 vacant spaces observed between 12noon
and 2:00pm. It is noted that the peak period may extend prior to 12 noon however no survey data
has been collected prior to this time in 2014.
The car parking occupancy surveys undertaken in 2014 indicated that there has been a significant
increase in parking demand after 6:00pm. Anecdotally this is associated with more entertainment/ restaurants/ café uses within the centre.
Since 2004 there have been an additional 65 off-street car parking spaces provided within the Oakleigh
Major Activity Centre, accordingly the variation in the percentage of occupied spaces in shown in
Figure 4.

A review of Figure 4 indicates that the overall peak parking demands were observed in 2014 with a reduced demand observed in 2003 and 2004.

A review of Figure 5 indicates that the demand for parking in 2014 was greater on all five weekdays
(Wednesday, Thursday and Friday) than in any of the previous surveys, with an increased demand on Sunday. It is noted that the demand for parking on Sunday 24/8/14 was greater than the demand
observed for parking on Saturday 5 April 2003.
While the peak demand for parking at 1:00pm in 2003, was observed at 92.2% the demand for
parking in 2014 was 95.7% on the Wednesday, 98.6% and 99.7% on the Thursdays and 96.5% and
99.6% on the Fridays respectively.
Measuring the parking occupancy indicates the ease with which a driver is able to find a car parking
space within a particular area. Donald Shroup, Professor in Urban Planning at the University of California and author of the High Cost of Free Parking, sites an occupancy of 85% as a common point
at which parking occupancy should be targeted (at typical peak times). Greater than 85% occupancy
can result in driver frustration while less than 85% occupancy could be considered an unnecessarily inefficient use of resources.
Accordingly it is considered that at 1:00pm there would be a significant level of driver frustration, as drivers circulated within the off-street parking areas looking for a vacant space.
A further review of Figure 4 indicates that the demand for parking was greater than 85% between 12
noon and 2:00pm meaning that during this time there would be a significant level of driver frustration, as drivers circulated within the off-street parking areas looking for a vacant space.

3.3 Chester Street Parking Demand
The Chester Street Car Park (Area A) is located along the north side of Chester Street between Eaton
Mall and Hanover Street, with parking predominantly restricted to 2 hour parking, 10 spaces are
allocated to permit zones.
The variation in parking demand in Chester Street is shown in Figure 6.
A review of Figure 6 indicates that the demand for parking within the Chester Street Car Park is basically at 100% between 12noon and 1:00pm with only the loading zone vacant after 6:00pm the
demand for parking has also increase to almost 100% occupancy.
In 2004 the peak demand for parking in the Chester Street Car Park occurred from 10:00am – 11:00am before decreasing. Given the 2014 survey results anecdotally parking in this car park is at or near
capacity from 11:00am till 3:00pm (when the surveys ended).
The variation in the percentage of occupied spaces in shown in Figure 7.

A comparison of the parking demands observed at 1:00pm in the Chester Street Car Park is shown in Figure 8.
A review of Figure 8 indicates that when compared to 2004 the demand for parking on the Friday has
increased. The demand for parking in 2003 and 2014 was relatively constant with the Chester Street Car Park basically at 100% on all 5 survey days in 2014 (only the loading zone was recorded vacant).
The demand for parking in 2014 was 93.2% on the Wednesday, 100% on both Thursdays and Fridays, this compares to a peak occupancy at 1:00pm of 95.5% in 2003 and 98.9% in 2004.
It is considered that at 1:00pm and between 12noon and 3:00pm on Thursday 28 August 2014 there would be a significant level of driver frustration, as drivers circulated within the Chester Street Car

3.4 Hanover Street (North) Parking Demand
The Hanover Street (North) Car Park (Area B) is located along the east side of Hanover Street on the
southern corner of Atherton Street, with parking predominantly restricted to 2 hour parking with 9
unrestricted spaces provided.
The variation in parking demand in Hanover Street (North) is shown in Figure 9.
A review of Figure 9 indicates that the demand for parking within the Hanover Street (North) Car Park was greater than the supply in 2003 and in 2014 at 1:00pm. In 2014 the peak parking occupancy
was 105% with 2 additional vehicles observed parked within the unrestricted area. The demand for
parking after 6:00pm has increased significantly in Hanover Street (North) when compared to the 2003 and 2004 surveys.
The variation in the percentage of occupied spaces in shown in Figure 10.

A comparison of the parking demands observed at 1:00pm in the Hanover Street (North) Car Park is shown in Figure 11.
A review of Figure 11 indicates that when compared to 2004 the demand for parking on the Thursday
has increased while the demand on the Friday is consistent at 100% occupancy.
The demand for parking in 2014 was 92.5% on the Wednesday, 95% and 100% on the Thursday and
100% on both Fridays respectively, this compares to a peak occupancy at 1:00pm of 87.2% in 2003 and 111.1% in 2004.
It is considered that at 1:00pm and between 12noon and 2:00pm of Thursday 28 August 2014 there would be a significant level of driver frustration, as drivers circulated within Hanover Street (North)
car park looking for a vacant parking space.

3.5 Hanover Street (Central) Parking Demand
The Hanover Street (Central) Car Park (Area C) is located along the east side of Hanover Street
between Atherton Street and Burlington Street, directly to the south of Hanover Street (North), with
parking predominantly restricted to 2 hour parking 8:00am – 6:00pm Monday - Friday.
The variation in parking demand in Hanover Street (Central) is shown in Figure 12.
A review of Figure 12 indicates that the demand for parking within the Hanover Street (Central) Car Park was significantly greater in 2003 than in 2004. In 2014 the car park was basically at peak
occupancy from 12noon – 2:00pm with a maximum of 4 of the total 180 spaces available. The demand
for parking in this area has increased significantly after 6:00pm in 2014 when compared to the 2003 and 2004 surveys.

A review of Figure 14 indicates that the demand for parking in the Hanover Street (Central) Car Park

3.6 Hanover Street (South) Parking Demand
The Hanover Street (South) Car Park (Area D) is located along the east side of Hanover Street north
of Burlington Street, to the south of Hanover Street (Central), with parking predominantly restricted
to 4 hour parking. At the time of the Council car parking occupancy surveys a number of car spaces had been allocated to construction workers.
The variation in parking demand in the Hanover Street (South) car park is shown in Figure 15 .
A review of Figure 15 indicates that the demand for parking within Hanover Street (South) was
consistent on the Thursday between 2003 and 2004, with a significantly reduced demand for parking
on the Friday in 2004.
In 2014 the demand for parking on the Friday was greater than in 2003 with 100% occupancy (or
greater, with one additional vehicle observed within the 4P Authorized Vehicles Accepted area) observed between 12noon – 2:00pm on Thursday 28 August 2014, however the demand for parking
decreased to less than in 2003 after 7:00pm. On the Saturday the demand for parking was less than
observed in 2003.

area is restricted with no internal circulation possible and only egress/ ingress via Chester Street.

A review of Table 2 indicates that in 2003 two (2) areas experienced parking demands of over 95%
on the Thursday, in 2004 this had increased to five (5) areas experiencing 95% occupancy or greater
while in 2014 all areas experiencing occupancy of over 95% on either Thursday 21 August or Thursday 28 August 2014.
On Thursday 21/8/14 seven (7) areas experienced 100% occupancy while on the Thursday 28/8/14
eight (8) areas where 100% occupied at 1:00pm including four (4) areas with occupancy over 100%.
Of the total 691 spaces surveyed by Council in 2014 the number of vacant spaces at 1:00pm are as

With regards the overall occupancy levels within all areas at 1:00pm on Thursday 21/8/14 and

A review of Table 3 indicates that in 2003 four (4) areas experienced parking demands of over 95%
on the Friday, in 2004 this had decreased to two (2) areas experiencing 95% occupancy or greater
while in 2014 nine (9) areas experiencing occupancy of over 95% on Thursday 1 August while all area experiencing 95% occupancy or greater on Friday 29 August 2014.
On Friday 1/8/14 three (3) areas experienced 100% occupancy while on the Friday 29/8/14 eleven (11) areas where 100% occupied at 1:00pm.
Of the total 691 spaces surveyed by Council in 2014 the number of vacant spaces at 1:00pm are as
follows:
Friday 1 August 2014 24 vacant spaces (663 occupied spaces)
Friday 29 August 2014 3 vacant spaces (684 occupied spaces)
With regards the overall occupancy levels within all areas at 1:00pm on Friday 1/8/14 and Friday
29/8/14 occupancy levels were greater than 85% (actually greater than 95%) meaning that motorists would be experiencing significant frustration in circulating for an available car park.
It is noted that this peak occupancy does not include vehicles that were actively circulating trying to find a car parking space at the time of the surveys.

5 Recommendations
The demand for off-street car parking has increased significantly from 2003 and 2004 with parking occupancy of over 96% observed on Thursday 21 August 2014 and Friday 1 August 21014 and with
an occupancy of over 99% observed on Thursday 28 August 2014 and Friday 29 August 2014 at
1:00pm.
Measuring the parking occupancy indicates the ease with which a driver is able to find a car parking
space within a particular area. An occupancy of 85% is a common point at which parking occupancy should be targeted (at typical peak times). Greater than 85% occupancy can result in driver frustration
while less than 85% occupancy could be considered an unnecessarily inefficient use of resources.
Adopting a theoretical peak occupancy of 85% there is a requirement for an additional 103 off street
car parking spaces to reduce the amount of circulation that may be required by motorists to find an
available parking space. It is noted that this does not allow for any additional spaces associated with on-street parking which is considered to be at or near 100% occupancy during the same time period.
In order to improve existing parking utilisation consideration should be given to:
Relocate long term (commuter) parking from Warrawee Park Oval to further from the Activity
Centre
Introducing 2 or 4 hour parking restriction in Warrawee Park Oval Car Park with trader
permits;
Relocate traders from the following parking areas to make additional parking available for
shoppers o Chester Street
o Hanover Street (Central) o Hanover Street (South)
o Palmerston Grove (East) o Atkinson Street
Introduction of electronic signage to direct motorist to available vacant off street car parking
spaces
